Urban Planning of Feng Liang Town

Urban planning forms a spatial structure of "one heart and one axis, two corridors, three pieces and seven groups".

1) Yixin: a town center consisting of a new city center and an old city center.

The new town focuses on the development of administrative, cultural, sports and commercial services; Relying on the construction of the old city, the old city will build an old city center with commercial services, tourism reception and other functions.

2) The first axis: the urban development axis, relying on the national highway, runs through the center of the old city and the new city from Pantian Town in the east to Jianqiao Town in the west, and is built by combining the construction of ecological leisure areas with the development of industrial parks.

3) Two corridors: relying on the construction of new city and G206 national road in the west, and relying on the construction of Fengliang River and old city in the east to form the growth corridor of the town, which is the direction of urban space expansion in the future.

(1) external flow

High-speed: G206 is equipped with high-speed entrances and exits, connecting Dafenghua Expressway and Meishan Expressway to strengthen regional ties.

National Highway and Provincial Highway: The national highway will be partially widened, optimized and upgraded, and a bridge station connecting Fengshun County, Meizhou City and Guangmeishan Passenger Dedicated Line will be built through G206; Connect Xiandong Town and Pantian Town through S334. In the long run, G206 will be partially diverted to the south to reduce the interference of transit traffic on the lives of residents in this township, and S334 will be upgraded to a national highway to strengthen external ties.

County Road and Township Road: Make use of the existing county roads and township roads to strengthen the traffic links between the township and the surrounding towns and villages, so as to realize highway access for every village. Connect Shuangxi Village and Longgang Town through X028, connect Shen Xiao and Buxin Village through Y 142, and connect Fuxing, Chengdong and Chengxi Village through Y 136.

(2) Urban road system planning

Main road: the width of red line is 24m. By combing the main roads in the town, we will improve the connection between the two rivers and three banks and the new old city, focusing on the connection with G206 and S334 (upgraded to national roads in the long term), and form a "four horizontal and three vertical" main road network structure.

Secondary trunk road: red line width 18m, which improves the accessibility of secondary trunk road network and serves urban land. It is a collection and distribution road for entrances and exits of different land plots, bus lines, pedestrians and bicycles.

Branch road: The width of the red line is 9 meters, which emphasizes the service function of the branch road, follows the principle of zoning control, and adopts different planning ideas and control measures according to the characteristics of the existing road system and the future development needs. Combined with the development of new urban areas, in line with the direction of urban development, the new town center will be built, including new town administrative center, business center, cultural and entertainment center, sports center and other facilities to increase the attraction of new towns. According to the layout of town-level public facilities, a "dual-core, multi-node" public service facilities configuration system has been formed.

The planned land for public management and public service is 53.3 1 hectare, and the per capita land use index reaches 10.05 m2/person. Planning has improved various service facilities, paid attention to the development and construction of new towns, strengthened the layout of cultural facilities, sports facilities and medical and health facilities, and formed a reasonable public service system.

The planned land for commercial service facilities is 29.56 hectares, and the per capita land use index reaches 5.58 square meters per person. The plan combines the development of new city with the renewal of old city, focusing on strengthening commercial facilities in each area and improving the layout of commercial outlets of public facilities.

The planned green space and square land area is 1 15.62 hectares, accounting for 20. 17% of urban construction land, of which the park green space area is about 102.35 hectares, and the per capita park green space area is 19.3 1 m2.

Planning and utilizing natural resources such as Fengliang River and Huangxi River to build a riverside ecological park; In the construction land, the existing gardens and abandoned land are combined to arrange park green space; Combined with public facilities and cultural relics and ancient buildings, open space and park green space are arranged to facilitate residents' use and sharing; Arrange small gardens and street green spaces at important intersections, squares, commercial centers and other places in the town to shape the characteristics of small towns. Community parks are laid out according to the service radius of 500-1000 m.

It is planned to use Xiaotang Reservoir and Zhaigongkeng Reservoir in the west of Xixiang Village as the water supply sources of the town, with a storage capacity of about100-3 million m and a rainwater collection area of 13.2 square kilometers. It is planned to build a new waterworks near the reservoir and expand the waterworks in the southwest (Xixiang Village) to provide production and domestic water for Feng Liang Town. The short-term scale of the newly-built water plant is 20,000 cubic meters per day, and the long-term scale is 35,000 cubic meters per day. ..

In the near future, it is planned to use integrated sewage treatment equipment to treat township domestic sewage in a decentralized way. According to the scale, small integrated sewage treatment equipment (biofilm method) will be arranged, each with a treatment capacity of 500 tons/day and an area of about 300 m m m. In the long-term planning, land for small and medium-sized sewage treatment plants will be reserved. According to the topography of Feng Liang Town, the town is divided into three drainage areas, and three sewage treatment plants are planned, with the scale of 1 1,000m/d and the area of about1.0ha. After decentralized treatment, the sewage will be discharged into the nearby Fengliang River and Huangxi River.

According to the electricity load forecast, the existing capacity of Feng Liang Station is 1 10kV, and the expanded capacity is 2×63MVA. The land for substation is reserved for three main transformers, with an area of about 1.3 hectares. The planned capacity-to-load ratio is 2.47, which can meet the electricity load demand of the whole town. 1 10 kv overhead lines, with corridor control width of 30m.

Keep the current landfill, update the technology and strengthen the protection. The treatment of municipal solid waste is mainly sanitary landfill, supplemented by composting, and the harmless treatment system and comprehensive utilization technology are gradually developed.

At present, 1 liquefied petroleum gas storage and distribution station has been built in Taiping village, and it will be expanded by about 1 ha in the long term, with a gas storage capacity of 800m to meet the demand.
