Regulations of Liaoning Province on the Management of Livestock and Poultry Slaughtering (revised 20 17)
The term "livestock and poultry products" as mentioned in these Regulations refers to the unprocessed carcasses, meat, fat, viscera, blood, bones, heads, hooves (claws) and skins of livestock and poultry after slaughter. Article 3 The system of fixed-point slaughter and centralized quarantine shall be implemented for livestock and poultry slaughter.
Without a fixed point, no unit or individual may engage in livestock and poultry slaughtering activities. However, livestock and poultry slaughtered by individuals in rural areas and poultry slaughtered and eaten by urban residents are excluded. Article 4 The animal husbandry and veterinary administrative departments of the people's governments of provinces, cities divided into districts (hereinafter referred to as cities) and counties (including county-level cities and districts, the same below) shall be responsible for the supervision and management of livestock and poultry slaughter within their respective administrative areas.
Health, environmental protection, food and drug, industry and commerce, public security, construction, ethnic affairs and other relevant departments, within the scope of their respective duties, do a good job in the supervision and management of livestock and poultry slaughter.
Township (town) people's government to assist the county animal husbandry and veterinary administrative departments to do a good job in the township (town) supervision and management of livestock and poultry slaughter. Fifth to guide and support the technical transformation and innovation of livestock and poultry slaughter plants, encourage them to develop in the direction of standardization, scale and industrialization, and promote the certification of quality management system. Sixth halal livestock and poultry slaughter, in addition to complying with the provisions of these regulations, should also comply with the relevant provisions of the province's halal food production and operation. Article 7 People's governments at or above the county level shall strengthen their leadership over the supervision and management of livestock and poultry slaughter, coordinate and solve major problems in the supervision and management of livestock and poultry slaughter in a timely manner, and incorporate the funds needed for the management of livestock and poultry slaughter into the financial budget at the corresponding level. Chapter II Planning and Approval Article 8 The provincial animal husbandry and veterinary administrative department shall, jointly with other relevant departments such as environmental protection, formulate the planning for the establishment of livestock and poultry slaughter plants (fields). The planning shall conform to the urban and rural planning and follow the principles of reasonable layout, moderate concentration, environmental protection, favorable circulation and convenience for the masses. The preparation plan shall be implemented after being approved by the provincial people's government.
In rural areas with remote, scattered living, inconvenient transportation and small slaughter, small livestock and poultry slaughter points can be set up to supply livestock and poultry products only to the local market. Article 9 The municipal animal husbandry and veterinary administrative department shall, jointly with environmental protection departments and other relevant departments, formulate the specific planning of the designated livestock and poultry slaughtering plant (field) and small livestock and poultry slaughtering point (hereinafter referred to as designated livestock and poultry slaughtering plant, point) within their respective administrative areas according to the planning of the designated livestock and poultry slaughtering plant (field), which shall be implemented after consulting the opinions of the provincial animal husbandry and veterinary administrative department and reporting to the Municipal People's Government for approval.
The plan for setting up urban livestock and poultry slaughter plants and sites shall, on the basis of making full use of existing qualified livestock and poultry slaughter plants, sites and facilities, stipulate the number, scale and layout of livestock and poultry slaughter plants and sites within their respective administrative areas, as well as the sales areas of livestock and poultry products in small livestock and poultry slaughter sites. Livestock and poultry products at small livestock and poultry slaughter sites shall not be sold beyond the prescribed areas. Article 10 A livestock and poultry slaughtering plant shall meet the following conditions:
(a) there are water sources suitable for the scale of slaughter, and the water quality meets the standards set by the state;
(2) Having waiting rooms, slaughter rooms, emergency slaughter rooms, livestock and poultry slaughter equipment, cold storage facilities and vehicles that meet the requirements set by the state;
(three) there are slaughter technicians who are suitable for the slaughter scale and have obtained health certificates according to law;
(four) there are meat quality inspectors who are suitable for the slaughter scale and have passed the examination;
(five) inspection equipment, disinfection facilities and disinfection drugs that meet the requirements of the state;
(6) Having pollution prevention and control facilities that meet the requirements of environmental protection;
(seven) facilities for harmless treatment of dead livestock and poultry and livestock products;
(eight) to obtain the certificate of animal epidemic prevention conditions according to law. Article 11 Small livestock and poultry slaughterhouses shall have slaughter rooms, slaughter rooms and necessary slaughter equipment that meet the requirements of environmental protection and health and epidemic prevention, slaughter technicians and full-time and part-time meat quality inspectors who have passed the examination, pollution prevention facilities and harmless treatment facilities. Twelfth to apply for the establishment (including new construction, renovation and expansion) of livestock and poultry slaughtering plant, it shall submit a written application to the municipal animal husbandry and veterinary administrative department, and submit the approval documents of the construction project planning and site selection and environmental impact assessment. The Municipal People's Government shall, in accordance with the time limit for examination and approval as stipulated in the Administrative Licensing Law, organize animal husbandry and veterinary departments, environmental protection departments, construction departments and other departments to conduct a review according to these Regulations and the planning of livestock and poultry slaughter plants, and solicit opinions from the provincial animal husbandry and veterinary administrative departments. Upon examination, if it meets the requirements, it shall make a written decision to agree to build a designated slaughtering plant for livestock and poultry; If it does not meet the requirements, it shall notify the applicant and explain the reasons.
To apply for the establishment of a small livestock and poultry slaughter point, the relevant materials that meet the conditions stipulated in Article 11 of these regulations shall be submitted in writing by the county-level animal husbandry and veterinary administrative department to the municipal animal husbandry and veterinary administrative department, and the Municipal People's Government shall conduct an examination in accordance with the provisions of the preceding paragraph.
