By 2020, a general practitioner training system that adapts to the characteristics of the industry will be basically established, and the incentive mechanism that adapts to the development of general medical talents will be basically sound. The attractiveness of the profession has increased significantly, and there are 2-3 qualified general practitioners for every 10,000 residents in urban and rural areas. By 2030, there will be 5 qualified general practitioners for every 10,000 residents in urban and rural areas, and the team of general practitioners will basically meet the needs of building a healthy China.
The "Opinions" require that the incentive mechanism for the training and use of general practitioners should be reformed and improved from three aspects. The first is to establish and improve a training system for general practitioners that adapts to the characteristics of the industry. Colleges and universities carry out general medical education for all medical majors and strengthen general clinical internships. General practitioners who have teaching potential and meet the requirements can be appointed to corresponding professional and technical positions as teachers. Expand the recruitment scale of standardized training for general professional residents (hereinafter referred to as residential training). Support general hospitals designated as residential training bases to independently set up general medicine departments and jointly train general practitioners with grassroots practice bases. Non-profit general practice clinics enjoy the same treatment as government-run primary medical and health institutions. The third is to strengthen the team building of general practitioners in poverty-stricken areas. Increase targeted free training and continuing education and training for on-the-job personnel. Expand the implementation scope of the general practitioner special post plan and appropriately increase the financial subsidy standards. After passing the residential training and obtaining the intermediate professional title, those who have worked continuously at the grassroots level in rural areas in poverty-stricken counties for 10 years can directly obtain the deputy senior professional title after being assessed.
