In order to properly solve the old-age problems of former private teachers and substitute personnel, the following opinions are put forward on the relevant issues concerning the participation of former private teachers and substitute personnel in old-age insurance.

I. Insurance methods

(a) the former private teachers and substitute teachers who have been dismissed or retired shall participate in the old-age insurance according to their household registration and the current old-age insurance policy.

In the pilot areas where the new rural social endowment insurance has not been carried out, if it belongs to the financial subsidy object, I shall submit a written application and report it to the education administrative department where the household registration is located for review and summary. When the new rural social endowment insurance is implemented, it should be registered in accordance with the regulations and pay the endowment insurance premium.

In accordance with the above provisions, the original living allowance for the former private teachers who participated in the endowment insurance will be paid as usual, and the payment standards and funding channels will remain unchanged.

(two) substitute teachers who are still working in teaching posts should participate in endowment insurance according to the current endowment insurance policy of the autonomous region.

Second, the subsidy object

Meet the following conditions of the original private teachers, substitute personnel, insurance to pay when private teachers, substitute during the old-age insurance, by the government to give appropriate subsidies:

(1) 1 986 65438+February1public primary and secondary schools recognized by the education administrative department at or above the county level or private teachers employed recently (for the record).

(two) before July 2003 1 1 public primary and secondary schools were approved or hired (filed) by the education administrative department at or above the county level.

Three. Financial subsidy standard and responsibility sharing

(1) The former private teachers and substitute teachers who are dismissed or retired shall be subsidized by the local government according to their accumulated years as private teachers and substitute teachers (if they are dissatisfied with 1 year, they shall be counted as 1 year). According to their work 1-5 years, 6- 10 years,1-15 years, 16-20 years, 2 1 year or more (including 2/2) Subsidy funds shall be shared by the finance of the autonomous region at the same level and the finance of districts and cities or county-level finance in a ratio of 6:4.

(two) the payment of the substitute personnel who are still working in the teaching post and the teaching unit shall be solved by the local government.

(3) If the former private teachers and substitute teachers who have been dismissed or expelled from school do not belong to the same county-level administrative region as their original teaching place and domicile, the subsidy funds for their participation in the basic old-age insurance shall be arranged by the government of the original teaching place as a whole.

Fourth, time requirements.

The deadline for the former private teachers and substitute personnel to apply for the old-age insurance premium during their service as private teachers and substitute classes is 20111231,and they will not be processed after the deadline.

The administrative departments of human resources and social security at all levels and their social insurance agencies should earnestly do a good job in the registration of the original private teachers and substitute personnel, and provide fast and convenient services for the registration and payment of insurance. Financial departments at all levels should actively raise and implement subsidy funds to ensure the smooth implementation of this work.
