The competent department of urban greening and the competent forestry department (hereinafter referred to as the competent department of greening) shall, in accordance with the division of responsibilities, supervise and manage the greening work in this Municipality.
District and county (city) greening departments shall be responsible for urban and rural greening within their respective administrative areas under the guidance of the municipal greening department.
The relevant departments of the people's governments of cities, districts and counties (cities) shall do a good job in urban and rural greening in accordance with the division of responsibilities.
Street offices and Township People's governments are responsible for organizing and supervising the implementation of green space management and greening responsibilities of units and residential areas within their respective jurisdictions. Article 4 The municipal, district and county (city) people's governments shall incorporate the greening construction into the national economic and social development plan, and ensure the investment of public green space construction and maintenance funds.
Greening construction is mainly based on government investment, supplemented by social investment, and units and individuals are encouraged to participate in greening construction in the form of investment and donation. Article 5 Encourage and strengthen scientific research on greening, popularize and apply advanced technologies, select and introduce plant varieties that are suitable for the natural conditions of this Municipality and have beautification effects, promote the transformation of scientific and technological achievements in greening, and improve the scientific, technical and artistic level of greening. Article 6 The municipal, district and county (city) people's governments shall commend and reward the units and individuals that have made outstanding contributions in the greening work. Chapter II Planning and Construction Article 7 In the preparation of green space system planning, we should adhere to the principle of combining improving the ecological environment with enriching the landscape, make full use of and protect natural resources and human resources, ensure the demand for green space according to the population size, service radius and urban and rural areas, and reasonably determine the greening objectives, green space layout and various green space control principles. Eighth city planning department in conjunction with the municipal greening department with the preparation of the city's green space system planning, approved by the Municipal People's government, into the overall urban planning. The preparation of urban green space system planning should take the form of publishing the draft and holding demonstration meetings and hearings to solicit the opinions of relevant departments, the public and experts. Urban green space system planning shall be announced to the public after being approved by the Municipal People's Government according to law.
District, county (city) green space system planning by the district, county (city) people's government organization, and in line with the urban green space system planning, as well as local regulatory detailed planning.
The township green space system planning is organized by the township people's government, which is consistent with the district and county (city) green space system planning, and is connected with the local regulatory detailed planning. If the planned green space is reduced due to the adjustment of the green line, a new planned green space shall be implemented. Tenth major projects that need to change the nature of green space use due to construction and special circumstances shall be submitted by the Municipal People's Government to the Standing Committee of the Municipal People's Congress for deliberation.
If the adjustment of greening planning involves the change of the overall urban planning layout, the Municipal People's Government shall submit it to the Standing Committee of the Municipal People's Congress for deliberation and go through the approval formalities according to law. Eleventh new development and transformation of old areas must plan the corresponding green land. The planned green area for the development of the new district shall not be less than 35% of the total land area; The green space area of the old district reconstruction plan shall not be less than 25% of the total land area. Twelfth construction projects should be arranged in accordance with the planning of affiliated green land.
When handling the relevant examination and approval procedures, the competent planning department shall determine the attached green space of the construction project according to the green space system planning, detailed planning and the following standards:
(1) The attached green areas of institutions of higher learning, government organizations, military units, hospitals, sanatoriums, hotels and public cultural facilities in the newly-built area shall not be less than 35% of the total land area of the project, and the attached green areas of other units shall not be less than 30% of the total land area of the project;
(two) the greening area attached to the unit in the transformation of the old district shall not be less than 30% of the total land area of the project;
(3) The green area of newly-built residential areas shall not be less than 30% of the total land area, and centralized green space shall be planned according to the standard that the per capita of residential areas shall not be less than one square meter, and the planned green area of residential areas shall not be less than 25% of the total land area;
(four) the green area of enterprises that produce harmful gases and pollution shall not be less than 30% of the total land area, and a shelter belt of not less than 50 meters shall be established according to national standards;
(five) new construction, expansion and reconstruction of urban roads, the main road green belt land area shall not be less than 25% of the total land area of roads, and the secondary road green belt land area shall not be less than 15% of the total land area of roads.
