Chapter 1 General Provisions Article 1 In order to strengthen urban water supply management, ensure urban life, production, fire protection and other water needs and urban water supply safety, and safeguard the legitimate rights and interests of urban water supply enterprises and urban water supply users, according to the " These measures are formulated based on the laws, regulations and rules of the People's Republic of China and the National Water Law, "Urban Water Supply Regulations", "Urban Water Supply Water Quality Management Regulations" and other laws, regulations and rules, combined with the actual situation of this city. Article 2 Urban water supply enterprises and units and individuals using urban water supply within the administrative region of this city must abide by these Measures. Article 3 Urban water supply shall follow the principles of comprehensive utilization and water conservation, ensure water supply safety, give priority to residents' domestic water use, and make overall arrangements for industrial water use and other water use. Article 4 The municipal housing and urban-rural development department is responsible for the management of urban water supply in the city.

The county (district) urban water supply department is responsible for the management of urban water supply within its own administrative region.

The development and reform, public security, finance, land and resources, water conservancy, health and family planning, environmental protection, planning, urban management and law enforcement, industry and commerce, quality supervision, price and other departments shall do a good job in urban water supply management in accordance with their respective responsibilities. Article 5 The municipal and county (district) people's governments shall incorporate urban public water supply into the national economic and social development planning, ensure investment in the construction of urban public water supply infrastructure, and adapt to the needs of urban development. Chapter 2 Protection of Urban Water Supply Sources Article 6 The environmental protection authorities shall jointly designate drinking water source protection zones in conjunction with the housing and urban-rural development, water conservancy, planning, land and resources, health and family planning and other departments.

Obvious warning signs should be set up at the boundaries of protected areas. Within the protected area, all activities that pollute water quality are prohibited. Article 7 The competent departments of water conservancy and urban water supply shall strengthen the management and supervision of urban water supply sources and conduct dynamic monitoring of urban water supply sources. Article 8 The competent environmental protection departments shall strengthen the management and supervision of the prevention and control of pollution of urban water supply sources. Article 9 Within the coverage of urban public water supply pipe networks, the water conservancy department shall prohibit the construction of new self-contained water sources and gradually close the original self-contained water sources in accordance with the law. Chapter 3 Construction of Urban Water Supply Projects Article 10 The urban water supply authority shall, in conjunction with relevant departments, prepare a special urban water supply plan based on the city's overall plan and comprehensive water resources plan, and organize its implementation after submitting it for approval in accordance with the law. Article 11 New construction, expansion, and reconstruction projects shall construct supporting urban water supply facilities (including secondary water supply facilities, the same below) as planned. Article 12 The survey, design, construction and supervision of urban water supply projects shall be undertaken by units with corresponding qualifications in accordance with the law and shall comply with relevant national, local and industry technical standards, norms and regulations.

Encourage water supply projects to adopt energy-saving water supply methods and water supply equipment. Article 13: For newly built water supply facilities for urban residents in residential areas, urban water supply enterprises shall be responsible for organizing the design and construction in accordance with the law, and shall be responsible for maintenance and management. The residential community construction unit shall coordinate and cooperate with the design and construction of water supply facilities for urban residents, and undertake the supporting construction of relevant pipe trenches, equipment rooms and other civil engineering projects. The water supply facilities for urban residents in newly built residential areas are owned by urban water supply enterprises.

The construction funds for urban residents’ water supply facilities in newly built residential areas will be unified into the urban infrastructure supporting fees and handed over to urban water supply enterprises for special use in the construction of water supply facilities in residential areas.

The charging standards for urban infrastructure supporting fees shall be reasonably determined by the Municipal People's Government. Article 14 Urban water supply projects shall be designed, constructed, accepted and delivered for use at the same time as the main building projects.

Secondary water supply facilities must be set up independently and must not be mixed with fire protection, non-drinking water and other facilities; secondary water supply facilities should have measures to prevent backflow pollution and other safe water supply measures. Secondary water supply facilities using reservoirs or water tanks should be disinfected. The hygienic standards of the design must meet the requirements of relevant national hygienic regulations. Article 15 After the completion of an urban water supply project, urban water supply enterprises and other construction units shall organize completion inspection and acceptance in accordance with the law. Urban water supply, health and family planning and other departments must participate, and report to the housing and urban-rural development department for record within 15 days after passing the inspection and acceptance. If it has not been inspected or failed to pass the acceptance inspection, it shall not be put into use.

After the completion acceptance of an urban water supply project passes, the construction unit shall hand over the project archives to the urban construction archives management agency within three months. Article 16 If the water supply facilities for urban residents in residential areas do not meet the engineering construction standards and sanitary standards, they shall be renovated in accordance with the standards.

Article 17 If the water supply facilities for urban residents in residential areas built by real estate development enterprises and other units before the implementation of these Measures are handed over to urban water supply enterprises with the consent of the owners' meeting, the urban water supply enterprises shall accept them and sign relevant procedures for asset transfer. The owner or the original management unit shall hand over the completed general floor plan, completed structural equipment drawings, underground pipe network engineering completed drawings, equipment installation, use and maintenance and other facility files and graphic materials.

Urban water supply authorities shall work with relevant departments to formulate specific measures for the transformation and transfer of water supply facilities for urban residents, and organize their implementation after approval by the people's government at the same level. Article 18 After the transfer, the water supply facilities for urban residents in the residential areas will be owned by the urban water supply enterprise; the pump room will be owned by all owners, and the urban water supply enterprise can use it free of charge.
