Article 2 These Measures shall apply to rural public cultural services and their management within the administrative area of this province.

The measures referred to in rural public * * * cultural service refers to the activities of public cultural institutions below the county level, including county (city, district) libraries, cultural centers, museums and township comprehensive cultural stations (hereinafter referred to as rural public * * * cultural service institutions), and village cultural activity rooms to provide public * * * cultural services for rural people. Article 3 Local people's governments at all levels shall formulate rural public cultural development plans, strengthen the infrastructure construction of rural public cultural service institutions, incorporate them into local national economic and social development plans and urban and rural plans, and incorporate the required funds into the fiscal budget.

Local people's governments at all levels should strengthen the construction of grass-roots cultural sites such as village cultural activity rooms and provide basic cultural services for rural people. Article 4 The cultural administrative department of the provincial people's government is in charge of the rural public cultural services in the whole province. The administrative departments determined by the people's governments of cities and counties (cities, districts) (hereinafter referred to as the cultural administrative departments) are in charge of rural public cultural services within their respective administrative areas.

The relevant departments of the local people's governments at or above the county level, such as development and reform, institutional establishment, finance, human resources and social security, land and resources, urban and rural planning, agriculture, sports, price, etc., shall, according to their respective functions and duties, do a good job in rural public cultural services. Fifth local people's governments at all levels shall set up special funds for rural cultural construction in accordance with the relevant provisions of the state to support and guide rural cultural construction.

Guide and encourage social funds to enter the field of rural public culture, and accelerate the development of rural public culture through various ways and means. Encourage units and individuals to participate in rural public cultural service activities by donating equipment, funds and other property to rural public cultural service institutions and grassroots cultural sites, and providing cultural products to rural people free of charge. Sixth local people's governments at all levels should establish an evaluation system for the construction of rural public cultural service system, improve the evaluation indicators, and carry out evaluation work. Chapter II Service Organizations Article 7 The people's governments of counties (cities, districts) shall set up libraries and cultural centers in accordance with relevant state regulations, and may set up museums according to local cultural relics, local characteristics and needs.

Eighth rural public cultural service institutions shall not be merged, divided, changed or revoked without authorization. If it is really necessary to merge, split, change or cancel due to special circumstances, it shall be proposed by the people's government at the same level and reported to the people's government at the next higher level for approval. Article 9 The people's governments of counties (cities, districts) and townships shall guarantee the operating funds of rural public cultural service institutions (including personnel funds, business funds, equipment purchase funds and other special funds). The operating funds of rural public cultural service institutions shall be earmarked for special purposes, and shall be subject to the supervision of financial and auditing departments. Tenth rural public cultural service institutions shall be equipped with corresponding full-time staff according to the level of economic and social development, the number of service personnel and the functions and tasks undertaken, and the specific requirements shall be implemented in accordance with the relevant provisions of the state. Eleventh rural public cultural service institutions can recruit cultural volunteers to participate in rural public cultural service activities according to the cultural needs of rural people. Article 12 The directors of county (city, district) libraries, cultural centers and museums shall be appointed or employed by the county (city, district) people's government or the cultural administrative department according to law.

The stationmaster of the township comprehensive cultural station is appointed by the township people's government through open recruitment, and the human resources and social security departments and cultural administrative departments of counties (cities, districts) guide and supervise the open recruitment activities.
