Where laws and administrative regulations provide otherwise, such provisions shall prevail. 4 Licensing Procedures 4. 1 Application and Acceptance 4. 1 When an enterprise applies for a production license, it shall submit the following application materials to the local provincial bureau of quality and technical supervision: 4. 1. 1 Application for a National Production License for Industrial Products. Fails to inform, since the date of receipt of the application materials is accepted; If the application materials do not meet the requirements of the Administrative Licensing Law of People's Republic of China (PRC) and the Regulations of the People's Republic of China on the Administration of Industrial Products Production License, it shall make a decision not to accept the application, and issue a decision not to accept the application for administrative license. 4. 1.3 The provincial licensing office shall submit the application materials to the examination department within 5 days from the date of accepting the enterprise application. 4. 1.4 since the provincial bureau of quality and technical supervision made the decision to accept the production license, the enterprise can trial-produce the products that apply for evidence collection. The trial-produced products of an enterprise must be approved by the inspection agency that undertakes the inspection task of production license products, and approved in batches (that is, each tower or mast) according to the provisions of these Detailed Rules, and can only be sold after the products or packaging and instructions are marked with "Trial-produced products".
