Information of Project Department of "Big Power and Small Power" New Project in Benxi Thermal Power Plant of China Power Investment Corporation

Recently, the National Energy Administration issued the "Reply on the Preliminary Work of Liaoning Electric Power Investing in Benxi Thermal Power Plant (commonly known as" Railway ") with the document of Guoneng Electric Power [20 12]296, indicating that the preliminary work of Liaoning Electric Power Investing in Benxi Thermal Power Plant undertaken by Liaoning Electric Power Survey and Design Institute has been officially approved by the state.

The new project of Benxi Thermal Power Plant of China Power Investment Corporation has a construction scale of 2×350MW domestic supercritical coal-fired heating unit. Since the Northeast Branch of China Power Investment Corporation entrusted our institute to carry out the preliminary work of the project in March, 2005, all the designers of the engineering team spent seven years traveling around Benxi City and its surrounding areas, comparing and selecting 17 sites, and successively completed the preparation of feasibility reports for four sites, which is the longest, most intensive and external preliminary work since the establishment of the Power Generation Engineering Department of our institute. In order to better complete the preliminary work of this project and ensure that the project can further grasp the key points when entering the project implementation stage, our institute organized the deputy chief engineer, the director of the power generation department, the project manager and the main professional and technical backbones to conduct special study and investigation in Huaneng Chaohu Power Plant, Jiangsu Institute and Henan Institute in early March 2009. Drawing lessons from the advanced design concept of the brother institute, the engineering design optimization work has been carried out, and some results have been obtained. The feasibility report of the preliminary project has been revised by applying some optimization design results.

Just after the National Day, it is very important for the power generation engineering department and even our institute to get the project design work under the situation that the national thermal power design project has shrunk dramatically. At present, the Benxi project team of the Power Generation Department is fully cooperating with the owner to revise the feasibility study report and various sub-reports, and has organized a project mobilization meeting to make preliminary preparations for better completing the next phase of the project.
