How about Hunan Hengdong No.2 Middle School?

Enlightenment from visiting Hengdong Education.

On April 14, I accompanied comrades in personnel units to Hengdong County for a short inspection, mainly to learn from the experience of personnel system reform in basic education in Hengdong County. Unexpectedly, we found that Hengdong's performance in the construction of rural primary and secondary schools was impressive. They have a firm belief in running a school. They have done a lot of fruitful work and accumulated rich experience for developing basic education in county rural areas and creating a relaxed educational environment. To sum up, the following aspects are worth learning:

First, use the "three parks" theory to guide the construction of campus environment.

We visited four schools in Hengdong County: Fish Perfect Primary School, Qianjin Perfect Primary School, Ronghuan Middle School and Hengdong No.1 Middle School. The first three schools are all rural schools, but they all give people the feeling of being outstanding. Infrastructure construction is willing to work hard, greening, purification and beautification are in place, and flowers, green trees and tree-lined grasslands constitute a poetic feeling. More importantly, it has high cultural taste, strong humanistic spirit and high architectural grade. Almost every school has cultural statues or school landmark buildings, and the cultural atmosphere is particularly strong. Urban schools and rural schools abound and are impartial. When you enter any campus, you will be subtly influenced and infected. I dare to assert that compared with the above-mentioned schools in Hengdong, there is hardly a decent primary school campus in Leiyang, and even all the famous schools in the urban area, including the primary school attached to Leinormal University, are not up to grade. Even City No.2 Middle School and City No.1 Middle School, compared with the key middle schools in Hengdong No.1 Middle School, have less garden features, less elegance and poetry, and more so-called modern noise. Our key middle school, in the "forest" of reinforced concrete, is too crowded and suffocating. Secretary Dong of the Party Committee of Hengdong Education Bureau who accompanied the inspection hit the nail on the head: our campus construction implements the principle of "three parks": a learning park of knowledge, a paradise of life and a paradise of entertainment.

Second, strive for the re-education of the party and the government and create a relaxed external environment.

Change is meaningful, but change will lead to death. The education system in Hengdong County has the spirit of "sharing weal and woe" and can mobilize all positive factors to serve education. On the one hand, they create a public opinion atmosphere of publicity and education in the county: Hengdong TV station has two special reports on "revitalizing the city through education" every week to strengthen education and publicity. On the other hand, through active efforts and coordinated relations, they will soon or have issued a series of relevant policies to protect educational rights and interests:

(1) All functional departments must obtain the consent of the deputy secretary or deputy county magistrate in charge of education when they go to the education department or unit for inspection;

(2) Specify the scope of work inspection of functional departments: only regulate the school-running behavior of the inspected units, and no fines shall be imposed on the inspected units. Otherwise, how much money will be confiscated, and the city will allocate the same amount of funds from the special funds of this functional department to the education department accordingly.

(3) Supervision of Parents' Committee: The Education Office organizes well-known local entrepreneurs or deputies to the National People's Congress, CPPCC members and some capable parents to form parents' committees, and the parents' committees will come forward to collect tuition fees and donate them for special purposes; At the beginning of the school year, members of the parents' committee and local township leaders or village party secretaries in charge of education went to various schools to publicize and mobilize donations to parents or students themselves.

(4) "Work-related injury" protection measures: When the higher authorities criticize you for taking the action of donating money for education too quickly or inappropriately, our bureau will investigate the responsible person according to the requirements of the higher authorities. However, as long as the responsible person is in the public interest and for the development of the school, the bureau will regard it as a "work-related injury", the punishment of the punishment, and the review of the review, but the result of the punishment will not enter the file and will not affect the future promotion of the responsible person.

(5) Remedial measures for refund: If the above requirements for refund are violated, the school will issue a refund notice and publicly post it, requesting the parents who refund the fees to the class teacher, and the parents and their children will sign it; And ask the class teacher to seize the opportunity to educate parents on the idea of promoting education and emphasizing education, and publicize the significance of donating campus construction to children's growth; If parents understand clearly and don't refund the fee, they will sign their names and make a promise.

Third, encourage multi-party fund-raising to run schools.

The Education Bureau of Hengdong County believes that "educational development is the last word", so it raises funds for running schools in a multi-pronged manner, and schools compete to "build nests to attract phoenix" and do a good job in campus construction. Last year, Hengdong County used foreign capital of 6.5438+0.5 million only to improve the running conditions of public schools, not to mention private schools.

(1) Financial Blood Transfusion Support Education: In the past three years, Hengdong County has exempted government adjustment funds such as school selection fees and school construction fees for senior high schools, and also squeezed out funds from government reconstruction funds to transfuse blood for school reconstruction projects. The total investment of light and dangerous reconstruction reached nearly160,000 yuan.

(2) Donation for tuition: Everything is for the sake of running a good education. In order to do a good job in the construction of educational infrastructure, Hengdong County Education Bureau collects tuition fees from parents' committees. Except for a few poor students, the average per person is 50,80, 100. For example, Ouyang Yu Experimental Middle School donated more than 80,000 yuan through the parents' committee to build campus cultural attractions, which beautified the campus environment.

(3) "Go out, please come in" to attract investment to run schools:

Hengdong county adopts various preferential measures, such as giving the investment boss the right of naming or cooperative development, and encouraging the school principal and the director of the education office to organize investment or local investment. (4) Multi-channel borrowing: borrowing from faculty and staff, borrowing from banks to build schools, improving school conditions, and the school paying back money year by year can be regarded as borrowing money from tomorrow to do today's things; Take the infrastructure team to build it first, and the school will try its best to pay it back, that is, borrow other people's money to do its own thing. In the past three years, seven new student apartments and dormitories have been built in No.1 Middle School, No.2 Middle School and No.5 Middle School in the county, which has eased the pressure of studying.

(5) Work-study program "hematopoiesis": Hengdong County requires all schools to carry out work-study programs to enhance the "hematopoiesis" function of schools. For example, County No.2 Middle School provided the school with a construction fund of 1.8 million yuan by renting the facade and increasing income.

Fourth, buckle the core of personnel and play a game of chess.

The reform of education and personnel system in Hengdong county can grasp one key point and three keys, and always insist on keeping people in career, emotion and treatment, so as to make outstanding backbone teachers get ahead. In recent years, a large number of teaching rookies have come to the fore, training 93 national cadres and key teachers in provinces and cities, and training three special-grade middle school teachers, including Mao Jingwen, which has effectively revitalized the county's teacher resources.

One key point is to "renew ideas and make good use of cadres". Relocate cadre management, realize that cadre management is the core of the whole education and personnel work, innovate and implement new employment standards. (1) New thinking of employing people: Give opportunities to those who want to work; Give this position to the director; Give status to successful people. Grasp the first level, manage the first level and show the first level. (2) The new standard of employing people: stepping onto the platform-launching a teaching competition for administrative cadres, and changing the administrative listening teacher's class into a teacher's class; Can speak Mandarin (not required to be over 45 years old)-no promotion without a Mandarin certificate; Can use computer-no computer grade certificate, no promotion; (3) Competition for posts: In order to implement the principle of "opportunity is given to those who want to be officers, posts are given to those who can be officers, and status is given to those who can achieve things", outstanding talents with good political and professional quality, dedication and pioneering spirit are promoted to leadership positions as much as possible. In 2003, No.1 Middle School in Hengdong County tried to compete for middle-level cadres, and three young and experienced cadres were promoted to leadership positions. For example, Xiao Meiyun, the principal of Hengdong No.2 Middle School, is a selfless and meticulous competitive principal who strives to forge a rural ordinary middle school into a "banner".

The three keys are "stable team+reasonable communication+strict control".

1. Cultivate academic leaders and stabilize the backbone teachers. Academic leaders are the key to improve the quality of education and teaching, and give full play to their exemplary role. Implement the allowance system for academic leaders and implement dynamic management. Vigorously implement the "35 10 Master Project", requiring young teachers to achieve the goal of "three years of growth, five years of success, and ten years of fame" through training or their own efforts, so that outstanding backbone teachers can take root in the front line of teaching, love their jobs, give them a burden, let them take the lead, and let them feel trust and not change their original intentions.

2. Implement the teaching system to promote the rational flow of teachers. Since 2002, the Education Bureau of Hengdong County has vigorously promoted the teacher support system for overstaffed units and deepened the reform of the personnel system in primary and secondary schools. Through document propaganda, news propaganda and public opinion propaganda, they approved the establishment and posts, stipulated different conditions and corresponding welfare benefits, took effective measures, established effective systems such as teachers' mobilization and exchange, and implemented typical promotion to successfully carry out teaching activities. There were more than 70 replies in the first time, and more than 100 in the second year. The county saves more than 600,000 yuan in alternative funds every year, which largely solves the contradiction between the lack of staff and the over-staffing.

3. Strictly control the entrance of personnel and put the school in a correct position: the bureau strictly controls the entrance of colleges and universities, and the bureau openly recruits and organizes teaching; No school (key middle school is no exception) is allowed to be the master without authorization, and it is not allowed to surpass its own level.

Fifth, enhance the sense of crisis in developing education.

Through interviews, we found that the educators in Hengdong, especially the headmaster and the director of the education office, have strong professionalism. They consciously regard running schools and education as their mission, unlike some people who only regard it as a simple job or support their families. There are many touching things. Here are two simple examples to illustrate. A group of people from Ding Yu Primary School in Hengdong County went to Shenzhen for investment promotion for half a month. They are diligent and thrifty, and have introduced nearly 200,000 yuan for the establishment of the school. Travel expenses are only in 700 yuan. Hengdong county was investigated and dealt with by the province according to the policy because of the unified collection of donated tuition fees. A representative of the county people's congress took the initiative to take full responsibility and requested to be exempted from the punishment of the relevant responsible person in the county.

Throughout the investigation, we have been a little confused. Why can educators in Hengdong County make concerted efforts to develop education in Hengdong? (although some practices may not be appropriate). Luo Tiehui, the deputy magistrate in charge of education in Hengdong County, seems to have guessed our idea. He told a well-known truth in very simple words: "We often educate cadres and workers to be prepared for danger in times of peace, recognize the situation that education development has faced, urge everyone to take the development of education as their mission, and gradually help them form a firm belief that it is my duty to develop education." Emotion is strength, and faith is the pillar. Therefore, the Education Bureau of Hengdong County has established the guiding ideology of "self-development, debt management, and let education bid farewell to the disadvantaged groups", and at the same time, it specifically interprets the education that people are satisfied with as the following four requirements: (1) cadres should satisfy teachers; (2) Teachers should satisfy students; (3) Students should satisfy their parents; (4) Schools should satisfy the society.

We feel very fresh about deputy county magistrate Luo's statement of "forced prostitution". For this reason, we specially interviewed Dong, secretary of the Party Committee of Hengdong County Education Bureau. Dong told us bluntly: "Our personal measures to develop education are a bit out of line in the eyes of ordinary people, but the plight of rural basic education now really makes us helpless, so we borrowed the saying of' forcing good girls to become prostitutes'. Then, Dong analyzed the current difficult situation of rural basic education for us, and we felt the same way in Leiyang:

1. After the abolition of rural education surcharge, fees and miscellaneous fees, the charging policy has been tightened, and rural education funds have become even more stretched;

2. The financial input at all levels, especially at the township level, is insufficient, and the county-level finance has to adjust education funds to pay teachers' salaries, making it more difficult to run schools in rural areas;

3. The so-called law enforcement agencies frequently find excuses to set up cards for punishment, and the external environment is not relaxed;

4. The reconstruction of dangerous buildings, layout adjustment and modernization of educational equipment are urgent and urgent. The poor investment in education has been difficult to solve.

As we know, Hengdong County, as an agricultural county with underdeveloped county economy, has made rapid progress in teaching quality in recent two years, blossomed everywhere in urban and rural areas, and the overall education level has been continuously improved, making it a leader among brother counties and cities in the region. Every year, seven or eight hundred students in this county are admitted to various universities for further study. In 2002, four people were admitted to Tsinghua, and 1 person was admitted to Peking University. In 2003, 1 of the students were admitted to Tsinghua and 2 were admitted to Peking University, accounting for a high proportion of the total number of candidates. These achievements are related to their practice of the creed that "emotion is strength and faith is the pillar".
