Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation and create a clean, beautiful, livable and civilized city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Hunan Province on the Comprehensive Administration of Cities and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and the urbanization management areas delineated and announced by the people's governments of cities and counties (cities, districts). Article 3 The management of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility, public participation and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, co-ordinate the construction of facilities, promote the enjoyment of information, and guarantee the working funds. Fifth city management department is responsible for the management of city appearance and environmental sanitation within their respective administrative areas. Other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

The administrative punishment stipulated in these Regulations and the administrative coercive power related to the administrative punishment shall be implemented by the competent department of urban management, unless there are special provisions in laws and regulations. Article 6 Urban management departments, news, education, culture, health and other departments, sub-district offices and township people's governments shall strengthen publicity and education of city appearance and environmental sanitation laws and regulations and scientific knowledge, enhance citizens' awareness of maintaining city appearance and environmental sanitation, and improve citizens' civilized quality.

The management units of airports, stations, docks, tourist attractions, bazaars, large shopping malls and other public places shall strengthen the publicity and education of city appearance and environmental sanitation. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 9 The system of area of responsibility shall be implemented for city appearance and environmental sanitation.

The area of responsibility for city appearance and environmental sanitation refers to the buildings, structures, facilities and places owned, used or managed by relevant units and individuals and the surrounding areas within a certain range. Tenth city appearance and environmental sanitation responsibility area and responsible person shall be determined in accordance with the following provisions:

(a) public areas such as urban roads, bridges, bus stops and underground passages shall be the responsibility of the city appearance and environmental sanitation management unit;

(three) the residential areas that implement property management shall be responsible for the property service enterprises; Residential areas that have not implemented property management shall be in charge of sub-district offices or township people's governments;

(four) shopping malls, shops, supermarkets, commodity trading markets, exhibition venues, hotels, restaurants and other business places, managed by the management department;

(five) airports, stations, docks, parking lots, tunnels and other places, as well as along railways and highways, shall be the responsibility of the managers;

(six) parks, green spaces, squares, scenic spots and public places such as culture, sports, entertainment and sightseeing shall be managed by them;

(seven) organs, organizations, troops, enterprises and other units and their surrounding approved areas;

(eight) the construction project is the responsibility of the project construction unit and the construction unit, and the land to be built is the responsibility of the land use right holder;

(nine) public toilets, garbage transfer stations and other environmental sanitation facilities by the management unit.

If the responsible area or person is not clear, it shall be determined by the competent department of urban management. After the area of responsibility and the responsible person are determined, the responsible person shall be informed in writing. Eleventh city appearance and environmental sanitation responsible person shall perform the following duties:

(a) keep the city clean and tidy;

(2) keeping the environment clean and tidy;

(three) set up environmental sanitation facilities in accordance with the regulations, and keep them intact and clean;

(four) other city appearance and environmental sanitation work as prescribed by laws, regulations and rules. Chapter III City Appearance Management Article 12 The facades, roofs, platforms and outer corridors of buildings facing the street shall not be equipped with facilities that do not meet the city appearance standards, and shall not be hung, aired or shelved with articles that hinder the city appearance and endanger safety. Thirteenth any unit or individual shall not dig the city road without authorization. The newly built, expanded and rebuilt urban roads shall not be excavated within five years after delivery and within three years after the completion of the overhauled urban roads; If excavation is really necessary due to construction projects, it shall be reported to the people's government at or above the county level for approval.

Approved by the excavation of urban roads, the construction unit shall set up obvious signs and safety facilities at the excavation site, and publicize the construction period, indicating the start and completion dates. After the completion of the project, the construction unit shall promptly clean up the site and restore it to its original state.
