Speech by the Township Head at the Mobilization Meeting of "Hundred Days Battle" for Investment Promotion

Today's meeting is mainly to summarize last year's investment promotion work, commend the advanced, study and deploy the main tasks and measures this year, mobilize the county to further unify its thinking, strengthen its confidence, increase measures, take advantage of the situation, and promote the great development and promotion of the county economy with the breakthrough of investment promotion work. Just commended and rewarded the advanced units, advanced individuals and project recommenders who attracted investment in 2005. The commended units and individuals are the heroes who promote the extraordinary leap-forward development of county economy. Here, on behalf of the county party Committee and the county government, I would like to express my warm congratulations and heartfelt thanks to you! I hope everyone will guard against arrogance and rashness, make persistent efforts and make new contributions; It is hoped that all levels and departments and the broad masses of cadres and the masses will follow the example of advanced, start their own businesses, strive for first-class, and make greater contributions to accelerating development.

First, affirm the achievements, recognize the situation clearly, and further strengthen the confidence and determination to attract investment.

Since last year, the county has conscientiously implemented the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th Central Committee, closely focused on the goal of promoting extraordinary leap-forward development, and always placed investment attraction in a strategic position to promote the leap-forward development of the county. In the face of unfavorable factors brought about by the state's macro-control, we are United and open to the outside world, facing difficulties and working creatively, and have made new breakthroughs in attracting investment. Summarizing last year's work, there are mainly the following characteristics:

First, the investment atmosphere is stronger. Through many visits to advanced areas, investment promotion and various forms of investment promotion activities, the county has further strengthened the understanding that "investment promotion is the fundamental way to solve the development problems of chiping". On this basis, measures such as implementing the responsibility system at different levels and increasing the assessment and rewards and punishments have effectively mobilized the enthusiasm of attracting investment at all levels, especially in view of the fact that the rewards for referees were not paid in full and on time in the past. This year, the project sponsors and advanced units were directly rewarded through the county financial detention, so that the bonuses were directly distributed to the sponsors, which brought good results, further stimulated the county's enthusiasm for attracting investment, and formed a strong atmosphere in which everyone wanted to attract investment, discussed investment and engaged in investment.

Second, the total volume and quality of imported projects have been greatly improved. In 2005, the county * * * introduced 19 1 project, with a contractual investment of 23.7 billion yuan, and the actually paid-in capital was 654,380.8 billion yuan, an increase of 2 1%, exceeding the target of ensuring 654,380.5 billion yuan set at the beginning of the year. At the same time, the quality of imported projects has been greatly improved compared with the past. For example, the Japanese equipment imported by Meida Textile adopts computer automatic control; The joint venture with Taiwan Province Province adopts advanced production management technology, and its products are exported to the United States, Western Europe, South Korea, Japan and other countries and regions. In addition, a number of large projects, such as the first phase of the "Four Hundred Projects" and Huaxin Carbon and Composite Wood Floor Park, have been put into operation or started construction, and a number of large projects, such as aluminum deep processing, textiles and auto parts, have been reserved, which has added new stamina to accelerate the development of county economy.

Third, the two industrial chains are benign extensions. On the basis of the two industrial chains of aluminum and density board that have been formed in our county, the two industrial chains have been further developed by introducing high-tech projects and technologies. Taking aluminum processing as an example, parking aluminum plates for ICT aluminum processing, from civil profiles to industrial profiles; Hengxin Aluminum has a high-precision aluminum workshop, and its products are specially exported to Japan. In terms of MDF and its deep processing, our county has built a new MDF processing park. By improving production technology, product quality and developing diversified varieties, the MDF industry chain has been continuously extended. For example, the high-density boards produced by Xincheng Plate Factory have been exported to Lebanon, Sudan, Syria and other countries, and recently signed supply and marketing contracts with the United States and Russia. Xinya plate is exported to Singapore, Malaysia and other countries.

Fourth, the investment environment has been further improved. The planning and construction of the industrial zone was gradually improved, and the construction of "six vertical and five horizontal" roads was completed. Power supply, heating and other supporting facilities are basically perfect. Six parks, including aluminum processing, MDF production and processing, auto parts and textiles, have begun to take shape, with 126 enterprises entering the park. The carrier function of the park is improving day by day, and the effect is further manifested. Through the opening of several sections and the greening and beautification of roads and parks, the investment environment and living environment have been greatly improved, and the attractiveness of our county to foreign businessmen has been greatly enhanced. In terms of soft environment construction, activities such as "Safe chiping" construction and professional ethics evaluation office have been carried out in depth, administrative law enforcement supervision has been strengthened, service quality and efficiency have been further improved, and pro-business, safe business and business assistance have become a common practice.

Fifth, the effectiveness of attracting investment is more prominent. On the one hand, through unremitting efforts to attract investment, a number of new economic growth points have been formed, which has promoted the rapid development of county economy and significantly improved the quality of operation. On the other hand, by giving full play to the main role of enterprises in attracting investment, the number of enterprises entering the park is increasing and the industrial parks are expanding. Since last year, the number of enterprises entering the park has increased by 29, and the park has expanded by 5 square kilometers. In addition, backbone enterprises have grown rapidly. Last year, there were 63 enterprises above designated size in the county, and their sales revenue and profits and taxes paid increased steadily.
