Problems and countermeasures of urban management in Xinjiang: 4000-word composition.

Since then, Guo Hong has become the political, economic, cultural and transportation center of Panxian County. Guo Hong urban roads basically form a street network with five horizontal lines, four vertical lines and nine vertical lines: the five horizontal lines are Shengjing Avenue, Feng Ming Road, Jiangyuan Road, Danxia Road and Yucai Road; The fourth vertical is Du Fu Road, Pingchuan Road, Zhuhai Road and Tuanjie Road. 20 13 completed the reconstruction of main roads, pipelines and Shengjing Avenue. The completion of East Lake Park and Guo Hong Yueshan Square has further improved the quality of Guo Hong New Town. Successive county committees and governments have attached great importance to urban management, and all relevant departments and units have earnestly implemented urban management. Guo Hong New Town has a beautiful environment and clean roads, but "stubborn diseases" such as occupying roads, dumping vehicles indiscriminately and building illegally still rebound to varying degrees. How to fundamentally solve these problems? Only by further changing ideas, innovating management concepts and operating mechanisms, and further strengthening team building can we adapt to the needs of the new situation and new tasks and improve the level of urban management.

First, the main problems existing in the urban management of Guo Hong New Town

Urban management is a comprehensive social system engineering, which involves various departments and units, thousands of households, people's living environment, food, clothing, housing and transportation, and even specific personal interests. Urban management is also a dynamic process, with contradictions and problems all the time. The problems existing in the urban management of Guo Hong New Town mainly include:

(a) mobile stalls repeatedly banned, occupy the road from time to time. According to the Law on Urban Management Enforcement, some offenders adopt the circuitous guerrilla tactics of "you advance and I retreat, you retreat and I advance" and fight "time difference war" with law enforcement officers (such as the newly opened garden section of farmers' market, the Sanpan section of Hongfu food market, the Xiaoshanghui market and other sections). In view of the weak links in urban management law enforcement, some offenders take advantage of the loopholes in law enforcement and adopt the tactics of "scratching the ball" to sell items on tricycles in front of shops. However, when the urban management comes, it will suspend business, and the situation of "hide and seek" is more common (such as Huaxia Middle School Road, Primary School Road No.1 and Primary School Road No.2).

(2) The phenomenon of "accepting education with an open mind and refusing to change after repeated education" is common. This situation is more common in the daily management of persuasion education. Some vendors or shopkeepers put on a miserable face in front of the truth of the violation, gave various good reasons to support their families, and accepted the education of law enforcement officers with an open mind. The only feeling that people have is that they have a very good attitude towards misunderstanding, but they "return to their old jobs" in another place (for example, vendors, shopkeepers and vegetable farmers around Guo Hong often violate the rules before 9: 00 am and after 5: 00 pm).

(3) Violent resistance to the law occurs from time to time. Urban management law enforcement personnel will inevitably have friction with the managed personnel in the process of law enforcement. The quality of some management colleagues is quite low. Let you "be emotional and be sensible", that is, go your own way and instruct family members or social busybodies who don't know the truth to make a fuss about urban management law enforcement personnel, deliberately smash illegal items or lie on the ground (some even lie under the law enforcement vehicle), or shout "Urban management has hit people" while actively attacking law enforcement management personnel, which makes law enforcement impossible. According to the survey, violent anti-law incidents mostly occurred in downtown areas such as Little Square, Erpan, food markets, railway stations, etc., and most of them were on duty at night, and most of them occurred in hard-working law enforcement officers. Especially when dealing with foreign mobile vendors and occupying sidewalks for parking, it often happens.

(4) Traffic disorder in some areas. In order to alleviate the difficulty of parking, Guo Hong New Town has planned a large number of occupied parking spaces on urban roads, but some drivers still park at will and walk on the sidewalk at will (especially in the section of "Huaxia Middle School Road" where occupied parking spaces are located); Non-motor vehicles and motorcycles are parked in front of shops or occupy pedestrian passages; Both ends of the population of several major food markets are crowded with passengers and motorcycles; The phenomenon that affects citizens' travel is widespread.

(5) There are still some dead ends with poor sanitation. In recent years, the environmental sanitation of Guo Hong New Town has been greatly improved, and the city image has also been greatly enhanced. However, in some dead-end areas, the environmental sanitation situation has fallen sharply, and the sanitation facilities have been seriously damaged. The phenomena such as littering by citizens, littering by shops on sidewalks and illegal raising of poultry and livestock have become the focus of social comments (mainly concentrated in urban-rural fringe areas such as Jiupu, Ziyi, Pingchuan and Huajiatun, and several farmers' markets).

(six) the phenomenon of illegal construction is more serious. After the revision and implementation of the Urban and Rural Planning Law, the law has given the urban construction supervision department greater power to enforce the law. At present, the illegal construction in the central city of Guo Hong has been basically controlled. However, in some urban-rural fringe areas (Lianghe New District, Jiupu, Shapo, Molangpu and Huajiatun), illegal buildings occupied by residents privately or left over from a long history have been expanded step by step, and the phenomenon of illegal construction on the roof is still serious, which affects the overall safety and landscape effect of the building.

(VII) There is little joint enforcement by regulatory authorities, and the enforcement effect is not obvious. Lack of urban management awareness, lack of overall awareness and cooperation of urban management departments such as public security, industry and commerce, urban management and health, and lack of "support" for the problem of overlapping functions, which weakens urban management (for example, private cars parked in sections such as Huaxia Middle School and Wanhao Shuiyi-parked on the road, dragged by traffic police, parked on the sidewalk; Stop on the sidewalk and the car will stop on the road. )

Second, some thoughts on establishing a long-term management mechanism in Guo Hong.

With the continuous development of economy and society, new and higher requirements are put forward for urban management. Guo Hong's urban management needs to be scientific, innovative and keep pace with the times in order to meet the needs of continuous development and change.

(a) to cultivate the concept of joint law enforcement supervision and management departments. Because of the universality, regularity, long-term, dynamic and complex characteristics of urban management, urban management can not be completed by any department independently. Therefore, urban management must proceed from a realistic and scientific point of view, adhere to the premise of performing their respective duties, establish an effective joint law enforcement mechanism, and achieve mutual support, mutual cooperation, mutual understanding, Qi Xin's concerted efforts and multi-pronged. On the basis of giving full play to the responsibilities of leadership, coordination, supervision and inspection, the Urban Management Committee and the Urban Management Office should pay attention to mobilizing the cooperation ability of relevant urban management departments, implement the system of "copying and reporting" and "ordering rectification" for violations of laws and regulations, act as "converters", release the mastered problems to relevant responsible departments in time, establish a good urban management operation network, and form a situation of joint management and linkage from top to bottom.

(two) to strengthen administrative management, strict planning and construction of new city. Strictly control the examination and approval of stores, put an end to the phenomenon of stacking, management and operation outside stores from the source, and change the past management of toll collection for occupying roads into the management of punishment for occupying roads. Industry administrative departments should conscientiously implement the requirements of relevant documents, strictly control the industry access standards and the industry setting requirements of Guo Hong urban road sections, and clear the obstacles for the smooth development of urban management. In the planning and construction of new urban areas, we should simultaneously consider supporting the construction of public toilets, garbage transfer stations, bus stations, bazaars, parking lots and other infrastructure, so as to ensure sufficient quantity and reasonable distribution. Relevant functional departments should actively participate in the pre-construction planning and design review and completion acceptance, and implement the "one-vote veto" system for infrastructure construction that does not meet the requirements. On the one hand, it is necessary to eradicate the phenomenon of occupying roads, stopping and leaving them in disorder, strictly control and standardize secondary roads, and strengthen the construction and management of small markets in urban primary and secondary roads, communities and residential quarters. On the other hand, we should take care of the practical difficulties and problems of the disabled and the surrounding landless peasants, try our best to solve the worries of the vulnerable groups, coordinate the civil affairs, the Disabled Persons' Federation and the community neighborhood committees to help them broaden their employment channels, formulate and introduce a series of preferential policies, actively encourage and support social funds to invest in welfare factories, and absorb the employment of the vulnerable groups.

(4) Implement refined management. At present, Guo Hong's urban management still stays in the extensive management mode, focusing on several vegetable and fruit stalls and the follow-up management after the approval of large-scale construction projects. We should change from extensive management mode to refined and digital management mode. First of all, according to the different geographical environment, the road sections should be divided into demonstration street (50 meters street, Jiangyuan road), Yan Guan street (newly opened garden road) and supervision street (Huaxia middle school road), and corresponding standardized management regulations should be formulated; Second, we must make overall plans and make all-round and full-time supervision; Third, we must have the concept of numbers, and use numbers to measure whether management is up to standard; The fourth is to fine-tune the management mode and adopt the method of "staring, inspecting and preventing" so that law enforcement officers can achieve "four diligence", that is, eye diligence, hand diligence, foot diligence and mouth diligence, and curb illegal activities in the bud; Fifth, we must put an end to the phenomenon that urban management is tight before it is loose.

(5) Centralized rectification of illegal buildings. Create a momentum of strict management and heavy punishment, form a high-pressure management situation, deter illegal parties, and curb the spread of illegal acts. With the expansion of Guo Hong's built-up area, some people get huge compensation from the government during the demolition and reconstruction, and build houses indiscriminately, especially in the urban-rural fringe and suburban villages such as Lianghe, Jiupu, Ziyi and Huajiatun. Law enforcement officers are prone to siege and violent resistance to the law when forced demolition. In order to combat the arrogance of offenders, we should organize the departments of land, housing management, construction and public security to dismantle and build illegal buildings to show the prestige of the administrative law enforcement team. Based on the principle of treating both the symptoms and the root causes, the Urban Management Office concentrated the strength of law enforcement departments, focused on overcoming the "stubborn disease" with serious rebound, and incorporated rectification and daily management into the dual-track management mechanism to achieve the purpose of long-term management.

(six) to strengthen the construction of urban management law enforcement team. First, strengthen the quality education of the team, improve the law enforcement skills, standardize the law enforcement procedures, and constantly improve the law enforcement level of the team members; The second is to implement quantitative assessment, clear road sections, clear personnel, clear standards, clear responsibilities and clear goals; The third is to implement the system of waiting for posts and not eliminating them, enhance the sense of responsibility and professionalism of team members, and improve the work style of law enforcement teams; The fourth is to establish a reward and punishment incentive mechanism, manage and make good use of urban management cadres, gradually establish a system of urban management personnel's survival of the fittest, being able to enter and leave, and exchanging positions, carry forward the team's healthy spirit and establish a professional spirit of "talent and talent"; Fifth, the policy is inclined to enrich the law enforcement force. Urban management personnel refer to the public security police to improve welfare and law enforcement equipment, and improve the scientific and technological content of law enforcement.
