The main responsibilities of the Department of Land and Resources of Xinjiang Uygur Autonomous Region

(a) to undertake the responsibility of protecting and rationally utilizing natural resources such as land resources and mineral resources in the autonomous region. Organize the formulation of the development plan and strategy of land resources in the autonomous region, carry out the analysis of the economic situation of land resources in the autonomous region, study and put forward policy suggestions on the balance between supply and demand of land resources in the autonomous region, participate in the study of macroeconomic operation, regional coordination and urban-rural overall planning in the autonomous region, and formulate regulatory policies and measures involving land resources; Prepare and organize the implementation of land planning; Formulate and organize the implementation of policies and measures for resource conservation and intensive utilization and circular economy in the field of land and resources in the autonomous region.

(two) to assume the responsibility of regulating the order of land and resources management. To implement the state's principles, policies, laws and regulations on land and resources, study and draft local regulations on the management, protection and rational utilization of land and resources and draft regulations of the people's government of the autonomous region, and study and formulate relevant policies; To formulate technical standards, regulations, norms and measures for the management of land and resources in the autonomous region and organize their implementation; Supervise and inspect the implementation and compliance of laws and regulations on land and resources by the people's governments at all levels and the administrative departments of land and resources in the autonomous region, guide the administrative law enforcement of land and resources in the autonomous region, and investigate and deal with illegal cases of land and resources.

(three) to assume the responsibility of optimizing the allocation of land and resources. Compile and organize the implementation of special plans and plans such as the overall land use planning, annual land use plan, land consolidation and reclamation development plan of the autonomous region. Organize the preparation of special plans related to mineral resources, geological exploration and geological environment planning, geological disaster prevention and mine environmental protection in the autonomous region, and supervise and inspect the implementation of the plans. Guide and review the overall land use planning of prefectures (cities), counties (cities) and townships (towns) and the mineral resources planning of prefectures (cities) and counties (cities). Participate in the examination and approval of the relevant plans involving land and minerals submitted to the people's government of the autonomous region.

(four) responsible for regulating the management of land and resources ownership. Protect the legitimate rights and interests of owners and users of natural resources such as land resources and mineral resources according to law; Organize mediation of major ownership disputes and guide land ownership; To undertake the collection, arrangement, sharing and exchange management of all kinds of land registration materials and provide social inquiry services.

(five) to assume the responsibility for the protection of cultivated land in the autonomous region, and to ensure that the amount of cultivated land and the basic farmland area determined by the plan are not reduced. Formulate and implement policies for the protection and development of cultivated land in the autonomous region, organize the implementation of basic farmland protection, and supervise the implementation of the compensation mechanism system for cultivated land occupation. Guide and organize the supervision and management of unused land development, land consolidation, land reclamation and cultivated land development. Organize the implementation of land use control, land development, agricultural land conversion and land expropriation, and undertake the examination and approval of all kinds of land use reported to the people's governments of the State Council and the autonomous region. In conjunction with relevant departments, do a good job in the hearing and distribution of land acquisition compensation.

(six) to provide timely and accurate data of land use in the autonomous region. Formulate measures for cadastral management in the autonomous region, organize land resources survey, cadastral survey, land statistics and dynamic monitoring, organize major special land surveys in the autonomous region, and guide local cadastral survey, registration and land grading.

(seven) to undertake the responsibility of saving and intensive use of land resources. Management and supervision of urban and rural construction land supply, government land reserve, land development and economical and intensive use. In accordance with the provisions, formulate and organize the implementation of the autonomous region land use right transfer, lease, pricing and transfer management measures, establish a benchmark land price, demarcation land price and other government publicity land price system, formulate and implement the township (town) and village land use management measures, and jointly with relevant departments, supervise and manage the circulation of rural collective construction land use rights. Implement the catalogue of land supply and land allocation prohibited and restricted by the state. To undertake the disposal of state-owned land assets of transformed enterprises and report it to the State Council and the autonomous region for approval.

(eight) to assume the responsibility of regulating the market order of land and resources. Manage and supervise the use of land assets, land market and construction land, and implement dynamic monitoring of land market and land price; Standardize and supervise the mining rights market, organize and implement the supervision and management of mining rights holders' exploration and mining activities, standardize and supervise social intermediary organizations and behaviors related to land and resources, and investigate and deal with illegal acts according to law.

(nine) to be responsible for the development and management of mineral resources, and to manage the examination, approval, registration, certification and transfer of mineral resources exploration and mining rights according to law; Responsible for the management of the planned mining areas of the state and the autonomous region and the mining areas of great value to the national economy, undertake the total amount control and related management of the protective mining of specific minerals and superior minerals, and organize the formulation and implementation of the mining right setting plan of the autonomous region.

(10) To be responsible for the geological exploration industry and the management of mineral resources reserves, organize the implementation of geological survey and evaluation and mineral resources exploration in the autonomous region, manage geological exploration projects at the autonomous region level, and organize the implementation of major national and autonomous regional geological exploration projects; Manage geological exploration qualifications, geological data and geological exploration results according to law; Unified management of the autonomous region public geological survey and strategic mineral resources exploration.

(eleven) to undertake the responsibility of geological environment protection. Organize the implementation of mine geological environment protection, supervise and manage important protected areas and places such as paleontological fossils, geological relics and mining relics; Manage the exploration and evaluation of hydrogeology, engineering geology and environmental geology according to law; Responsible for the unified management of the geological environment monitoring station network in the whole region; To undertake the exploration, evaluation and management of urban geology, agricultural geology and tourism geology; Organize monitoring and supervision to prevent land subsidence caused by groundwater overexploitation and geological environment damage caused by groundwater pollution.

(twelve) to bear the responsibility for the prevention and control of geological disasters. Guide emergency response, organize, coordinate, guide and supervise the prevention and control of geological disasters, and formulate and organize the implementation of emergency plans for major geological disasters and other land and resources emergencies.

(thirteen) to collect land and resources income according to law, standardize and supervise the use of funds, and formulate policies and measures for land and mineral resources to participate in economic regulation. Organize the collection and management of special income from land and mineral resources according to law, cooperate with relevant departments to formulate an income distribution system, and guide and supervise the collection and use of funds for land consolidation, reclamation and development in the autonomous region. Participate in the management of land, minerals and other resource assets funded by the state and autonomous regions and the rights and interests of mining rights, and be responsible for the budget and final accounts of relevant funds and funds, and the management and supervision of finance and assets.

(fourteen) to promote the scientific and technological progress of land and resources, and to organize the formulation and implementation of the scientific and technological development and personnel training plan of land and resources in the autonomous region. Responsible for the evaluation and recommendation of land and resources science and technology projects. Carry out foreign exchanges and cooperation on land and mineral resources in the autonomous region. Organize the implementation of land and resources informatization and public service of information materials.

(fifteen) to undertake other tasks assigned by the people's Government of the autonomous region.
