On July 24th (Saturday), the document "Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden" was released, and the education industry stock market plummeted, followed by A-share education companies on Monday.

For K 12, the policy change in the education industry is not a sudden ban. Since 20 18, China has issued many documents on the standardized management of teaching and training institutions.

After 202 1, the supervision became stricter and stricter. In June, the Ministry of Education also set up a separate off-campus education and training supervision department to manage the off-campus education and training market and promote students' burden reduction.

For the practitioners of university campus business, some practitioners lament that the double reduction of K 12 group is actually a great advantage of vocational education. Before talking about vocational education, I will share my thoughts on this double-reduction policy, some of which are from teacher Cai Yu's column.

Double burden reduction policy: reduce the workload of students' homework and reduce the burden of off-campus training.

1. Specific goal: 1 year, effective relief, remarkable results in three years, and improvement of people's satisfaction with education. According to this time target, the two nodes are 2022 and 2024 respectively.

2. New pilot: re-examine and register discipline training institutions and operate in compliance; For non-disciplinary training institutions, they can become after-school service providers; For off-campus training services, the government knows how to classify and curb high fees.

Pilot cities: Beijing, Shanghai, Guangzhou, Chengdu, Zhengzhou, Shenyang, Weihai, Nantong and Changzhi (9)

3. Leadership: the leadership of this double reduction work is the party Committee, and the corresponding school party organizations should shoulder the main responsibility and mobilize the enthusiasm of teachers; Off-campus training institutions should also strengthen their own party building work; Other government departments are basically involved in this work, forming a collaborative network.

For the reform of K 12 education, a powerful training institution, in my opinion, has a new opportunity, that is, to become a knowledge service provider of the school.

On the premise of adhering to the main position of the school, it can be seen from the document that there is room for the participation of off-campus institutions. If you are in the above nine cities, you may wish to take a good look at this opportunity.

Let's go back to our main module-university marketing business. I have talked a lot about the topic of vocational education in the past two years.

20 19 The Implementation Plan of National Vocational Education Reform issued by the State Council has actually put forward a clear outline-promoting enterprises and social forces to hold high-quality vocational education.

At that time, it was planned to initially build 300 demonstration vocational education groups (alliances) in 2020, encourage small and medium-sized enterprises to participate together, establish an open, transparent and standardized examination and approval system for private vocational education, explore a negative list system for private vocational education, and establish and improve an exit mechanism.

For enterprises, they can not only directly establish vocational schools and vocational training institutions, but also get relevant subsidies; We can also directly cooperate with vocational schools to train modern apprentices through the integration of production and education instead of vocational education, and provide funds, knowledge and industrial jobs.

In fact, some enterprises whose main business is K 12 have begun to transform.

On Tuesday (August 3), the US stock market soared by more than 20%. We can see that official website, which is on the high road, is no longer a subject training course for primary and secondary schools, but an examination training and vocational training for college students, such as CET-4 and CET-6, postgraduate entrance examination and various textual research for college students.

And in the organizational structure, Gaotu also merged the primary and secondary school business team into the vocational education team, which did not firmly conform to the transformation of the times.

In recent school-enterprise exchange activities, I have repeatedly mentioned the talent bonus after the popularization of university education in China, but how to train ordinary professionals into middle and senior technical talents is a difficult problem. The current solution is obviously the integration of production and education.

Different from the opportunity mentioned in K 12 education, the integration of production and teaching of college students' vocational education is no longer limited to professional training institutions, but calls on enterprises in different industries to directly intervene in vocational education and participate in training future practitioners in their own industries.

In 2020, Tencent and iResearch jointly released a report. According to statistics, in 20 19, the scale of China's vocational education market exceeded 268.85 billion yuan, of which the online vocational education market was 39.33 billion yuan, accounting for 15%. Tencent's prediction at that time was that online vocational education would maintain a sustained growth of around 20% in the next few years.

According to the description of "National Vocational Education Reform Implementation Plan", by 2022, China will cultivate tens of thousands of enterprises integrating production with education, and support vocational colleges and applied undergraduate students to complete six-month internships.

In the integration project of production and education, participating enterprises can not only get their own future employees, but also get combined policy incentives such as finance, finance, land and credit. In some areas, there are direct tax cuts and fee reductions, which really make enterprises feel excited.

So I can boldly predict that many powerful enterprises will form teams to explore the integration of production and education. For practitioners of education, training and campus recruitment, they can pay more attention to this direction, which already has natural advantages.

In fact, some enterprises have already taken the lead. At the end of July, 2002/kloc-0, just before and after the introduction of the "double-drop policy", the National Development and Reform Commission and the Ministry of Education jointly announced that 2/kloc-0 national pilot cities for the integration of production and education and 63 enterprises for the integration of production and education were selected (see the end of the article for the list).

The government will provide these pilot cities and enterprises with special investment and financing and fiscal and taxation incentive policies to guide them to explore the integration of production and education.

In the integration project of production and education, the application and landing of "1+X" certificate and the co-construction of training bases are the main directions that most enterprises can actually land, and the basic types of lectures are mainly aimed at employer brands.

For the practitioners of campus business, with the reform of the education system, their professional quality has been continuously improved. In fact, it is also a personal moat that will benefit for a long time.

Author Sun Ling, a registered professional planner, has been engaged in college students' market business for a long time, and shares his experience of market resumption every month.
