According to the above responsibilities, the Municipal Urban and Rural Planning Bureau has 7 internal organs:

(1) office.

Responsible for the daily work of messages, meetings, confidential, archives and other organs; To undertake information, security, confidentiality, publicity, letters and visits, supervision, government affairs disclosure and financial management; Responsible for the management of accepting all kinds of planning and construction application declarations at the foreign administrative service window; To undertake the daily work of the Municipal Planning Commission.

(2) Land Use Planning Section.

Responsible for the site selection and construction land planning of various construction projects within the urban planning area, review the planning and design scheme of construction projects and land red line, road red line and building red line, and issue opinions on site selection of construction projects, construction land planning and temporary land use permits according to the prescribed authority; Responsible for the management of urban geographic information in urban areas.

(3) Engineering Management Section.

Responsible for the planning and management of all kinds of construction projects in the urban planning area, and issue construction project planning permits; Responsible for the submission of architectural design scheme; Organize the evaluation and selection of various important buildings and high-rise building schemes; Responsible for the setting-out, inspection and double-track management of all planned buildings, structures and other engineering facilities; To undertake the planning and management of changing the use function of buildings; Participate in the comprehensive acceptance of construction projects and community completion; To undertake the supervision and management of the protection of historical and cultural cities in urban areas.

(4) Planning and Supervision Section.

Responsible for the coordination of urban planning administrative law enforcement; To undertake the legality review, administrative reconsideration, administrative litigation and public complaints of relevant normative documents; Responsible for the publicity and education of laws and regulations related to urban and rural planning and management; Responsible for the tracking management of construction projects after approval, and participate in the double-track work of construction projects; Participate in comprehensive or special management in the field of planning and construction; Participate in the planning and acceptance of construction projects and residential areas.

(5) Municipal pipeline planning section.

Responsible for the planning and management of municipal and pipeline projects in urban planning areas, accepting the declaration of planning and design schemes of various municipal and pipeline projects, issuing planning permits for construction projects of various municipal and pipeline routing red lines, and issuing certificates of inspection and planning acceptance of municipal and pipeline projects; To undertake the management of urban geographic information in urban areas.

(6) Rural and Urban Planning Section.

To formulate policies and measures for urban planning and guide the preparation, implementation and management of urban planning; Review the overall planning of counties (cities, districts), the overall planning of central towns, detailed planning and the site selection of major construction projects of counties (cities, districts); Participate in the audit of rural land use planning and other related planning, and issue rural construction planning permits; Responsible for the planning and management of scenic spots; Responsible for the supervision and management of the protection of famous historical and cultural towns (villages) in conjunction with the administrative department of cultural relics; Responsible for the planning and management of private houses in urban planning areas; To undertake the supervision and management of Class C urban planning units.

(7) Personnel Section (Supervision Office).

Responsible for personnel management, organization establishment, labor wages, service for retirees, family planning, law popularization and party-mass work of organs and directly affiliated units; Responsible for the discipline inspection and supervision of organs and directly affiliated units.
