Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Maritime Traffic Safety Law of People's Republic of China (PRC), the Marine Environmental Protection Law of the People's Republic of China and other relevant laws and regulations in order to strengthen the management of water traffic in Yantai Port, ensure the safety of ships, facilities and personal property, and prevent ships from polluting waters. Article 2 These Provisions shall apply to all vessels and installations engaged in underwater activities in Yantai Port and its adjacent waters (hereinafter referred to as Hong Kong) and their owners, operators and other relevant units and personnel. Article 3 The Yantai Maritime Safety Administration of the Ministry of Communications of People's Republic of China (PRC) and the Yantai Port Authority of China are the competent authorities in charge of unified supervision and management of water traffic safety in Hong Kong and prevention of pollution of waters by ships. Chapter II Navigation and Berthing Section 1 Entry and Exit Article 4 Foreign ships and ships of China nationality sailing on international routes must apply to the competent authority for entry and exit examination and approval, and accept inspection by the competent authority.

China ships sailing on domestic routes must apply for entry and exit visas when entering or leaving Hongkong. Article 5 Foreign ships entering Hong Kong and China ships with a gross tonnage of 500 tons or more shall declare their names, nationalities, ports of origin, captains, draught, cargoes, estimated arrival time, etc. to the competent authorities. Four hours earlier than the expected time of arrival in Hong Kong. Article 6 Chinese and foreign ships may enter and leave Hong Kong through the North Waterway. Ships with a gross tonnage of less than 3,000 tons or a draught of less than 7 meters can also enter and leave Hong Kong via the East Waterway. Article 7 When a foreign ship sails or berths in the following Hong Kong waters, it must be piloted by a pilot designated by the competent authority:

(a) between anchorage, wharf and loading and unloading point;

(2) Inside the anchorage and between the anchorage;

(3) changing one or more captains between berths of the wharf. Article 8 Pilots who lead ships of foreign nationality in and out of Hong Kong must board and disembark at the pilotage quarantine anchorage, except with the permission of the competent authority. Article 9 When sailing, berthing and operating in Hongkong, ships shall not only fly the national flags of National Flag of the People's Republic of China and the country of nationality, but also fly corresponding flags and lights in accordance with relevant regulations. Article 10 After the ship is anchored or before leaving the anchorage, it shall promptly report to the competent authority through the ninth channel of VHF radiotelephone. The contents of the report include: ship name, location, anchoring time or anchoring time, port of origin or heading port, etc. Eleventh ships sailing between Chengshantou, Dalian, Changshan Waterway and Hong Kong can use the corresponding recommended routes in the waters near the warning zone. Twelfth ships with a gross tonnage of more than 500 tons or equipped with VHF wireless phones should travel along the main channels of the East and West ports when entering and leaving the East and West ports. Article 13 Ships with a gross tonnage of less than 500 tons or not equipped with VHF wireless telephones must pass on the right side in the waters between the north lamp post of the east breakwater and the east lamp post of the west breakwater when entering and leaving the Donggang area, and the ships entering the port shall allow the ships leaving the port to pass; When entering and leaving xigang district, you should sail along the outer waters of the left and right edges of the main channel of xigang district respectively. Article 14 When a ship crosses the main channel or waterway, it shall cross in the direction close to the right angle to the main channel or waterway, and shall not cross within the bow of the ship sailing in the channel or waterway. Fifteenth ships with a gross tonnage of less than 500 shall avoid ships with a gross tonnage of more than 500 when sailing in the east and west ports. Sixteenth ships sailing in the East and West ports, overtaking is strictly prohibited. Seventeenth ships sailing in the East and West ports, the sailing speed shall not exceed six nautical miles per hour, high-speed ships shall not exceed nine nautical miles per hour; Sailing in other waters within the port boundary shall not exceed 9 nautical miles per hour, and high-speed boats shall not exceed 16 nautical miles.

The provisions of the first paragraph of this article shall not exempt the ship from the responsibility of not using the safe speed according to the current situation. Article 18 When a ship is sailing or berthing in the harbor, its auxiliary rafts, suspenders and gangways shall not protrude out of the side. When berthing, it is not allowed to extend overboard. Article 19 When tugboats tow ships or objects, apart from assisting ships in berthing and berthing operations, only one ship or one piece is allowed to tow in the east and west ports, and towing at the stern is prohibited. When towing in other waters, the total length from the stern of the tugboat to the tail of the tugboat or the towed object shall not exceed 300m. Section 2 Berthing Article 20 The first pilotage quarantine anchorage and shelter anchorage in Hong Kong are used for berthing ships of less than 500 gross tons and ships approved by the competent authorities; The second pilotage quarantine anchorage is for all kinds of ships to anchor; The barge anchorage of oil tankers is limited to the tanker mooring used for barge operation. Article 21 During the period when a ship is anchored, the crew on board shall not be less than two thirds of the crew of each department.

During the berthing of the ship at the dock, the crew on board shall not be less than one third of the crew of all departments, and the captain, chief mate, chief engineer and second engineer shall not leave the ship at the same time.

In case of emergency such as bad weather, the crew must return to the ship immediately and take emergency preventive measures. Article 22 When a ship berths in Hong Kong, the gangway used must be stable, equipped with railings and safety nets, and should be illuminated with sufficient brightness at night. Water outlets on both sides that may affect other ships, docks or personnel shall be covered. Twenty-third except in an emergency, ships are prohibited from anchoring in waters outside the anchorage. When a ship with a gross tonnage of less than 200 tons is anchored in the east waters at the junction of No.4 and No.5 light buoys in Donggang District, it should be anchored 200 meters away from the shore wall of each special wharf.
