Article 3

Full-time fire brigades shall be established by local people's governments, enterprises and institutions in accordance with fire laws and regulations and in combination with the actual needs of their own regions and units. The following areas and units shall set up full-time fire brigades:

(1) townships (towns) with a regional GDP of over 1 million yuan and a population of over 5,;

(2) Sub-district offices with a regional GDP of more than 1 million yuan, a population of more than 5, and a distance from the public security fire brigade;

The local people's governments, enterprises and institutions shall commend and reward full-time fire brigades and full-time firefighters who have made outstanding contributions in fire fighting and rescue and fire safety work.

Article 33

In case of any of the following circumstances, the directly responsible person in charge and other directly responsible personnel shall be punished according to the seriousness of the case; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(1) The people's government of a township (town), sub-district offices, enterprises and institutions fail to set up full-time fire brigades in accordance with these provisions, resulting in failure to effectively put out the fire after the fire, resulting in a serious fire accident;

(2) The full-time fire brigade is slow to dispatch after receiving the fire alarm, causing heavy casualties and property losses;

(3) the full-time fire brigade does not accept the fire fighting and rescue dispatching command of public security fire control institutions.
