According to the Notice of the General Office of Ministry of Human Resources and Social Security on the Work Plan of Professional and Technical Personnel's Professional Qualification Examination in 2022 and Related Matters (No.3 issued by the Human Resources and Social Security Department) and the Notice on Doing a Good Job in the Translation Professional Qualification Examination in 2022 (Letter from the People's Examination Center), the Translation Professional Qualification Examination in 2022 (hereinafter referred to as "Translation Examination") was held on 20/2.

I. Examination organization and management

The guidance and supervision of the examination shall be the responsibility of the Provincial Talent Development Bureau, and the qualification examination and specific examination shall be the responsibility of the Provincial Human Resources Development Bureau.

Second, the language, level and subjects of the examination.

The examination form is electronic examination (that is, computer examination).

(1) examination language

There are 9 languages including English, Japanese, Russian, German, French, Spanish, Arabic, Korean/Korean and Portuguese.

(2) Examination level

Each language test is divided into Level 1, Level 2 and Level 3, and all languages and levels have interpretation and translation tests. Candidates must pass the interpretation or translation of all subjects in the language and level of this examination before they can obtain the qualification certificate.

(3) Examination subjects

1. Interpretation test

(1) Interpretation Practice Course in Level 1 Interpretation Examination 1, and Interpretation Comprehensive Ability and Interpretation Practice in Level 2 and 3 Interpretation Examination. Among them, the practice of secondary interpretation is divided into two professional categories: consecutive interpretation and simultaneous interpretation. At present, only English consecutive interpretation and simultaneous interpretation are provided, while other languages only provide consecutive interpretation.

(2) The duration of the first-and second-level interpretation practice and the comprehensive ability test of interpretation at all levels is 1 hour, and the duration of the third-level interpretation practice test is 30 minutes. Examinations of the two subjects "Comprehensive Interpretation Ability" and "Interpretation Practice" with the same language and level are organized continuously, and candidates are not allowed to leave during the intermission.

(3) The comprehensive ability of interpretation is tested by listening, translation and input of candidates, while the practical ability of interpretation is tested by listening, translation and live recording of candidates.

Note: The first-level English interpretation test is only held in the first half of the year, and the second-level English interpretation (simultaneous interpretation) test is only held in the second half of the year. The second-level English interpretation (consecutive interpretation) and the third-level English interpretation examination were held in the first half of the year. In the first half of the year, French, Japanese, Arabic and Portuguese interpretation exams were held. In the second half of the year, the first, second and third level interpretation examinations will be held in Russian, German, Spanish and Korean.

2. Translation test

(1) The first-level translation exam has 1 translation practice subjects, while the second-level translation exam has two subjects: comprehensive translation ability and translation practice.

(2) The duration of the comprehensive translation ability examination is 2 hours, and the duration of the translation practice examination is 3 hours. Candidates use the mouse and keyboard to input and answer.

(3) See Annex 1 for the examination schedule of all levels and subjects of interpretation and translation examinations.

Third, the registration conditions

(1) Level 1 Translation Test

Anyone who abides by national laws, regulations and relevant provisions of the translation industry, abides by professional ethics and meets one of the following conditions can sign up for the first-level translation examination:

1. passed the national unified examination and obtained the second-level translation certificate in the corresponding language and category;

2. In accordance with the unified national regulations, professional translators have been evaluated and hired.

(2) oral (written) translation test for Level 2 and Level 3.

Anyone who abides by the Constitution and laws of People's Republic of China (PRC), abides by professional ethics and has a certain level of foreign language, and now works or lives in Hainan, can sign up for the corresponding language and level examination.

(3) Conditions for exemption from the first section

Those who have obtained the qualification certificate of second-level interpretation (simultaneous interpretation) may take the examination of interpretation practice (simultaneous interpretation) without taking the comprehensive interpretation ability.

Postgraduates (including fresh graduates) who are studying for a master's degree in translation can take the oral (pen) translation practice exam instead of taking the oral (pen) translation comprehensive ability exam. As of 20021,1 1, the list of national 3 16 master of translation (MTI) education pilot units is shown in Annex 2.

(4) Overseas personnel (including international students) and professional and technical personnel from Hong Kong, Macao and Taiwan who legally work or live in Hainan Province can apply in our province.

Applicants with mainland university diplomas can directly fill in relevant information; Holders of graduation certificates or degree certificates from Hongkong, Macau, Taiwan Province Province or foreign institutions of higher learning must be certified by the Study Abroad Service Center of the Ministry of Education.

Four. Registration time and method

(1) Registration time

First half: April 2002 12 to April 2009 19.

The second half of the year: August 30th to September 6th.

(2) Registration method

In 2022, online registration, qualification verification and online payment will be implemented for the translation examination.

1. Register online.

(1) Candidates who register for the first time log on to China Personnel Examination Network (zg.cpta.com.cn/examfront) to register online users, and accurately fill in personal basic information and academic degree information (you can't modify or delete it, you can only add it, and you can only fill in 5 items at most). The uploaded photo must be a recent color standard 1 inch bareheaded front photo with a white background. When uploading photos, in order to ensure the correct format, please log in to China Personnel Examination Network (www.cpta.com.cn) → Tools Download and download the photo processing and auditing tool, and process my recent photos (the background is white, the size is 25mm*35mm, and the pixels are 295px*4 13px) according to the instructions of the tool.

(2) Candidates who are not registered for the first time must log in to China Personnel Examination Network to supplement and improve information such as academic degrees.

(3) When new applicants register in the online registration system, the system will check their identity and academic degree information online through the national integrated online government service platform, national data sharing and exchange platform, internal verification of government departments and administrative assistance between departments, and continue to register after verification and registration.

(4) The notification system shall be implemented for the registration and certification of this examination. Candidates can choose to accept or not accept the notice. If they don't accept the notification system, they can go to the site for qualification examination. Candidates who accept the notification system sign the notification letter (electronic text) electronically. Once submitted, the notification letter has legal effect and may not be handled on their behalf.

The contents include: confirming that I am aware of the specified certification obligations, certification contents and application conditions, and meet the application conditions and requirements, and the information (including personal contact information) filled in is true, accurate, complete and effective, and confirming that I meet the application conditions, am willing to accept the verification of the examination institution, undertake false related responsibilities and accept corresponding treatment.

After the applicants make it, they can withdraw it through the online registration system before the payment and registration deadline. After quitting, you must go to the site for qualification examination, and the notification system is no longer applicable in this year's exam.

(5) In case of information error, confirmed operation or forgotten user name and password, it can be modified through on-site processing and online processing.

2. Qualification verification

(1) online verification. After the candidates register online, China Personnel Examination Network will automatically review the candidates' qualifications. Candidates who pass the exam can register online at the specified time, and no longer go to the site for qualification examination and registration confirmation.

(two) on-site manual verification (the following applicants must go to the scene for manual verification):

(a) applicants who do not apply the notification system (applicants who have violated discipline and regulations in the professional and technical personnel qualification examination and recorded them in the integrity file of the professional and technical personnel qualification examination during the recording period);

2. Applicants with college education or above in 2002 and before;

3 applicants whose identity and academic degree information have not passed the online verification;

(4) Other types of identity documents, overseas academic degrees and other applicants who cannot be verified online;

(5) Withdrawing the application;

Candidates who need to go to the site to manually verify their registration qualifications shall submit the examination registration form (in duplicate, audited by the candidate's unit and stamped with the official seal), ID card, academic certificate, degree certificate and professional and technical qualification certificate (one original and one copy each) to Hainan Human Resources Development during the first half of the year 12 to April 19 and the second half of the year.

(3) Qualification after testing

Qualified personnel who apply for the exemption of first-level translation and second-level interpretation (simultaneous interpretation) shall, within 10 working days from the date of publication of the examination results, hold the following materials to the technical examination window of the East Hall on the second floor of the Provincial Human Resources Development Department for qualification verification and confirmation:

① Candidates who apply for the first-level examination hold the examination registration form, the original and photocopy of the second-level translation certificate or the translation professional and technical post certificate and other related materials;

(2) Candidates who apply for exemption from the second-level interpretation (simultaneous interpretation) should hold the examination registration form and the original and photocopy of the second-level interpretation (consecutive interpretation) certificate and other related materials;

(3) Ministry of Human Resources and Social Security Personnel Testing Center shall, jointly with the Evaluation Center of Foreign Languages Bureau, verify and confirm the exemption qualification of the postgraduate students of translation and those who pass the examination.

3. Online payment

(1) After the applicants complete the registration confirmation, the candidates must log on to China Personnel Examination Network (zg.cpta.com.cn/examfront) in the first half of April 12-19 and the second half of August 30-September 6, and pay the examination fee online according to the examination fee standard. Candidates who fail to pay the examination fee on time are deemed to have given up the examination qualification automatically. The translation examination fee standard shall be implemented in accordance with the relevant provisions of the Notice of Hainan Provincial Finance Department of Hainan Provincial Price Bureau on Checking and Approving the Examination Fee Standard for Translation Professional Qualification (Level) (No.2065438+06182). Comprehensive translation ability is 6 1 yuan/person, and translation practice is 65 yuan/person. The fees for the interpretation examination shall be in accordance with the relevant provisions of the Notice of Hainan Provincial Department of Finance of Hainan Provincial Development and Reform Commission on Approving the Fees for the Interpretation Examination of Translation Professional Qualification (NDRC Price [2020]11No.5), with three-level interpretation 150 yuan/person/subject and two-level interpretation 160 yuan/person. After the candidate's bank card is successfully debited, the payment is completed and the registration is successful.

(2) If the successful result cannot be displayed after the payment is confirmed, the registration can be successful only after the bank deduction is confirmed, and the payment status does not affect the registration result. The system will perform reconciliation from time to time and display the registration status normally.

(3) Candidates who need to issue electronic invoices should do so within 2 weeks after the registration deadline. Step 1: Fill in the application form for electronic invoice generation and send it to the designated mailbox (see Annex 5 for details); Step 2: WeChat adds an "electronic ticket folder" applet, which can be downloaded and printed by itself after real-name authentication.

Five, print the admission ticket

Candidates should log in to China Personnel Examination Network on June 10-17 in the first half of the year and June 28-10/.4 in the second half of the year to print the admission ticket without further notice. Candidates take the exam with the admission ticket, valid ID card or social security card. The examination room is located in Haikou. See the admission ticket for details.

Sixth, candidates should pay attention to the exam.

(a) carefully read the candidates' instructions on the admission ticket, in accordance with the relevant provisions of the epidemic prevention and control, combined with their own situation to make relevant preparations.

(2) Examination equipment: Candidates should use black ink pen to take the examination, and take a Chinese-foreign dictionary and a Chinese-foreign dictionary with them when taking the translation practice examination; Instruments with (electronic) recording/storage/calculation/communication functions and examination-related materials other than those specified shall not be brought into the examination room seats.

(2) Late departure requirements: Candidates must arrive at the examination room 30 minutes in advance. Late candidates are not allowed to enter the interpretation examination room; During the interpretation test, candidates are not allowed to leave early. Candidates who are more than 5 minutes late are not allowed to enter the translation examination room; Candidates are not allowed to hand in their papers and leave the venue within 2 hours after the start of the translation exam.

2. Before answering the interpretation test, candidates must test and confirm whether the recording, playing and input functions of the test equipment work normally. After the interpretation practice test, candidates should confirm whether their answers are recorded normally.

3. Candidates can log on to China Personnel Examination Network and get familiar with the examination answering interface and examination process in advance through the simulated answering system.

(4) During the examination, candidates must strictly abide by the rules, operating instructions and answering requirements of the examination room listed in the computer examination system. In case of abnormal situations such as machine failure and network failure, invigilators should follow the arrangement. If the exam cannot be completed normally due to force majeure or other factors that are difficult to prevent in advance, candidates can apply for free participation in the next translation exam in the same language, at the same level and in the same subject.

(five) after the examination, the papers identified as identical by technical means are invalid.
