The waste gas discharged from the storage tank must be collected and treated up to the standard, and the closed loading and unloading system with balance pipe shall be used for loading and unloading. All other organic solvents not stored in the storage tank and raw and auxiliary materials containing organic solvents shall be sealed and stored. 3. Improve waste gas collection.

(2) Dry waste gas should be collected separately in principle.
(3) The production equipment such as inking, glazing and gluing should be sealed, and a slight negative pressure should be maintained in the sealed room. The production line/equipment and ventilation exhaust gas collection system should be sealed as a whole.
(4) The total waste gas collection efficiency of printing and packaging enterprises is not less than 85%.
(5) The collection and transportation of VOCs pollution gas shall conform to the requirements of Technical Guidelines for Air Pollution Control Engineering (HJ2000-20 10), and the gas gathering direction shall be consistent with the movement direction of polluted air flow, and the direction shall be marked on the pipeline.
4. Improve the level of governance
(1) In each process of waste gas preparation, inking, glazing, gluing and drying, the appropriate treatment process should be selected according to the characteristics of pollutants in waste gas, air volume and other parameters.
(2) The organic waste gas with high concentration and single solvent type, such as toluene and ethyl acetate solvent waste gas, discharged in the composite process of gravure printing and flexible packaging should be recovered by condensation or adsorption concentration condensation recovery method. In principle, equipment such as adsorption, concentration, condensation and recovery should be installed in the drying process to recover organic solvents.
(3) In the production line using solvent-based ink (varnish or glue), the dry waste gas that is difficult to recover should be treated by catalytic combustion alone. On the basis of ensuring safety and equipment conditions, direct combustion treatment can be considered by using air as oil/gas fuel drying and heating equipment, and the total purification efficiency of waste gas treatment facilities is not less than 90%.
(4) In the production line using solvent-based ink (varnish or glue), the waste gas such as mixing, inking, glazing and gluing that is difficult to recover should be treated by adsorption concentration heat storage combustion method or adsorption concentration catalytic combustion method; When the total amount of pollutants is small, the concentration is low, and the surrounding environment is insensitive, it can also be combined with integrated technologies of waste gas treatment such as activated carbon adsorption, low-temperature plasma and photocatalysis. Dry oxidation techniques such as low temperature plasma and photocatalysis should be used together with absorption techniques. The total purification efficiency of waste gas treatment facilities is not less than 75%.
(5) Properly and timely dispose of secondary pollutants. Waste water generated by waste gas treatment should be replaced and treated regularly; Waste filter cotton and waste adsorbent produced by replacement should be treated according to relevant management requirements to prevent secondary pollution.

5. Strengthen supervision and management of environmental protection.
(1) Improve the environmental protection management system, including the operation management system of environmental protection facilities, regular maintenance system of waste gas treatment facilities, waste gas monitoring system and solvent recovery system.
(2) In order to implement the monitoring system, enterprises need to monitor the import and export of VOCs waste gas treatment facilities and unorganized monitoring at the factory boundary every year, in which the monitoring of treatment facilities is not less than 1 time every six months, and the unorganized monitoring at the factory boundary is not less than 1 time every year. The monitoring indicators should include the main characteristic pollutants and non-methane total hydrocarbons contained in raw materials, and the VOCs treatment efficiency should be calculated according to the monitoring parameters of the import and export of waste gas treatment facilities.
(3) Improve and strictly manage all kinds of accounts, including waste gas monitoring account, waste gas treatment facility operation account, raw material consumption account containing organic solvent (including usage, waste amount, destination and VOCs content), and waste gas treatment consumables consumption (adsorbents, catalysts, etc.). ) and changing and transferring accounts.
