Has the second phase of Changsha Hellenborg resumed work?

As of 2022 12 and 15, the project started to resume work in June 2022 with the coordination of relevant units.

Changsha, also known as Xingcheng, is a prefecture-level city, provincial capital and megacity under the jurisdiction of Hunan Province. It is located in the middle of China, downstream of Xiangjiang River, on the west edge of Changliu Basin, and in the northeast of Hunan, between1153'-1414. It belongs to subtropical monsoon climate, with mild climate, abundant precipitation and both rain and heat.
