Outsiders can take the Beijing civil service exam. In terms of household registration, the Beijing Civil Service Examination will provide some positions for people outside Beijing, including fresh graduates of non-Beijing students from universities in the Beijing area and students with the highest academic qualifications from full-time ordinary universities outside Beijing who have obtained the "Three Good Students" and "Excellent Students" or above at the school level during their studies. Article 23 of the Civil Servant Law of the People's Republic of China and the following civil servants who are employed as first-level chief staff members and other equivalent ranks shall adopt the following procedures: Methods of public examination, strict inspection, equal competition, and merit-based admission.
