Second, the scope of implementation
The implementation scope of free orientation training for normal students is 143 counties (cities, districts). See the annex for the specific list.
Third, the type level.
It is planned to train 3,000 normal students at public expense every year, and the number of students will be appropriately increased according to the economic and social development in the future. The training type is mainly rural compulsory education teachers, with due consideration for rural preschool teachers and special education teachers. The types and levels of training are as follows: rural compulsory education school teachers, special education teachers, Tibetan-Chinese bilingual and Yi-Chinese bilingual rural junior high school and primary school teachers at the undergraduate level; Teachers of "sound, body and beauty" who have been promoted to undergraduate level, preschool teachers in rural primary schools, and Tibetan-Chinese bilingual teachers. The key point is to train teachers with "one specialty and many abilities" in rural schools. We will carry out teacher training for vocational normal students and other teachers at public expense, and gradually increase the innovation of teacher education and training mode.

Select ordinary colleges and universities with good basic conditions and strong training ability in the province to implement the public-funded directional training of normal students.

The targeted training demand plan for normal students at public expense is drawn up by the education, institutional establishment, finance, human resources and social security departments of counties (cities, districts) within the scope of training majors provided by the education department, according to the actual needs and structure, establishment and job vacancies of local teachers, and submitted to the education, institutional establishment, finance, human resources and social security departments of cities (prefectures) by the people's governments of counties (cities) for examination and approval.
Sixth, recruit students.
At the undergraduate level, rural compulsory education and public special education are recruited from the candidates who took the general college entrance examination that year. Undergraduate and junior college students are recruited from art and physical education candidates who took part in the general college entrance examination that year. Tibetan-Chinese bilingual normal students are recruited from candidates who participated in the model college entrance examination in Tibetan, and Tibetan-Chinese bilingual normal students are recruited from candidates who participated in the model college entrance examination in Yi. In principle, the admission work shall be arranged separately before the corresponding batch.
The admission scores have reached the provincial admission control scores of the second batch of ordinary undergraduates, the Tibetan or Yi "first-class mode" undergraduate college entrance examination and the Tibetan "first-class mode" college entrance examination respectively. Normal college students who pay for "sound, body and beauty" at public expense can take cultural requirements higher than the provincial control line as investment conditions.
The publicly-funded teacher training program gives priority to students from counties (cities, districts) that are included in the implementation scope of this city (state). When the number of students is insufficient, the candidates will be selected according to their willingness to apply.
Recruitment in deep poverty-stricken counties is carried out according to the relevant regulations of our province.
From now on, the free training plan for normal students will be given priority to students from counties (cities, districts) that are included in the implementation scope of this city (state), and will be gradually expanded to students from the whole province when there are insufficient students, according to the candidates' willingness to apply for services.
Public-funded normal students admitted to the general college entrance examination have a four-year undergraduate education system and a three-year junior college education system.
College-level publicly-funded kindergarten teachers' students, among the outstanding students who have studied preschool education in five-year higher vocational colleges in the province for three years, enter normal colleges for two years after passing the provincial unified examination.
The specific application conditions and enrollment methods of the training plan for public-funded normal students shall be formulated separately.
Normal students at public expense must attend teacher interviews organized by training schools when they enter school. After one year of enrollment, the publicly-funded normal students who failed the interview or were not suitable for teaching will no longer sign or automatically terminate the training agreement, and will be adjusted to non-normal majors to continue their studies according to the prescribed procedures, and will no longer enjoy the relevant policies of publicly-funded normal students.
If the enrollment quota is vacant, the training school can collect voluntary transfers from the students who have been admitted at the same level within one month after the start of school.
Seven. Funding policy
Normal students at public expense are free of tuition and accommodation fees during their school days, and enjoy a living allowance of ten months per academic year (600 yuan/Student Month). The provincial finance subsidizes the schools that recruit students with normal fees according to the standard of 1. 1.000 yuan per student per academic year (including 4,000 yuan for tuition, 0,000 yuan for accommodation and 6,000 yuan for living allowance). Outstanding students of normal university students at public expense can enjoy the scholarship subsidy policy at the same time according to relevant regulations.
Except for force majeure, normal students who are unable to complete their studies within the prescribed time limit and obtain corresponding graduation certificates, degree certificates and teacher qualification certificates, or who are expelled from school or expelled from school in violation of the relevant regulations of the school, will no longer enjoy the corresponding employment policy of normal students at public expense, and need to return the tuition, accommodation and living allowance exempted from payment to the training school. The tuition, accommodation and living allowance refunded shall be turned over to the provincial finance by the training school.
Eight, signed a training agreement
Public-funded normal students implement the service period system. All admitted candidates should sign an employment-oriented training agreement in accordance with relevant regulations. If the admitted candidates fail to sign an agreement, they will be deemed to have given up their admission qualification, and the enrollment school will cancel their admission qualification and refuse to register. Public-funded normal students sign a tripartite agreement with the education administrative department of the training school, the city (state) where the students are located or the city (state) where they apply for service, and promise to engage in education and teaching in the county (city, district) where the students are located or the place where they apply for service for at least 6 years after graduation. Among them, the working time in rural compulsory education schools or rural kindergartens below the county (city, district) [excluding county (city, district) level and Chengguan Town] is not less than 5 years. Encourage public-funded normal students to teach for a long time and for life.
Public-funded normal college graduates can't terminate their jobs and improve their academic qualifications within the agreed service period. Support and encourage normal students at public expense to improve their academic qualifications on the job.
Nine. employment policy
In the graduation year, normal students who are teachers in schools with clear opinions in counties (cities, districts) within the implementation scope of the signing city (state) will be recruited through public examinations according to relevant regulations. Recruitment should be open in information, process and results. All localities should apply vacancy preparation, staffing and posts vacated by natural attrition to implement teacher preparation and posts for every recruited public normal college graduate.
Normal students at public expense must engage in education and teaching in rural public compulsory education schools, kindergartens and special education schools in the year of graduation. Normal students with special education can teach in county (city, district) special education schools.
Before July 3 1 every year, the training institutions must send the student status files of the public-funded normal students back to the education administrative department of the city (state) where they are contracted to serve, and the public-funded normal students will report to the contracted service place with their graduation certificates, degree certificates and teacher qualification certificates.
X. Performance management
The county (city, district) people's governments within the scope of implementation are the responsible subjects for the employment management of public-funded normal students, and the county-level education administrative departments are specifically responsible for the performance management of public-funded normal students. Normal students at public expense are not allowed to break the contract during their school days. Graduates of publicly-funded normal students who fail to perform their teaching duties according to the training agreement shall bear the corresponding liability for breach of contract and no longer enjoy the relevant policies of publicly-funded normal students. In addition, the tuition fees, accommodation fees and living allowances (calculated according to the proportion of service years 16.7% from the year of default or resignation) exempted from payment shall be refunded in one lump sum within 30 days from the date of announcement of the decision on default treatment, and the liquidated damages (50% of the total exempted fees) shall be paid. The education administrative department of the city (state) is responsible for collecting the relevant fees refunded by the normal students at public expense, and using the payment book to pay them in full to the provincial treasury according to "other income 1039999".
Teachers' college graduates from non-deep poverty-stricken counties can apply voluntarily and engage in education and teaching in deep poverty-stricken counties after approval.
The employed graduates from publicly-funded normal colleges can move between public schools of corresponding levels and types in the county during the agreed service period, but they can't get other system jobs.
The breach of contract of normal students at public expense is included in the personal integrity record and loaded into the personal file. When the normal students at public expense break the contract, the education administrative department of the city (state) or county (city, district) that manages the file is responsible for establishing the integrity file of the normal students at public expense, and recording the default record of the normal students at public expense in the personal personnel file. In five years to participate in all kinds of open recruitment (employment) of provincial organs, enterprises and institutions, the assessment is considered unqualified, and the unit will not be put on record (employment). The Ministry of Education will supervise the default handling of public-funded normal students in various places.
Normal students enrolled at public expense before 20 18 are still subject to the original training agreement and management measures.

The directional training of normal students at public expense is an important measure to comprehensively deepen the reform of teachers' team construction in our province, and it is also a livelihood project supervised by the provincial government. Local governments should attach great importance to it and strengthen leadership; All relevant departments should make concerted efforts with Qi Xin, coordinate as a whole, earnestly perform their duties, and ensure that all work is carried out. County (city, district) people's government should provide necessary working conditions and turnover dormitory for normal students who return to school at public expense; County (city, district) departments and schools should give tilt and support in appraising the excellent first, job competition and on-the-job business training. Training institutions should formulate training programs and management methods for normal students at public expense, select excellent teachers to teach, strengthen professional ideals and ethics education, innovate training models, and improve training quality.
