The minor major of state-owned enterprises is cadres.

1, private enterprises have no cadre level, even if you are a vice president today, you can be a common people tomorrow. State-owned enterprises generally do not have the cadre level. If you transfer to other state-owned enterprises, your original level will not be considered, unless you are the top of a large backbone enterprise (such as Sinopec and PetroChina), your original level will be considered.

2. Department-level cadres of state-owned enterprises are not civil servants. Although the staff of state-owned enterprises are usually called "national public officials", at present, only those who enter the state administrative organs through the national and local civil service recruitment examination procedures are civil servants. 3. Deputy courses of state-owned enterprises cannot be transferred to civil servants. However, you can take the civil service selection examination and only recruit some leading cadres of state-owned enterprises or some on-the-job civil servants. You can become a civil servant by passing the exam. The transferred candidate shall meet the conditions stipulated in Article 13 of this Law and the qualifications required for the proposed post, and shall not be under the circumstances stipulated in Article 26 of this Law. The transfer organ shall, in accordance with the above provisions, strictly inspect the transferred candidates, examine and approve them in accordance with the management authority, and may conduct examinations on the transferred candidates when necessary.
