A, the process of construction supervision qualification:

Enterprises must have independent legal personality, registered capital of not less than 600 yuan, sound organizational structure and management system, and necessary engineering test and testing equipment; In terms of personnel, the technical person in charge of the enterprise is required to be a registered supervision engineer with 15 years working experience or senior engineering title. In terms of personnel organization, there are not less than 60 registered supervision engineers, not less than 5 registered cost engineers and not less than 15 registered architects, builders and structural engineers. Enterprises should have no major safety accidents within one year before applying for engineering supervision qualification.

The comprehensive qualification of construction supervision and professional Grade A qualification shall be applied to the provincial competent department of the enterprise at the time of industrial and commercial registration, and reported to the competent department of the State Council for approval. The company's B, C and above qualifications are directly examined and approved by the provincial competent department.

Second, the construction supervision qualification required materials:

When an enterprise applies for the qualification of project supervision, it should bring the following materials: the business license and articles of association of the enterprise in triplicate, the technical personnel's identity certificate and post-holding documents, the technical personnel's practice certificate and the relevant certification materials of enterprise equipment, etc.

The qualification of supervisors is divided into three levels: comprehensive qualification, professional qualification and firm. In principle, professional qualifications are divided into three grades: A, B and C. According to the engineering nature and technical characteristics, they are divided into 14 professional categories. Except for four types of professional projects, such as residential, water conservancy and hydropower, highway and municipal utilities, all other professional projects have Grade C qualification.

There are two forms for construction supervision enterprises to undertake supervision business: one is to obtain supervision business through bidding. Directly commissioned by the construction unit to obtain supervision business; Under the market economy system, it is a common form to obtain engineering supervision business through bidding. China's Bidding Law clearly stipulates that for the safety of public interests, government investment and supervision of foreign trade projects must be invited. If the project is confidential, the tender is not easy to open, the project scale is small, and the supervision service is relatively single, and the original supervision unit continues to use it, the construction unit can directly entrust the project supervision business.

Article 23

The establishment of a limited liability company shall meet the following conditions:

(1) Shareholders meet the quorum;

(2) The capital contribution subscribed by all shareholders in accordance with the Articles of Association;

(4) Having a company name and establishing an organization meeting the requirements of a limited liability company;

A limited liability company shall be established by capital contribution of shareholders with less than 50 persons.

The establishment of a supervision company requires the following conditions:

(1) Obtaining the Business License of Enterprise as a Legal Person or the Business License of Partnership Enterprise.

Among them, enterprises that have obtained the Business License of Enterprise as a Legal Person can only apply for professional qualifications; An enterprise that has obtained the business license of a partnership enterprise can only apply for the qualification of a law firm.

(2) Having gone through the registration procedures for employees, and the relevant employees have obtained the practicing certificate and practicing seal registered in this enterprise.

(3) It has a relatively perfect organizational structure, quality and safety management system, technology and archives management system.

(4) Having a fixed workplace and necessary engineering test and detection equipment.

(five) to apply for the qualification of the firm, there should be more than three registered supervision engineers among the partners, and all the partners have more than five years of engineering supervision experience.

(six) to apply for three-level vocational qualifications, the following conditions shall also be met:

1. The registered capital is not less than 500,000 yuan.

2. The technical director is a registered supervision engineer with more than 8 years of engineering construction experience.

3. There shall be no less than 5 registered supervision engineers in corresponding disciplines.

(seven) to apply for Class B vocational qualification, the following conditions shall be met at the same time:

1. The registered capital shall not be less than1100,000 yuan.

2. The technical director is a registered supervision engineer with more than 10 years working experience in engineering construction.

3. The total number of registered supervision engineers, registered cost engineers, first-class registered construction engineers, first-class registered architects, first-class registered structural engineers or other registered survey and design engineers shall not be less than 15.

4. The number of registered supervision engineers in the corresponding specialty shall not be less than the number required in the Table of Number of Registered Supervision Engineers with Professional Qualification (Annex 2).

5. The registered cost engineer shall not be less than 1 person (the personnel who have reported to the professional registered supervision engineer shall not hold part-time jobs).

(8) Those who intend to directly apply for Grade A professional qualification should also have Grade A design qualification or Grade I or above construction general contracting qualification, and can only directly apply for Grade A engineering supervision enterprise qualification in the professional engineering category corresponding to their main business.
