(2) Registration and qualification review

1. Registration

It will be carried out by on-site registration.

Registration address: Office 312, Jincheng Water Conservancy Bureau, No. 1195 Zezhou Road, Jincheng City.

Registration period: May 18, 2020 to May 26, 2020 (excluding holidays).

Applicants are limited to one position, that is, they can only choose one unit. Sign up for one of the positions. Registration must use a second-generation ID card, which must be consistent with the ID card used for exams and inspections. When registering, the application information submitted should be true and accurate (the major entered in the registration form must be filled in according to the full name of the major as stated in the graduation certificate).

Applicants must provide:

The original and copy of the second-generation ID card within the validity period;

The original and copy of graduation certificate, degree certificate, and registration certificate ;

Electronic registration form for academic certificates from the Ministry of Education (printed from Xuexin.com);

 2. Qualification review

After the registration is completed, relevant personnel will be selected to form a qualification review team to review the qualifications of the registered candidates. Anyone who forges or alters relevant documents, materials, or information will be disqualified from registration and will be severely dealt with in accordance with relevant regulations. If you fail to pass the qualification review due to incorrect or incomplete information, you will be responsible for the consequences.

(3) Test and assessment

Adopt professional ability tests and inspections to conduct a comprehensive assessment of their professional abilities, political thoughts, moral character, practical performance, etc., and determine preliminary candidates.

1. Professional ability test

The professional ability test is conducted in the form of a defense. The specific time and location will be notified later. The score is based on a hundred-point system, and the passing score is set at 80 points. Through the defense, the candidates’ professional and technical knowledge required to adapt to the positions they apply for will be examined. The defense review team is composed of expert team members with deputy senior professional titles and above and relevant administrative leaders. Candidates must answer the defense questions raised by the organizer within the specified time and respond in the order of drawing lots.

Based on the results of the defense, among the qualified candidates, the candidates to be inspected will be determined in a 1:1 ratio for the positions to be introduced according to the order of performance.

2. Inspection

Our bureau dispatched an inspection team to conduct individual discussions, on-site understanding, and file review, etc., in accordance with the standards of having both ability and political integrity, to evaluate the political ideology and moral character of the personnel to be examined. A comprehensive investigation will be carried out. The inspection content mainly includes: employed graduates mainly inspect their ideological and political performance, business ability, work performance, etc. in the unit; unemployed graduates mainly inspect their ideological and political performance in the community and village committee, etc.

(4) Physical examination

Based on the assessment results, physical examination personnel will be determined in a 1:1 ratio for the positions to be introduced and qualified personnel will be organized to go to designated hospitals for physical examinations. The physical examination standards shall be implemented in accordance with the "General Physical Examination Standards for Civil Servant Recruitment (Trial)". Those who do not attend the physical examination at the specified time and location will be deemed to have automatically given up their physical examination qualifications.

Vacancies for positions formed during the physical examination and inspection process will not be filled.

(5) Public announcement

After passing the test, assessment, and physical examination, the talents to be introduced will be determined and posted on the Jincheng People’s Government Website (/), Jincheng Talent Network (/), Taihang Daily will make a public announcement, and the publicity time will be no less than 7 working days. If there are reports during the publicity period and it is found that there are serious problems affecting the employment, their employment qualifications will be cancelled, and no replacement will be made.

(6) Determine the list

After the publicity period expires and there are no objections, the Municipal Water Affairs Bureau will report the status of the proposed personnel to the Organization Department of the Municipal Party Committee for approval.

(7) Recruitment and management

The recruitment system shall be adopted for all talents introduced. Personnel to be introduced need to fill in the "Jincheng City Public Institutions Introduction Talent Approval Form" (in five copies) and go through establishment, personnel, salary and other procedures.

The personnel to be introduced must sign an agreement with the introducing unit and be included in the establishment management of the enterprise. The service period in the unit shall be no less than 5 years, and no transfer shall be allowed during the service period.

A probation period system is implemented when introducing talents. The probation period is generally 6 months, and the initial employment probation period is 1 year. The probation period is included in the contract period. At the end of the probation period, an inspection will be carried out. If the employee passes the inspection, he or she will continue to be employed; if the employee fails the assessment, he or she will be dismissed after being reviewed and approved by the Jincheng City Water Conservancy Bureau and reported to the organization at the same level and the human resources and social security department for record.
