Fire Engineer (FPE) refers to a high-tech applied professional who has mastered the basic theory of fire control and has the skills of design, construction, operation, debugging and maintenance of fire monitoring system and common fire extinguishing system. The Ministry of Public Security organized the establishment of an expert committee for the qualification examination of registered fire engineers, which was responsible for drawing up the subjects and syllabus for the qualification examination of first-class and second-class registered fire engineers, organizing the proposition work of the qualification examination of first-class registered fire engineers, studying and establishing and managing the examination question bank, and proposing the qualified standards for the qualification examination of first-class registered fire engineers.

Ministry of Human Resources and Social Security organized experts to examine and approve the subjects, outlines and test questions of the first-class and second-class registered fire engineer qualification examination, determined the qualification standards of the first-class registered fire engineer qualification examination jointly with the Ministry of Public Security, and guided, supervised and inspected the examination work.

The administrative departments of human resources and social security of provinces, autonomous regions and municipalities directly under the Central Government shall, jointly with the fire control institutions of public security organs, organize and implement the qualification examination for second-class registered fire engineers in accordance with the national unified examination outline and relevant regulations, and study and determine the qualification standards for the qualification examination for second-class registered fire engineers in the region.

The professional post qualification certification training program for fire engineers is a training program jointly established by Ministry of Human Resources and Social Security Institute of Labor Science, Fire Department of Ministry of Public Security and Ministry of Education. The purpose is to strengthen and popularize the knowledge of fire prevention science and technology to the public and specific groups, and educate them on fire prevention knowledge, so as to improve the public's fire safety quality, reduce the occurrence of fire accidents and reduce the loss of life and property.
