Chapter I General Provisions Article 1 In order to further improve the fire safety responsibility system, improve the public's fire safety level, prevent fires and reduce fire hazards, and ensure the safety of people's lives and property, these Measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Safety Production Law of People's Republic of China (PRC) and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the implementation, supervision and management of fire safety responsibilities within the administrative area of this Municipality. Article 3 This Municipality adheres to the principles of unified leadership by the government, supervision by departments according to law, overall responsibility of units and active participation of citizens, and implements the responsibility system for fire control safety. Fourth people's governments at all levels are responsible for the fire control work within their respective administrative areas. The main person in charge of the government is the first responsible person, the person in charge is the main responsible person, and other team members are responsible for the fire control work within their respective responsibilities. Article 5 The emergency management departments of the municipal and county people's governments shall supervise and manage the fire control work within their respective administrative areas. Other relevant departments of the people's government at the city or county level shall, in accordance with the requirements that the industry must be in charge of safety, the business must be in charge of safety, and the production and operation must be in charge of safety, do a good job in the fire safety work of the industry and the system according to the law within the scope of their respective duties.

The fire control work of military facilities shall be supervised and managed by the competent unit, with the assistance of fire rescue agencies; The fire control work in the underground part of the mine shall be supervised and managed by the competent unit.

Where laws and administrative regulations have other provisions on forest and grassland fire control, such provisions shall prevail. Article 6 Organs, organizations, enterprises, institutions and other units are the main body responsible for fire control safety, and their legal representatives, main persons in charge or actual controllers are the persons in charge of fire control safety in their own units and places, and they are fully responsible for fire control safety in their own units and places. Article 7 All units and individuals have the obligation to maintain fire control safety, protect fire control facilities, prevent fires and report fire accidents. All units and adults have the obligation to participate in organized fire fighting. Eighth units and individuals that fail to perform or fail to perform their fire safety duties according to regulations shall be investigated for responsibility according to law. Chapter II Government Fire Control Responsibilities Article 9 The people's governments at the city and county levels shall implement the fire control responsibility system and perform the following duties:

(a) the implementation of national laws, regulations, principles and policies, as well as the deployment requirements of the higher party committees and governments for fire control work. The fire control work conference is held once a year, and the Municipal People's Government studies and deploys major issues of local fire control work every six months and every quarter. Improve the coordination mechanism of fire control work led by the main person in charge of the government or the person in charge, and promote the implementation of fire control responsibility.

(three) to arrange the necessary funds in the budget of the government at the same level to ensure the construction of public fire-fighting facilities and fire-fighting equipment such as fire stations, fire water supply and fire communication, and promote the development of fire-fighting undertakings.

(four) to urge the subordinate departments and people's governments at lower levels to implement the responsibility system for fire safety and organize fire safety inspection. Promote fire scientific research and technological innovation, promote the use of advanced fire and emergency rescue technology and equipment, and strengthen the construction of smart fire protection. Organize and carry out regular fire prevention publicity work. Vigorously develop fire public welfare undertakings. Take the form of government purchasing public services. , to promote fire education and training, technical services and physical defense, technical defense and other work.

(5) establish a normalized fire hazard investigation and rectification mechanism, organize the implementation of major fire hazards and regional fire hazards rectification work, and implement a major fire hazard listing supervision system.

(six) to establish a national comprehensive fire rescue team and a full-time government fire brigade according to law. Clarify the public welfare attribute of government full-time fire brigade, build barracks and equip them; Take recruitment, purchase services and other ways to recruit full-time government firefighters, and implement their wages, insurance and related benefits according to regulations.

(seven) to organize and lead the fire fighting, emergency rescue and fire accident investigation. Organize the formulation of emergency plans for fire fighting and rescue, and organize regular drills; Establish a social linkage and emergency mechanism for fire fighting and rescue, guarantee personnel, equipment, funds and fire extinguishing agents, and mobilize construction machinery and special equipment needed for fire fighting and rescue as needed.

(eight) the fire control work into the city management grid, comprehensive management of social security and other urban comprehensive management platform operation, clear responsibilities of staff and fire control work, improve the working mechanism.

(nine) the fire public service matters into the government's practical projects for the people; In social welfare institutions, kindergartens, nurseries, residents' families, small hotels, group renting houses, and places where accommodation is shared with production, storage and operation, we will promote the installation of simple sprinkler devices and independent smoke fire detection alarms.

(ten) to strengthen the joint punishment of serious violations of law and dishonesty in the field of fire protection, and to bring it into joint supervision and implement credit constraints.

(eleven) other fire duties as prescribed by laws, regulations and rules. Tenth people's governments at the county level shall perform the following duties in addition to the duties stipulated in Article 9:

(a) report to the Municipal People's Government on the fire control work in this area every year.

(two) regularly analyze and evaluate the local fire safety situation, and organize the investigation and rectification of fire hazards; For major fire hazards, organize relevant departments to formulate rectification plans and urge them to be eliminated within a time limit.
