Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations for the purpose of developing urban greening, improving and protecting the ecological environment and building ecologically livable cities. Article 2 These Regulations shall apply to the central cities within the urban planning area of this Municipality. Third urban greening should adhere to the principles of ecological priority, local conditions, scientific planning, equal emphasis on construction and management, and participation by the whole people. Article 4 The municipal and district people's governments shall incorporate urban greening into the national economic and social development plan, ensure the demand for green land and ensure the investment of public greening funds. Article 7 Units and individuals are encouraged to participate in the construction and maintenance of green spaces and trees through investment, donation, building recognition and adoption, and enjoy the naming rights of green spaces and trees for a certain period of time. Chapter II Planning and Construction Article 8 Urban greening planning and construction shall make full use of local natural and cultural conditions, reasonably determine greening objectives, green space layout and green space control principles in combination with sponge city construction, implement coordinated development of plane greening and three-dimensional greening, and improve landscape effect and ecological environment effect. Article 9 The Municipal People's Government shall organize the administrative departments of urban and rural planning and urban greening to prepare the urban green space system planning, delimit the urban green space control line and incorporate it into the overall urban planning.

Urban green space system planning and urban green space control line shall not be adjusted at will. If it is really necessary to adjust, it shall be adjusted in accordance with legal procedures after soliciting the opinions of the administrative department of urban greening. (six) the green space attached to industrial land shall be implemented with reference to the provisions of the state and the province on the indicators of industrial project construction land;

(seven) commercial service facilities, logistics storage, transportation hub and other ancillary green space shall not be less than twenty percent;

(eight) schools, hospitals, government organizations and other affiliated green space shall not be less than thirty-five percent;

(nine) other greening projects shall not be less than thirty percent.

Reconstruction of greening projects shall not reduce the original green area. Eleventh city greening construction responsibility is determined in accordance with the following provisions:

(a) the use of parks, green spaces and squares shall be the responsibility of the administrative department of urban greening or the relevant competent departments;

(two) the protective green space shall be the responsibility of the administrative department of urban greening or the relevant competent departments, and the protective green space in the unit management area shall be the responsibility of the unit;

(three) the attached green space is responsible for the construction unit of the main project of the attached green space.

If the person responsible for construction is not clear, it shall be determined by the municipal and district people's governments. Twelfth new construction and expansion of urban roads, street trees should be planted. Outdoor public parking lots with green conditions shall be built with tree-lined parking lots. Article 14 The affiliated greening project of a construction project shall be planned and designed synchronously with the main project, and shall be completed within one year after the main project is put into use.

The design scheme of the greening project attached to the construction project shall be examined and approved in accordance with the basic construction procedures, and the administrative department in charge of urban greening shall participate in the examination. The construction unit shall carry out the construction according to the approved design scheme. If the design scheme really needs to be changed, it must be approved by the original approval authority, and the green area and green standard shall not be reduced. Fifteenth after the completion of the greening project, the construction unit shall organize the design, construction, supervision and other units to carry out the completion acceptance. The construction unit shall, within fifteen working days after the completion acceptance, report the relevant completion acceptance documents to the urban greening administrative department for the record. Chapter III Maintenance Management Article 16 The responsibility for urban greening maintenance management shall be determined in accordance with the following provisions:

(a) the use of parks, green spaces and squares shall be the responsibility of the administrative department of urban greening or the relevant competent departments;

(two) the protective green space shall be the responsibility of the administrative department of urban greening or the relevant competent departments, and the protective green space in the unit management area shall be the responsibility of the unit;

(three) the attached green space in the attached green space is the responsibility of the unit; The affiliated green space of residential area is responsible for the property service enterprise entrusted by the owner or the owner. If there is no property service enterprise, the district people's government where it is located shall be responsible;

(four) the green space within the scope of the construction project shall be in the charge of the construction unit during the construction period.

If the person responsible for maintenance and management is not clear, it shall be determined by the municipal and district people's governments.
