Measures of Xiamen Municipality on the Administration of Elevator Safety

Article 1 In order to strengthen elevator safety management, prevent and reduce accidents, and ensure personal and property safety, these Measures are formulated in accordance with the provisions of the Law of the People's Republic of China on Safety of Special Equipment and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the manufacture, installation, renovation, maintenance, use, maintenance, inspection and supervision of elevators within the administrative area of this Municipality.

The elevators mentioned in these Measures include manned (cargo) elevators, escalators and moving sidewalks. The specific scope is determined according to the catalogue stipulated by the state. Article 3 The municipal and district people's governments shall strengthen their leadership over elevator safety management, urge relevant departments to perform their duties of elevator safety management according to law, establish a joint meeting system for elevator safety management, and coordinate and solve major problems in elevator safety management in a timely manner. Fourth city quality and technical supervision department is responsible for the supervision and management of elevator safety.

Construction, market supervision, public security, finance, land and real estate, safety supervision, education and other departments shall, in accordance with the laws, regulations, rules and responsibilities stipulated by the Municipal People's government, do a good job in elevator safety management. Fifth street offices (Town People's Government) shall assist the municipal quality and technical supervision department in elevator safety management and perform the following duties:

(a) to urge elevator users and maintenance units to carry out daily investigation and management of elevator safety hazards and implement safety responsibilities;

(two) mediation and handling of complaints and disputes involving elevator safety issues;

(three) coordinate the implementation of elevator users and elevator daily operation, maintenance, repair, renovation, update and other funding guarantees;

(four) other duties stipulated by laws, regulations and rules and the provincial and municipal people's governments. Article 6 The elevator user is the main body responsible for the safe use and management of elevators, and shall bear corresponding legal responsibilities for the safe use of elevators.

Units engaged in elevator manufacturing, installation, renovation, maintenance, inspection and testing shall abide by the relevant national, provincial and municipal safety technical specifications, standards and regulations. Seventh municipal quality and technical supervision departments should strengthen the publicity and education of elevator safety, popularize elevator safety knowledge, and enhance public awareness of elevator safety.

Elevator manufacturing, installation, renovation, maintenance, use, maintenance, inspection and testing units shall guide the public to use elevators correctly.

Organs, enterprises, institutions and social organizations shall conduct elevator safety education for their own personnel, so as to improve the level of elevator safety knowledge.

Schools and kindergartens should incorporate elevator safety knowledge into public safety education courses to enhance students' and children's awareness of safe and civilized use of elevators.

Radio, television, newspapers, Internet and other news media should publicize elevator safety laws, regulations, rules and related knowledge, and conduct public opinion supervision on violations of elevator safety management regulations. Article 8 The municipal quality and technical supervision department shall establish an elevator safety emergency disposal center to implement unified management of elevator emergency rescue in this city, and it shall be linked with "public security 1 10" and "firefighting 1 19".

Encourage elevator maintenance units to establish a regional elevator safety rescue network to achieve rapid professional rescue. Ninth elevator safety liability insurance.

The elevators used in schools, kindergartens, hospitals, airports, railway stations, passenger terminals, shopping malls, stadiums, exhibition halls, parks, cinemas, theaters and other public gathering places shall be insured with elevator safety liability insurance in accordance with relevant national, provincial and municipal regulations. Article 10 Elevator-related industry associations established according to law shall establish industry self-discipline mechanism, formulate industry norms, provide elevator safety training, publicity and education, consultation and other services, disclose information such as daily average maintenance price of elevators, inspection and replacement cycle of main parts, participate in elevator safety credit evaluation, and improve elevator safety management level. Eleventh elevator settings shall comply with the relevant national, provincial and municipal safety technical specifications, standards and regulations.

The construction drawing review institution shall review the number, location and supporting design of elevators in the construction project. If it does not meet the relevant national, provincial and municipal safety technical specifications, standards and regulations, it shall not issue a review certificate. Twelfth elevator manufacturing units shall comply with the following provisions:

(1) metal product nameplate, including manufacturer's name, license number, product name and model, equipment number, factory date, main parameters and other information. Set in the prominent position of the elevator car;

(2) indicate the design service life or operation times of the elevator and its main components in the installation, use and maintenance instructions;

(3) If the access controller needs a password, please indicate the preset password in the installation, use and maintenance instructions; If the elevator control system is equipped with detachable hardware for analysis and maintenance, its function should be marked and delivered to the user with the elevator;

(four) to provide technical guidance and services for the safe operation of elevators, to carry out emergency rescue and other professional skills training, and to help eliminate elevator failures. Thirteenth elevator installation, renovation and maintenance units shall comply with the following provisions:

(a) the preparation of safety construction scheme, the implementation of safety protection measures, confirm the site safety production conditions, and in accordance with the requirements of design documents and standards, check the elevator machine room, shaft, pit, channel and other civil engineering and elevator manufacturing quality involved in elevator construction, and make records, and confirm that it meets the requirements before construction;

(2) During the construction period, warning signs and public signs shall be set up in a prominent position at the entrance of the elevator, and the public signs shall specify the operation content, construction period, construction unit, responsible person, contact information and other information;

(3) Technical obstacles shall not be set by changing software programs or hardware facilities, which will affect the normal operation of the elevator;

(four) shall not allow or acquiesce in any form to other units or individuals will not be inspected or unqualified elevator put into use.

Before the transformed elevator is delivered for use, the elevator transformation unit shall also replace the product nameplate in the elevator car, and indicate the name of the transformation unit, license number, product name and model, equipment number, transformation date, main parameters and other information.
