Article 4 The people's governments at the city and county levels shall incorporate urban management into the national economic and social development plan, strengthen the construction of municipal infrastructure and public service facilities, improve urban functions, and improve the degree of urban civilization.

The administrative department of housing and urban and rural construction is responsible for urban management and coordination.

Other administrative departments shall do a good job in urban management according to their respective responsibilities. Article 5 The comprehensive administrative law enforcement department of urban management of the Municipal People's Government is mainly responsible for the guidance, supervision and assessment of urban management law enforcement, as well as the investigation and handling of trans-regional, major and complicated illegal cases.
