Regulations of Gansu Province on Promoting Civilized Behavior
Article 1 In order to cultivate and practice socialist core values, advocate and carry forward civilized behavior, improve the civilized quality of citizens and the civilized level of the whole society, and build a happy and beautiful new Gansu, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province.
Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this province.
Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies the core values of socialism, meets the requirements of socialist morality, maintains public order and good customs, leads social customs, and promotes the progress of social civilization.
Article 4 The promotion of civilized behavior should adhere to the unified leadership of Party committees, the promotion of government organizations, the respective responsibilities of departments and the joint participation of society, so as to realize * * * construction, * * * governance and * * * enjoyment.
Fifth at or above the county level spiritual civilization construction steering committee to promote the propaganda work of civilized behavior within their respective administrative areas.
The office of the Steering Committee for the Construction of Spiritual Civilization at or above the county level is responsible for the guidance, coordination, supervision, inspection and publicity of the promotion of civilized behavior.
Article 6 The people's governments at or above the county level shall take the promotion of civilized behavior as an important part of the construction of spiritual civilization, incorporate it into the national economic and social development plan, and promote it as a whole.
Township people's governments and sub-district offices shall, in accordance with their respective responsibilities, do a good job in the publicity and implementation of civilized behavior.
Villagers' committees and residents' committees shall strengthen the propaganda and guidance of civilized behavior and assist in the propaganda of civilized behavior in their respective areas.
Seventh relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in promoting civilized behavior.
Trade unions, the Communist Youth League, women's federations and other people's organizations should do a good job in publicizing civilized behavior within their respective scope of work.
Article 8 The whole society should advocate the cultivation and practice of civilized behavior.
Enterprises, institutions and social organizations should give full play to their respective functions and actively advocate civilized behavior.
News media should actively publicize civilized behavior, spread civilized ideas, supervise uncivilized behavior, and create a good atmosphere for the whole society to advocate civilized behavior.
Citizens should support and actively participate in the propaganda of civilized behavior, discourage, stop or report and complain about uncivilized behavior. State functionaries, educators and public figures should play an exemplary role in promoting civilized behavior.
Chapter II Code of Conduct
Article 9 Citizens shall abide by the following provisions:
(a) love the motherland, love the people, support the China * * * production party, safeguard the interests of the state and society;
(2) Respecting, studying, observing, maintaining and applying the Constitution;
(3) Consciously practice the socialist core values and vigorously carry forward the spirit of the times, national spirit and Gansu spirit;
(four) consciously abide by laws, regulations, civic morality, industry norms, codes of conduct and other civilized behavior norms.
Tenth units and individuals shall maintain public order and consciously abide by the following provisions:
(a) commercial activities and personal activities do not interfere with public order and public transportation;
(two) to carry out entertainment, fitness, commercial publicity and other activities should be rational use of venues, audio equipment and other facilities and equipment, and shall not affect the work and life of others;
(3) Dress appropriately and behave in a civilized manner in public places;
(four) to participate in the assembly, watch cultural performances, sports competitions, various exhibitions, etc ... , subject to on-site management, without affecting others and public order;
(five) to fulfill the responsibility of guardianship and prevent minors from influencing others in public places;
(6) Take public transport up and down in an orderly manner, take the straight escalator, get off first and then stand on the right side of the escalator;

(eight) do not smoke in non-smoking places (regions);
(nine) do not drink and make trouble in public places;
(10) Don't talk loudly in public places;
(eleven) don't throw objects at high altitude to prevent objects from falling;
(twelve) other provisions of laws and regulations.
Eleventh citizens should take good care of public health and consciously abide by the following provisions:
(a) no spitting, urinating, civilized toilet, take care of public toilet facilities;
(two) do not throw peels, scraps of paper, plastic bags, chewing gum, cigarette butts and other wastes;
(three) in accordance with the provisions of the classification of garbage;
(four) do not scribble, depict, spray or paste on buildings, structures, floors and other public facilities at will;
(five) no damage to public health facilities, flowers and trees, and no open-air barbecue in prohibited time periods and areas;
(six) comply with the relevant provisions of the fireworks;
(seven) to comply with the relevant provisions of raising livestock and poultry;
(eight) civilized sacrifice, not throwing or burning commemorative items in non-designated public places;
(9) Other provisions of laws and regulations.
Twelfth citizens should travel in a civilized manner and consciously abide by the following provisions:
(a) should walk on the sidewalk, there is no sidewalk on the right side of the road, through the intersection with traffic signals, according to the traffic signals, do not cross the road at will, cross the road isolation facilities;
(two) take public transport, take the initiative to give up their seats for the old, young, sick, disabled and pregnant passengers, and shall not forcibly occupy their seats;
(three) shall not in any way hinder the public transport drivers to perform their duties according to law, endangering the safety of public transport;

Thirteenth citizens should travel in a civilized way and consciously abide by the following provisions:

Fourteenth citizens should maintain community civilization, friendly neighborhood, unity and mutual assistance, and consciously abide by the following provisions:

Fifteenth citizens should seek medical treatment in a civilized way, abide by the relevant rules and regulations of medical order and medical places, and respect and obey the guidance and management of medical personnel; To handle medical disputes through legal channels, it is not allowed to gather people in medical places to make trouble, which will endanger the personal safety of medical personnel and damage the legitimate rights and interests of medical personnel.
Sixteenth citizens should consciously safeguard the campus environment, care for teaching facilities, and abide by the teaching order. Do not insult, abuse, threaten or beat teachers and other educators in any way, and do not gather people to make trouble on campus in any way to disturb the order of education and teaching.
Schools should strengthen the construction of civilized campus, prevent the occurrence of school bullying phenomenon, and ensure the physical and mental health and safety of students.
Article 17 Citizens should surf the Internet in a civilized way, and may not fabricate, publish or disseminate false information, vulgar and obscene information or other information that endangers national security, public order and the legitimate rights and interests of others.
Eighteenth citizens should consciously enhance the awareness of ecological protection and public health safety, change customs, get rid of the bad habit of eating wild animals, and do not buy or eat wild animals prohibited by laws and regulations.
Nineteenth citizens suffering from infectious diseases should consciously abide by the relevant provisions of public health and epidemic prevention, and accept the supervision and management of relevant departments and institutions.
Twentieth dogs should abide by the relevant laws and regulations, civilized dog:
(1) When taking the dog out of the house, the adult shall lead it with a leash and take the initiative to avoid others, and shall not enter the no-dog area;
(two) timely clean up the feces excreted by dogs in public areas;
(three) the management of dogs, to prevent interference with other people's lives.
When keeping other pets, you should take care of your own pets and avoid disturbing others' lives.
Article 21 State functionaries shall conscientiously perform their duties, be diligent and pragmatic, be honest and perform their duties, and administrative law enforcement personnel shall strictly regulate fair and civilized law enforcement.
Personnel engaged in social services shall abide by the following provisions:
(a) education of medical workers should abide by professional ethics, civilized practice;
(two) employees in the water supply, power supply, heating, gas supply, finance, communications, property, logistics and other industries should abide by industry norms, operate in good faith and provide civilized services;
(3) Drivers of public transport vehicles shall abide by professional norms, drive in accordance with the prescribed frequency and route, and shall not chase after racing, cross-line operation or throw passengers, and shall not harm the legitimate rights and interests of passengers or ride safety;
(four) tourism professionals shall not force tourists to shop and arrange tourism projects without permission; No insults, abuse, threats, beatings and other acts that harm the legitimate rights and interests of tourists.
Twenty-second construction units should be civilized construction, strengthen the management of the construction site, set up isolation and protection facilities, safety warning signs, etc. To prevent or reduce the impact of muck, dust, sewage, noise, toxic and harmful substances and gases on the city appearance and environmental quality.
Twenty-third public places should be set up in a prominent position to inform civilization, civilization reminder, civilization persuasion and other signs.
Airports, stations, docks, etc. We should standardize the setting of ticket purchasing areas, waiting areas, access roads, and set up eye-catching guiding signs to keep the environment clean and tidy; Strengthen the guidance and management of passengers' ticket purchase, waiting, entering and leaving the station, and maintain normal order.
Operators or managers of tourist attractions should improve tourist facilities and equipment, and scientifically and reasonably set signs such as tour orientation, service standards and precautions; Strengthen inspection management, do a good job in passenger flow control, maintain normal tourism order, discourage and stop uncivilized behavior of tourists in time, and ensure safe and orderly sightseeing of tourists.
Chapter III Advocacy and encouragement
Twenty-fourth advocate and encourage the whole society to carry forward the traditional virtues of the Chinese nation, carry out the dissemination and popularization activities of Chinese excellent traditional culture, red culture and advanced socialist culture, and enhance the quality of civilization.
Twenty-fifth advocate respect for the elderly and love for the young, respect for teachers and education, unity and friendship, and mutual assistance.
Twenty-sixth advocate and encourage units and individuals to actively participate in volunteer service activities, establish volunteer service organizations, broaden the field of volunteer service, and innovate volunteer service methods.
Twenty-seventh encourage and support the courageous behavior, protect and reward the courageous people.
Twenty-eighth advocates to encourage individuals to donate blood for free and voluntarily donate hematopoietic stem cells, human tissues and organs according to law.
Twenty-ninth advocate filial piety to parents, family harmony, thrift, and establish a good family style.
Encourage and advocate marriage civilization, consciously resist high bride price and oppose extravagance and waste.
Encourage and advocate frugal funeral, and consciously resist extravagant activities.
Thirtieth advocate the following civilized and healthy lifestyle:
(a) civilized dining, not extravagance and waste, the use of public chopsticks and spoons to take meals, the implementation of separate meals;
(two) low-carbon life, saving water, electricity, gas and other resources;
(3) green travel, giving priority to taking and using public transport;
(4) Love learning, advocate science, be healthy and progressive, and resist vulgar activities such as ignorance and superstition;
(5) Other provisions of laws and regulations.
Thirty-first to promote and encourage units and individuals to engage in activities such as supporting the army and advocating heroism, and actively participate in charitable activities such as helping the poor, helping the poor, helping students, helping the disabled and saving orphans.
Thirty-second state organs, enterprises, institutions and other organizations shall support the staff and members of their own units to participate in the propaganda of civilized behavior, and shall encourage and commend those who have outstanding performance.
Thirty-third organizations and individuals who are commended for promoting civilized behavior are encouraged to give preferential treatment in job hunting and social services.
Chapter IV Supervision and Administration
Thirty-fourth spiritual civilization construction steering committee in the selection and recognition of advanced typical activities of spiritual civilization construction, should be civilized behavior as the selection and recommendation conditions.
The office of the Steering Committee for the Construction of Spiritual Civilization shall, in accordance with the relevant provisions, evaluate the civilization index of the activities to promote civilized behavior.
Thirty-fifth network security and information technology departments should promote the construction of network civilization, improve the supervision and management mechanism of Internet information, and strengthen the monitoring, early warning and governance of uncivilized behavior on the Internet.
Thirty-sixth development and reform, market supervision and other departments should establish and improve the incentive and punishment mechanism for dishonesty, and standardize the collection, storage and use of credit information.
Thirty-seventh public security organs should strengthen the rule of law education and moral education in the process of cracking down on illegal crimes according to law, carrying out public security prevention and resolving contradictions and disputes, and maintaining social harmony and stability.
Thirty-eighth transportation departments should strengthen the supervision and management of public transport operating units such as subways, buses and taxis, and urge them to carry out professional ethics education for employees and improve the level of civilized service.
Thirty-ninth civil affairs departments should strengthen the management of social organizations and give full play to the role of social organizations in advocating civilized behavior. Strengthen education and guidance, and promote the reform of marriage customs and funeral.
Fortieth education authorities should promote the construction of civilized campus, urge schools and other educational institutions to formulate norms of civilized behavior on campus, and incorporate the assessment of civilized behavior into the comprehensive quality evaluation of students.
Forty-first departments in charge of commerce, culture, tourism, health and health should incorporate civilized service into industry service standards, urge and guide relevant units to formulate civilized service standards with industry characteristics, and carry out civilized service evaluation activities.
Forty-second urban management departments should actively explore digital urban management methods to improve the level of urban management.
Forty-third residents' committees, villagers' committees and owners' committees shall organize the implementation of residents' conventions, village regulations and owners' conventions, guide civilized behavior, discourage uncivilized behavior, and publicize advanced models of civilization.
Forty-fourth relevant departments of the people's governments at or above the county level shall establish a system for reporting, complaining and investigating uncivilized behaviors, publish telephone numbers and e-mail addresses for reporting complaints, and promptly accept and investigate uncivilized behaviors. The identity information of informants and complainants shall be kept confidential.
Units and individuals have the right to provide videos or photos by telephone, letter, e-mail, etc., and report and complain about uncivilized behaviors and units and staff who do not perform their duties of publicizing civilized behaviors.
Chapter V Legal Liability
Forty-fifth national staff responsible for promoting civilized behavior has one of the following acts, which shall be ordered by the superior competent department or the supervisory organ to make corrections, informed criticism; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law:
(1) Failing to accept complaints in time according to law or investigate and handle complaints in time, and disclosing the identity information of complainants and informants in violation of regulations;
(2) refusing to accept supervision and inspection without justifiable reasons.
Forty-sixth whoever, in violation of the provisions of the eighth paragraph of Article 10 of these regulations, smokes in places (regions) where smoking is prohibited shall be ordered by the corresponding administrative department to make corrections and be fined not less than 50 yuan but not more than 200 yuan.
Article 47 Whoever, in violation of the provisions of Item 1 and Item 2 of Article 11 of these regulations, spits and urinates everywhere, damages the hygiene of public toilets, and litters wastes such as peels, scraps of paper, plastic bags, chewing gum and cigarette butts everywhere, shall be ordered by the relevant administrative department to correct the illegal act, take remedial measures, and may be given a warning and fined from 50 yuan to 200 yuan.
Whoever, in violation of the provisions of the fourth paragraph of Article 11 of these regulations, scribbles, depicts, sprays or pastes on buildings, structures, floors and other public facilities shall be ordered by the corresponding administrative department to correct the illegal act and take remedial measures, and may also be given a warning and fined from 50 yuan to 500 yuan.
Whoever, in violation of the provisions of Item 5 of Article 11 of these regulations, barbecues in open air in prohibited time periods and areas shall be ordered by the corresponding administrative department to make corrections, and the barbecue tools and illegal income shall be confiscated, and a fine of not less than 500 yuan but not more than 20,000 yuan shall be imposed.
In violation of the provisions of the eleventh paragraph of this Ordinance, the destruction of public toilet facilities; In violation of the provisions of the third, not according to the provisions of the classification of garbage; In violation of the fifth provisions, damage to public health facilities, flowers and trees; Setting off fireworks and firecrackers in violation of the provisions of Article 6; In violation of the provisions of article seventh, do not comply with the relevant provisions of raising livestock and poultry, shall be punished by the relevant administrative departments in accordance with relevant laws and regulations.
Article 48 Anyone who, in violation of the provisions of Article 20 of these regulations, brings a dog into a dog-forbidden area, fails to use the leash in accordance with the provisions, and fails to clean up the dog feces in time, shall be ordered by the corresponding administrative department to make corrections. Refuses to correct, and impose a fine of more than 50 yuan and less than 200 yuan. Those who, despite dissuasion, forcibly enter hotels, restaurants and other public places shall be fined from one hundred yuan to five hundred yuan.
Forty-ninth other acts in violation of these regulations, laws and regulations have been punished, in accordance with its provisions.
Chapter VI Supplementary Provisions
Article 50 These Regulations shall come into force as of June 6, 2020.
