Chapter I General Principles

Article 1 These Detailed Rules are formulated in accordance with the Measures of Guangdong Province for Public Recruiting Personnel in Institutions in order to standardize the inspection work of public institutions and ensure the comprehensive quality of public recruiters.

Article 2 These Rules shall apply to institutions directly under the people's governments at all levels in this province and institutions managed by departments, except those managed by reference to the Civil Service Law.

Third inspection work by institutions or their competent departments in accordance with the actual work set up inspection working group, unified organization and implementation. The patrol working group shall have no less than 3 members, including the staff of the discipline inspection and supervision institutions.

Article 4 The objects of investigation are candidates who have passed the examination (including written examination, interview or skill test) and physical examination.

Article 5 The inspection contents mainly include political ideology, moral quality, ability and quality, law-abiding (including family planning), work or study performance, and authenticity of qualifications.

(2) Moral quality: mainly refers to moral cultivation and life style;

(3) Ability and quality: mainly refers to the working ability required by the proposed post, including the ability to analyze and solve practical problems, the ability to organize and coordinate social activities, the ability to express words and expressions, and the professional ability required by the post; Those who intend to be employed for leadership positions should also examine their leadership ability.

(4) Abiding by the law: mainly refers to observing the law and work organization discipline; For fresh graduates, we should also observe the compliance with school rules and regulations.

(5) Work or study performance: mainly refers to work attitude, pragmatism and professionalism, as well as the completion of one's own work and achievements. For fresh graduates, we mainly examine their learning attitude and academic performance at school.

(6) Education: mainly refers to the authenticity of qualifications such as education, degree and professional title.

Article 6 Under any of the following circumstances, the employee shall not be employed as a staff member of a public institution:

(1) Being punished by administrative dismissal or other administrative punishment for less than five years;

(two) less than five years since the relevant units made a decision according to the Regulations of Guangdong Province on Population and Family Planning;

(three) in the past two years, there have been violations of discipline in the recruitment (employment) examination, physical examination or inspection of institutions in Guangdong Province;

(four) in this recruitment examination, with false information or in the course of the examination, the recruitment unit identified;

(5) Being under audit or disciplinary review for being suspected of violating the law or discipline or committing a crime, and the judicial proceedings have not yet ended.

(six) other circumstances that are not suitable for employment as stipulated by laws, regulations and rules.

The deadline for calculating the punishment period stipulated in this article is the deadline for registration in the open recruitment examination.

Seventh inspection work can take the form of on-site inspection or letter inspection according to the actual situation.

In case of on-the-spot investigation, the institution or competent department shall notify the unit or community where the investigation object is located in advance, and the investigation team shall go to the unit or community where the investigation object is located to investigate and understand, and grasp the basic situation of the investigation object objectively, fairly and comprehensively.

By means of letter review, the institution or the competent department will send an official letter to the party committee, organization or personnel department of the unit where the investigation object file is located, consult the file, and ask the unit to provide the realistic performance materials of the investigation object.

Eighth members of the inspection team must carefully consult the files of the inspection objects and carefully check the age, education, degree, professional title, experience and the situation of joining the party and the league. In particular, it involves serious violations of party and state policies or violations of law and discipline, and relevant materials should be carefully checked and copied.

Article 9 The inspection team shall clearly verify the problems reflected in the inspection process, indicate the source of the obtained certification materials, and require the relevant units to affix their official seals or the signatures of relevant witnesses.

Article 10 The investigation team is responsible for writing an investigation report, which comprehensively reflects the performance and main advantages and disadvantages of the inspected object in terms of thought, work and study, studies and puts forward the investigation conclusion on whether to employ or not, which is signed by the members of the investigation team and submitted to the party committee (party group) or competent department of the institution for discussion.

Members of the inspection team have different opinions on the inspection conclusion, which shall be recorded in the inspection report.

Eleventh of the decision to hire, institutions or departments should handle the employment procedures in accordance with the relevant provisions.

Twelfth decision is not suitable for employment, the institution or the competent department shall notify me in writing and explain the reasons within five working days after the decision is made. At the same time, inform the inspected object that if there is any objection to the inspection conclusion, they can appeal to the organization department of the Party committee at the corresponding level or the human resources administrative department of the government according to the division of management authority.

The organization department of the Party committee or the human resources administrative department of the government shall make a decision within 20 working days after receiving the written materials of the complainant.

Chapter III Work Discipline

Thirteenth members of the working group and the respondents in any of the following circumstances, should be avoided:

(1) relationship between husband and wife;

(2) lineal blood relationship;

(3) collateral blood relatives and close in-laws within three generations;

(four) other circumstances that affect the impartial investigation.

Article 14 The inspection working group and its members shall meet the following requirements:

(a) objective and fair, and shall not resort to deceit or distort the facts;

(two) pay attention to the working methods, do not disclose the personal privacy of the respondents, and try to reduce the adverse effects on the respondents;

(three) honest, do not accept gifts, gift certificates and gifts, do not accept banquets.

Fifteenth the implementation of inspection responsibility system and accountability system. In accordance with the principle that whoever checks is responsible, if the inspection situation is distorted or inaccurate, the person responsible for the inspection shall be investigated for responsibility. Those who violate the above inspection discipline shall be dealt with severely in accordance with relevant regulations, and those who constitute a crime shall be investigated for criminal responsibility according to law.

Chapter IV Supplementary Provisions

Article 16 The inspection of leading members of organizations directly under the Party committees, governments, trade unions, the Communist Youth League, women's federations and other people's organizations at or above the county level shall be carried out with reference to the relevant provisions of the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government.

Seventeenth in addition to the administrative organs, other state organs or other organizations using state-owned assets, and included in the scope of management of institutions, in accordance with the implementation details.
