Xichang College 1939 started from Xikang Technical Normal School and passed through Xikang Agricultural Technical School, Xichang Agricultural College, Sichuan Xichang Agricultural College, Liangshan University and Xichang Agricultural College. In April 2003, with the approval of the Ministry of Education, Xichang Agricultural College merged with Xichang Normal College, Liangshan University and Liangshan Education College to form Xichang College.

The school has two campuses in the north and south, covering an area of more than 1730 mu. It has 17 secondary colleges and 17 independent colleges, covering nine disciplines such as engineering, science, management, education, literature, law, agronomy and art. The school has a strong faculty and staff/kloc-0.

The school pays attention to the cultivation of students' practical ability and innovative spirit. It has national and provincial teaching teams, characteristic majors and excellent courses, special fund projects supported by the central government for the development of local universities, national demonstration and training bases and provincial education and training plans for outstanding engineers.

Xichang College Library covers an area of 28,000 square meters (22,000 square meters in Anning Campus and 6,000 square meters in Qionghai Campus). The library has 2.38 million paper books, making it the richest library in Panxi. E-book collection 13 10000 volumes (remote+mirror). There are more than 1 1000 full-text electronic journals in Chinese and foreign languages.

The South Pavilion has a special library of Yi language, which has collected more than 7,000 classic Yi language documents. The North Pavilion has characteristic stacks such as Panxi Agricultural Library, Classic Library and Red Library. There are 55 domestic and foreign databases and 4 self-built characteristic databases. The content of the database covers all disciplines and majors of the school.
