In order to conscientiously implement the spirit of "Opinions" and "Implementation Opinions" and promote the rapid and sound development of civil air defense in our city, according to the actual situation, the following implementation opinions are put forward:

First, strengthen the leadership and organizational construction of civil air defense.

(a) the implementation of the government's main leadership responsibility for civil air defense work. Three, earnestly do a good job in the construction and utilization planning of civil air defense projects.

(1) Strict planning and management of civil air defense projects. Four, actively formulate the "air defense planning" and "key target protection planning", the construction of civil air defense evacuation bases, evacuation areas and other places to implement the combination of peacetime and wartime.

5. Actively promote the integrated transformation of air defense and disaster prevention?
