According to the Provincial Department of Labor and Social Security, although Henan's re-employment work has achieved certain results and the employment situation is basically stable, there are still many problems to be solved urgently.

The re-employment situation is getting more and more severe, and the employment pressure is enormous. As the most populous province in China, Henan has an underdeveloped economy, and the contradiction between labor supply and demand is very prominent. Finance is generally difficult, and the employment service center is overwhelmed. There are widespread financial difficulties in all parts of Henan Province, most of which are food finance. There is a serious shortage of funds for labor market construction and re-employment promotion in various places. There is no place to hold job fairs for laid-off workers, so it is difficult to send job information to laid-off workers simply and quickly. Re-employment training is generally short of funds. The office funds of most city and county employment service agencies have not been implemented, and the survival of some local employment service agencies has become a problem. There are more than 40,000 laid-off workers in Kaifeng, and it is extremely difficult to raise funds for the basic living security of laid-off workers.
It is difficult for laid-off workers to terminate their labor relations when they leave the center. Difficult enterprises are unable to pay economic compensation and historical debts. According to the survey, in 2000, the historical debts of enterprises (including wages, social insurance, fund-raising, mortgage, medical expenses, housing accumulation fund, etc. ) involving 453,300 laid-off workers, the amount is 5.923 billion yuan, the economic compensation per capita is 63 16 yuan, and the historical debt per capita is 13 100 yuan. According to statistics, in 200 1 year, there were 223,700 laid-off workers whose contracts (agreements) expired, and this year, the labor contracts expired nearly 6,543,800+2,000. When their contracts expire, most of them have no job opportunities. According to the national policy, they need about 6,543,800 yuan of economic compensation to enter unemployment insurance, which is difficult for most enterprises to cash at present. Laid-off workers who have stayed in the "center" for three years are worried about their way out, and enterprises are once again pushed to the forefront in the face of their resurgence. From the perspective of the whole province, about 69% of laid-off workers cannot solve this problem because their enterprises are in a state of suspension or semi-suspension.
