Lijin County Human Resources and Social Security Bureau consists of seven functional units: office, civil servant management office (where the human resources market and personnel deployment unit are located), employment promotion unit, personnel management unit of public institutions, labor relations and wages and benefits unit, social insurance unit and labor inspection brigade.

1. office: organize and coordinate the daily work of the bureau; Responsible for messages, information, publicity, archives, confidentiality, letters and visits, supervision, reception, meetings, openness of government affairs, spiritual civilization, comprehensive management, family planning and logistics services; Organize the research on human resources and social security policies, and undertake the drafting of important manuscripts; Responsible for the party and the masses, organization and personnel management of the bureau organs and directly affiliated units; Organize the education and training of this system; To be responsible for the management and service of retirees from bureaus, and to guide the management and service of retirees from directly affiliated units; To be responsible for the financial affairs and state-owned assets management of the bureau, and to guide the financial affairs and state-owned assets management of the directly affiliated units.

2. County Civil Servant Management Office (where the Human Resources Market and Personnel Allocation Unit is located): responsible for organizing the implementation of laws and regulations on the classification, employment, registration, assessment, rewards and punishments, appointment, training, transfer, resignation and dismissal of civil servants in the county; Responsible for organizing the implementation of regulations and policies on the management of public institutions and the appointment of civil servants with reference to the Civil Service Law; Implement job classification standards for civil servants and supervise civil servants according to law; Responsible for civil service examination and employment related work; To formulate civil servant training plans, plans and standards, and organize the implementation of civil servant training projects; Improve the assessment system of civil servants and promote the construction of civil servants' professional ethics and ability; Organize the implementation of the civil servant complaint system to protect the legitimate rights and interests of civil servants; Organize and implement the national honor system in conjunction with relevant departments, draft the government reward system, consider administrative reward matters, and guide and coordinate the government reward work; To handle the procedures for the county government to draw the Standing Committee of the County People's Congress to decide the appointment and removal of staff according to law; To be responsible for the appointment, removal or filing of cadres at the stock level in the government system; Responsible for the management of hiring consultants from China in the name of the county government; Responsible for the management of personnel files of government officials; Responsible for the statistical management of civil servants' information. Responsible for the resettlement of demobilized military cadres. Responsible for the implementation of human resources market development policies, drafting the management system of human resources service institutions, and managing professional intermediaries. In accordance with the provisions, undertake the deployment of relevant staff, and be responsible for the selection of personnel in recipient areas and key construction projects.

3. Employment Promotion Unit: responsible for drafting employment plans, annual plans and related policies and organizing their implementation; Draft policies on equal employment of workers, labor transfer and cross-regional orderly flow, and improve the public employment service system; Guide and standardize the information management of public employment services; Participate in the drafting of measures for the administration of the use of special employment funds; Drafting employment assistance and employment policies for special groups; Drafting comprehensive policies and plans to protect the legitimate rights and interests of migrant workers; Promote the implementation of relevant policies for migrant workers and coordinate and solve key and difficult problems; Coordinate and handle major events involving migrant workers; Guide and coordinate the informatization construction of migrant workers' work.

4. Personnel management unit of public institutions: guiding the personnel system reform and personnel management of public institutions; To formulate management policies for personnel of public institutions and government functionaries; Responsible for the open recruitment of public institutions; To undertake the audit of the post setting scheme of public institutions; Responsible for guiding the staff of public institutions to compete for posts.

5. Industrial Relations and Wage Welfare Unit: responsible for implementing industrial relations policies; Drafting the implementation norms of labor contract and collective contract system; Drafting the regulation and control policies and implementation measures for the distribution of wages and income of enterprise employees; Improve the retirement policy of enterprise employees and organize its implementation; Guide the formulation of labor standards; Responsible for the statistical management of labor security; Implement the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers. Comprehensively manage the wages and welfare work of government agencies and institutions in the county, implement the wage income distribution, welfare treatment and retirement policies of staff of government agencies and institutions, and approve the retirement of staff of government agencies and institutions according to the management authority; To undertake the management of total wages of county-owned institutions; Responsible for the county-level directly under the authority, institutions unified payment of wages audit; Responsible for determining the working hours and continuous length of service of the staff of government agencies and institutions; Participate in guiding and coordinating the management and service of retirees in government agencies and institutions.

6. Social insurance unit: responsible for implementing the policies of pension, unemployment, medical care, work injury and maternity insurance, drafting social insurance development plans and normative documents, and comprehensively managing the social insurance work in the county; Responsible for the organization and implementation of policies on prevention, appraisal and rehabilitation of work-related injuries; To undertake the relevant procedures for the examination and approval of the disability level of the staff of enterprises and institutions; Organize and coordinate the work related to the budget and final accounts of social insurance funds.

7. Labor inspection brigade: responsible for organizing the implementation of the labor inspection system, coordinating workers' rights protection work, and organizing the handling of related emergencies. Responsible for drafting and organizing the implementation of the county-wide social insurance and supplementary insurance fund supervision system, supervising the collection, payment, management and operation of social insurance and supplementary insurance funds according to law, and organizing the investigation of major cases of social insurance fund management.
