Interim Provisions of Xiamen Municipality on the Administration of Building Exterior Wall Decoration

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant provisions of the State and in the light of the actual situation of this Municipality in order to strengthen the management of building exterior wall decoration, safeguard public safety such as personal and property, beautify the city appearance and protect the environment. Article 2 These Provisions shall apply to the administration of building exterior wall decoration within the urban planning area of this Municipality. Article 3 Exterior wall decoration as mentioned in these Provisions refers to the activities of transforming the exterior of a building and attaching various equipment and decorations to the exterior wall.

The term "exterior wall decoration" as mentioned in these Provisions refers to pasting, brushing or installing decorative materials on the surface of the building's peripheral structure. Fourth building exterior wall decoration should follow the principles of safety, beauty, energy saving and environmental protection. Fifth, promote the use of a new energy-saving external wall system integrating veneer and wall.

The selection of exterior wall decoration standards and materials should be adapted to the nature, function, standards and environment of the building. Sixth building exterior wall design should fully consider the content and needs of exterior wall decoration. The exterior wall of the completed building shall not arbitrarily increase unsafe factors such as affecting the appearance and surrounding environment of the building and increasing the load outside the original design. Article 7 The person in charge of building management shall regularly inspect, clean and maintain the exterior wall decoration of buildings, inspect and replace the materials and decorations with shelf life on time, and reinforce or dismantle the exterior wall decoration of buildings with dangerous signs in time. Eighth Xiamen city construction administrative departments to supervise and manage the city's building exterior wall decoration. The district construction administrative department shall be responsible for the supervision and management of building exterior wall decoration within their respective management authority under the business guidance of the municipal construction administrative department.

The relevant administrative departments of the government shall, within the scope of their respective duties, supervise and manage the exterior wall decoration of buildings according to law. Chapter II Exterior Wall Finishing Article 9 Exterior walls of buildings with painted finishes shall be refreshed regularly, with a refresh period of 5-7 years.

Coatings should meet the standards for controlling toxic and harmful components.

Restrict the use of bullet coatings and plastic spray finishes. Article 10 Where the exterior wall of a building is decorated with decorative materials, effective measures shall be taken to prevent the decorative materials from falling off.

The height of the external wall of the building is 24 meters to 50 meters from the ground, and the use of ceramic tiles is restricted; When the external wall of the building is more than 50 meters above the ground, it is forbidden to use decorative tiles. Eleventh restrictions on the use of cement mortar for the construction of external walls on-site paste slate veneer. If it is really necessary to paste the slate with cement mortar on site, reliable burying measures should be taken, and the height of the slate wall from the ground should not be greater than10m. Twelfth one-way size greater than 5 cm tile (stone) surface under the outer wall with entrances and exits, channels or personnel activities, the site must be set up above the shielding members. The length of the shielding member protruding from the wall surface should be greater than 1/20 of the height of the wall and not less than1.2m. The shielding member should have the strength to resist the impact of objects falling from above. Chapter III Wallboard and Curtain Wall Article 13 The building curtain wall mentioned in these Provisions refers to the building envelope structure composed of load-bearing members and exterior wall decorative plates.

Promote the use of reinforced concrete wallboard and metal curtain wall, and restrict the use of glass curtain wall and slate curtain wall.

Where glass curtain walls, slate curtain walls, metal curtain walls and composite curtain walls are used as building external walls or reinforced concrete slabs, the design, fabrication and installation scheme shall be technically demonstrated by experts organized by the construction unit, and construction shall be reported in accordance with regulations.

The area of curtain wall glass used for buildings in important urban areas and lots determined by the municipal construction administrative department jointly with relevant departments shall not exceed 40% of the external wall construction area.

Safety glass must be used for curtain wall glass. Fourteenth glass curtain walls or metal curtain walls that will cause light pollution to the surrounding environment should use low-emissivity coated glass or non-polished metal plates, and mirror glass or polished metal plates are not allowed. Fifteenth glass curtain wall or slate curtain wall is equipped with entrances and exits, passages or venues for people's activities, and shielding members should be set above the venues to ensure the safety of personnel. Sixteenth building curtain wall or reinforced concrete wallboard should be connected with the main structure of the building through embedded parts. The embedded parts used on the external walls of buildings shall be stainless steel parts, hot-dip galvanized iron parts or other stainless metal parts. Non-embedded parts such as expansion bolts and rusty connectors are strictly prohibited.

Structural adhesive for glass curtain wall must be a product approved by the national economic and trade department, and should be used within the validity period of the product, and at the same time, there should be a quality certificate of the product insurance period. Seventeenth building curtain walls should be cleaned and maintained regularly according to the characteristics of buildings and curtain wall materials. Glass curtain wall should be cleaned at least once a year. Chapter IV Air-conditioning Equipment Article 18 Where air-conditioning equipment needs to be installed on the external wall of a new building, expansion or reconstruction, the location of the air-conditioning equipment shall be designed. Article 19 When setting or reserving the position of air conditioning equipment on the external wall of a building, the installation and maintenance of equipment, drainage, power supply, engine base and other contents and their influence on the appearance, environment and city appearance of the building should be considered at the same time. Twentieth urban roads on both sides of the building exterior walls and new residential areas have not set or reserved air conditioning equipment location, should be installed in a unified location that meets the requirements of the city. Units and individuals shall install air conditioners at the unified location required by the construction administrative department. Twenty-first installation of air conditioning equipment shall not occupy the sidewalk.

It is forbidden to install air-conditioning equipment in common parts such as walkways, stairs and exits of buildings.

Air-conditioning equipment installed along the external walls of buildings or places where people are active on both sides of the road, the height of the bottom of the bracket from the outdoor ground shall not be less than 3 meters.
