Rules for the administration of civil aviation meteorologists' licenses
(1) Personnel engaged in civil aviation meteorological observation (hereinafter referred to as meteorological observation personnel);
Personnel engaged in civil aviation meteorological forecasting and related services (hereinafter referred to as weather forecasters);
Personnel engaged in the operation and maintenance of civil aviation meteorological automatic observation equipment, meteorological radar and other detection equipment and meteorological information systems (hereinafter referred to as meteorological mechanics). Article 4 A meteorologist's license is a qualification certificate for engaging in civil aviation meteorological observation, meteorological forecast and related services and the operation and maintenance of meteorological equipment. Only the license holder can do the work specified in the license.
Meteorological personnel of civil aviation meteorological service institutions shall hold meteorological personnel licenses before engaging in corresponding meteorological observation, meteorological forecast or operation and maintenance of meteorological equipment.
Meteorologists of non-civil aviation meteorological service institutions can only engage in consulting services related to civil aviation meteorological forecast if they hold meteorological personnel licenses.
Personnel engaged in the teaching of civil aviation meteorological business knowledge may apply for a meteorological personnel license. Article 5 The licenses of meteorological personnel are divided into meteorological observation, meteorological forecast, maintenance of meteorological automatic observation equipment, maintenance of meteorological radar and maintenance of meteorological information system. Article 6 The licenses of meteorological personnel shall be uniformly issued and managed by the General Administration of Civil Aviation of China (hereinafter referred to as CAAC). The Air Traffic Management Bureau of the Civil Aviation Administration of China (hereinafter referred to as the Air Traffic Management Bureau of the Civil Aviation Administration of China) is responsible for the issuance and management of meteorological personnel licenses throughout the country.
The regional civil aviation administration (hereinafter referred to as the regional civil aviation administration) is responsible for supervising the management of meteorological personnel licenses in this area. The Air Traffic Management Bureau of the Regional Administration of Civil Aviation (hereinafter referred to as the Regional Air Traffic Control Bureau of Civil Aviation) is responsible for the management of meteorological personnel licenses in this area. Chapter II Application and Issuance of Licenses Article 7 An applicant for a meteorological personnel license (hereinafter referred to as the applicant) shall meet the following conditions:
(1) Having China nationality;
(2) Applicants for meteorological observation major should be over 18 years old, and applicants for meteorological forecasting major, meteorological automatic observation equipment maintenance, meteorological radar maintenance and meteorological information system maintenance (hereinafter referred to as meteorological maintenance major) should be over 20 years old (inclusive);
(3) Applicants for meteorological observation major should have a junior college degree or above in meteorology, applicants for meteorological forecast major should have a bachelor degree or above in meteorology, and applicants for meteorological maintenance major should have a bachelor degree or above in related major;
(4) Having business experience in accordance with Article 8 of these Rules;
(5) Holding valid certificates of meteorological personnel license examination (hereinafter referred to as license examination) as stipulated in Articles 9 and 10 of these Rules;
(six) to participate in the pre-job training prescribed by the Civil Aviation Administration of China and obtain the training certificate. Article 8 An applicant shall have the following business experience:
(a) meteorological observation professional applicants under the leadership of certified meteorological observers, to participate in aviation meteorological observation practice for not less than six months;
(2) meteorological forecast professional applicants have participated in aviation meteorological observation practice for not less than three months under the leadership of certified meteorological observers; Under the leadership of a certified weather forecaster, he has participated in aviation weather forecasting practice for at least six months;
(3) Applicants for meteorological maintenance major have participated in the corresponding professional practice for not less than 6 months under the leadership of the corresponding registered meteorological engineer.
Meteorological professionals of non-civil aviation meteorological service institutions and personnel engaged in the teaching of civil aviation meteorological business knowledge shall refer to the business experience requirements specified in the preceding paragraph when applying for meteorological personnel licenses. Article 9 The air traffic control bureau of the civil aviation area shall organize the license examination in the first half and the second half of each year. Those who pass the exam will be issued with certificates. This certificate is used to apply for a meteorologist's license and is valid for one year from the date of issuance. Article 10 The license examination shall be conducted in accordance with the requirements of Annex I "Basic Knowledge and Skills that Civil Aviation Meteorologists Should Have".
The license examination is divided into two parts: basic knowledge and basic skills. Those with a percentage of 80 or above in the basic knowledge are qualified; The basic skills are rated as excellent, good, medium and poor, and "good" or above is qualified. Article 11 An applicant shall fill in the Application Form for Civil Aviation Meteorologist's License in Annex II to these Rules. Article 12 After the application conditions are confirmed by the applicant's unit, the applicant shall submit a license application form, a copy of ID card, a copy of academic certificate, a copy of pre-job training certificate, a certificate of internship experience in the last year, a copy of license examination certificate and photos to the local air traffic control bureau. Article 13 The CAAC regional air traffic control bureau shall conduct a preliminary examination on whether the applicant meets the requirements, and submit the application materials and preliminary examination opinions to the CAAC regional air traffic control bureau within 20 working days.
