Provisions of Jinan Municipality on the Protection of Women's Rights and Interests

Article 1 In order to protect women's legitimate rights and interests, promote equality between men and women, and give full play to women's role in socialist modernization, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Women's Rights and Interests, the Measures of Shandong Province for Implementing the Law of People's Republic of China (PRC) on the Protection of Women's Rights and Interests, and the actual situation of this Municipality. Article 2 State organs, social organizations, enterprises and institutions, urban and rural grassroots mass autonomous organizations and other organizations and individuals within the administrative area of this Municipality shall abide by these Provisions. Article 3 It is the common responsibility of the whole society to protect the legitimate rights and interests of women.

City, county (city, district) and township (town) people's governments (hereinafter referred to as people's governments at all levels) should attach importance to and strengthen the protection of women's rights and interests within their respective administrative areas, improve the working institutions and systems for protecting women's rights and interests, take measures to protect women's legitimate rights and interests, and promote the development of women's cause.

The people's governments of cities and counties (cities, districts) shall formulate women's development plans within their respective administrative areas and incorporate them into the national economic and social development plans; Units and individuals that have made outstanding achievements and contributions in safeguarding women's rights and interests shall be commended and rewarded. Fourth city and county (city, district) women and children's working committees are responsible for organizing, coordinating, guiding and inspecting the relevant departments to do a good job in protecting women's rights and interests. Its main responsibilities are:

(a) to organize and publicize the basic national policy of equality between men and women and the laws, regulations, rules and policies to protect women's rights and interests, and to inspect and supervise the implementation of relevant laws, regulations, rules and policies;

(two) to carry out investigation and study on major issues concerning the protection of women's rights and interests, and to participate in the formulation and revision of laws, regulations and policies related to the protection of women's rights and interests;

(3) Coordinating and promoting the implementation of the women's development plan;

(four) to urge the relevant departments to investigate and deal with violations of women's legitimate rights and interests according to law;

(5) Commending and rewarding organizations and individuals that have made remarkable achievements in safeguarding women's rights and interests;

(6) Other duties that should be performed by the Working Committee on Women and Children.

City, county (city, district) Women and Children's Working Committee's daily office is located in the Women's Federation at the same level, and the working funds are included in the financial budget of the people's government at the same level. Article 5 City, county (city, district), township (town), subdistrict offices, community women's federations and village women's representatives (hereinafter referred to as women's federations at all levels) represent and safeguard the interests of women from all walks of life and do a good job in safeguarding women's rights and interests in accordance with laws, regulations and the articles of association of the All-China Women's Federation.

Women's federations at all levels can put forward suggestions to the relevant departments or units to protect women's rights and interests, and urge them to solve the problems existing in the protection of women's rights and interests.

Women's federations at all levels can learn about incidents that infringe on women's legitimate rights and interests in accepting letters and visits, and relevant units and personnel should provide assistance. Article 6 The relevant administrative departments of development and reform, education, public security, civil affairs, judicial administration, finance, human resources and social security, agriculture, health, sports, population and family planning shall, according to their respective functions and duties, do a good job in the implementation of women's development plans and protect women's rights and interests according to law. Statistical departments should also do a good job in gender-disaggregated statistics, monitoring and evaluation of economic and social development in accordance with relevant state regulations.

Trade unions, the Communist Youth League, disabled persons' federations, lawyers' associations, family planning associations and other social organizations should do a good job in safeguarding women's rights and interests within their respective functions and duties.

Villagers' committees and residents' committees shall assist people's governments at all levels and neighborhood offices in protecting women's rights and interests according to law. Seventh city and county (city, district) people's congresses and their standing committees and people's governments shall listen to the opinions of women's federations at the same level when formulating local laws, regulations, public policies and economic and social development plans involving women's rights and interests. Article 8 In the people's congresses of cities, counties (cities, districts) and townships (towns), there shall be an appropriate number of women deputies. This Municipality shall take measures to gradually increase the proportion of women representatives.

Women's federations at all levels, women's working committees of government agencies and institutions, and women workers' committees of enterprises (hereinafter referred to as women's federations) shall do a good job in recommending female candidates according to law. Article 9 There shall be at least one female member among the members of villagers' committees and residents' committees. Tenth state organs, social organizations, enterprises and institutions should attach importance to the training and selection of female leading cadres; When selecting leading cadres, we should pay attention to the recommendation of women's organizations. Eleventh state organs, social organizations, enterprises and institutions in recognition of all kinds of advanced, should pay attention to the recognition of qualified outstanding women.

When the Municipal People's Government determines the number of model workers and advanced workers to be commended, the proportion of women shall account for more than 25%.

Women who have won the title of model workers, advanced workers and "March 8th" red flag bearers at or above the municipal level shall be rewarded by their units in accordance with the relevant provisions of the state, province and city, and priority shall be given to the evaluation of professional titles and competition for professional and technical positions under the same conditions. Twelfth people's governments at all levels and education administrative departments should support and help disabled school-age female children and adolescents and poor family school-age female children and adolescents to complete compulsory education; In accordance with the principle of admission nearby, we will make overall arrangements for school-age female children and adolescents in the floating population to receive compulsory education.
