In case of any of the following circumstances, the directly responsible person in charge and other directly responsible personnel shall be punished according to the seriousness of the case; If the case constitutes a crime, criminal responsibility shall be investigated according to law:
(1) The people's government of a township (town), sub-district offices, enterprises and institutions fail to set up full-time fire brigades in accordance with these provisions, resulting in failure to effectively put out the fire after the fire, resulting in a serious fire accident;
(2) The full-time fire brigade is slow to dispatch after receiving the fire alarm, causing heavy casualties and property losses;
(3) the full-time fire brigade does not accept the fire fighting and rescue dispatching command of public security fire control institutions.
