The relevant matters are hereby notified as follows:

First, the implementation of partition classification management. The division and control measures of "high-risk areas" shall be subject to the Notice on Delineating Risk Areas in COVID-19 issued by the District Epidemic Prevention and Control Headquarters, and shall be dynamically adjusted. Other areas outside the "high-risk area" are "low-risk areas", and the production and living order will be gradually restored according to the principle of orderly opening. In "low-risk areas", according to epidemiological history investigation and expert judgment, the frequency of nucleic acid screening should be appropriately increased in "areas with certain risk of epidemic transmission".

Second, strict personnel management from the wall. Residents who do not leave the village unless necessary and do not go to the epidemic-related areas such as the central city of Chongqing should report to the village and unit where the destination is located 1 day in advance. After the approval of the town and street where the destination is located, they can leave the village only with negative nucleic acid certificates within 48 hours.

Third, strict management of returnees. In principle, people outside the area will not return to the Great Wall. If it is really necessary to return to the wall due to special circumstances, it should be reported to the village and unit where the destination is located 1 day in advance. After the approval of the town and street where the destination is located, it is necessary to strictly implement the "inspection after entering the wall", provide "two codes and one certificate", and implement management measures such as centralized isolation, home isolation and health monitoring.

Fourth, optimize and adjust the flow of people in the region. In the "high-risk area", people are strictly "staying indoors" and people do not go out to flow. People in "low-risk areas" can flow in an orderly manner, and they need to hold a negative nucleic acid certificate within 72 hours to enter and leave the community and the bayonet; Among them, people in "areas with a certain risk of epidemic spread" need to hold negative nucleic acid certificates within 24 hours to enter and leave the community and bayonet. Entering hotels, supermarkets, farmers' markets and other public places and business premises, you need to hold a negative nucleic acid certificate within 48 hours, and strictly implement measures such as sweeping the place code, checking the travel code, hygiene code, taking your temperature and wearing a mask. Key personnel need to hold a negative nucleic acid certificate within 24 hours before they can take up their posts. People in the urban built-up area can flow in an orderly manner, and there is no flow between the urban built-up area and other towns and streets. People in towns and streets outside the urban built-up area without epidemic can flow in an orderly manner within their respective jurisdictions.

Five, strict management of all kinds of business premises. Market entities and places that undertake the task of ensuring the supply of production and daily necessities will resume business in an orderly manner under the premise of strictly implementing the responsibility of epidemic prevention and control. Other market entities and places that do not undertake the task of ensuring the supply of production and daily necessities are suspended from business. Financial institutions shall refer to the relevant provisions of Chongqing Local Financial Supervision Administration. Dining places will not resume eating for the time being. Non-contact distribution such as postal express delivery and take-away.

Six, strict management of key places and gathering activities. Pension institutions, child welfare institutions, prisons, etc. Continue to implement closed management, suspend visits, visits, hospitalization, volunteer service and other activities. In addition to cremation, funeral institutions suspend funeral services. Medical institutions have strict access management, and patients must do personal protection after seeing a doctor and leave as soon as possible; Inpatients and their families should abide by the relevant provisions of the hospital epidemic prevention and control. Subway, bus, coach, bus, bus and rural bus will not resume operation for the time being.
