Electronic Reading Room: The electronic reading room uses advanced technical means and modern electronic equipment as tools to provide readers with retrieval, reading and printing services in various databases and various types of electronic documents. Our office has a rich information database, mainly electronic publications, including the full-text retrieval database of "Chinese Academic Journals" (CD version) published by Tsinghua University, and edits 3,500 journals across the country in 8 special topics according to relevant disciplines and majors; in addition In addition, it also collects dozens of electronic documents that are learning, informative, and interesting. Department of Social Education: This place is equipped with Harbin’s most advanced Panasonic Voice Laboratory and other modern teaching measures. It recruits junior high school English, Japanese, Russian and English intensive classes and English speaking and listening classes, and holds English salons all year round. Local Literature Reading Room: Here readers can check the collection of local newspapers (including local Chinese newspapers before the founding of the People's Republic of China) and other local literature, especially the Russian collection of the 1920s and 1930s, which has high research value. The materials and books, newspapers and periodicals of the Puppet Manchukuo period play an important role in the research and compilation of the history of the Northeast region, and professionals are provided to provide services to readers.

Custody Department: Responsible for the organization and storage of books and periodicals in the base library. The base library covers an area of ??more than 4,000 square meters and has a total collection of more than one million volumes.

Guidance Department: The main function is to provide business guidance and collaboration and coordination for libraries in eight districts and 11 counties in the city. Yin Piao Library: It is the only library for Korean children in Harbin. It was sponsored by the famous Korean entrepreneur Mr. Lee In-pyo and was founded on June 1, 1994. There are more than 6,000 Korean books and more than 3,000 Chinese books for Korean children to read.

Reference Book Reading Room: This room has a collection of more than 4,000 reference books, including various yearbooks, dictionaries, manuals, etc. It also has a special collection of more than 20 kinds of Chinese, English, Japanese and Russian encyclopedias. And business personnel provide consulting services.

Auto Museum: Founded in 1987, it uses cars as mobile tools. Its main task is to face the society, mainly provide free book lending services, and carry out various forms of services.

Domestic and foreign information services: The Reference Department provides domestic and foreign information services to readers. The main service items include answer consultation, topic setting services, and intelligence analysis and research. The existing network information resources are as follows:
