I. Organizational leadership and division of responsibilities

The autonomous region and the Xinjiang Military Region have established a leading group for the enrollment of military academies in the autonomous region, with an enrollment office under it. The director of the office is the president of the Education Examinations Institute of the autonomous region, and the deputy director is the director of the Admissions Office of the Xinjiang Military Region. The staff consists of the high school enrollment office of the Autonomous Region Education Examinations Institute, the training office of the General Staff of the Xinjiang Military Region, the cadre office of the Political Work Department, the Health Department of the Ministry of Security, and the military training and vocational education center of the General Staff of the Military Region. The office is mainly responsible for the leadership and coordination of political assessment, interview, physical examination and admission in military schools. Local, state and municipal admissions committees, the general staff of military sub-regions (garrison commands), the political work department and the security department should also set up corresponding institutions, organize and lead the local, state and municipal admissions offices and the People's Armed Forces Department according to the arrangements and requirements of the leading group for enrollment of military academies in the autonomous region, and assist the enrollment personnel of military academies to carry out related work.

Local, state and municipal admissions offices are responsible for informing candidates and cooperating with relevant departments to conduct political assessment, interview and physical examination of candidates, and at the same time, they should send team leaders to military checkpoints to cooperate with military checkpoints to carry out their work.

Second, the application conditions

(1) Ordinary high school graduates who take the national unified entrance examination for ordinary colleges and universities.

Third, political assessment.

Establish a political assessment responsibility system, strictly implement the assessment standard procedures, adhere to who assesses, who signs and who is responsible, and ensure that the assessment conclusions are accurate. The political assessment shall be carried out in strict accordance with the relevant provisions of the Ministry of Education, the Ministry of Public Security and the Political Work Department of the Military Commission, and the assessment contents shall not be filled out by the candidates and their parents themselves.

(1) The political assessment of candidates applying for military academies shall be organized and implemented by the Political Work Department of Xinjiang Military Region under the guidance of political departments at all levels, and jointly implemented by the People's Armed Forces Department of each county (city, district) and the county-level Admissions Office, the police station where the candidates are registered and the middle school where they are located. Its main contents include the actual performance of candidates.

The political review period is from June 16 to June 18, and all candidates who apply for military academies can participate. The county (city, district) People's Armed Forces Department, together with the county (city, district) Admissions Office and the public security department, forms an assessment team, and the leaders of the county (city, district) People's Armed Forces Department serve as the leader of the assessment team to organize political assessment. After the evaluation conclusion is made, it shall be signed by the head of the evaluation team. After the examination, the people's Armed Forces Department of the county (city, district) shall inform the candidate's middle school of the examination conclusion in time. If there is any objection to the conclusion of the review, the review team shall promptly organize a review. Those who pass the political examination shall bring their political examination form to the designated military checkpoint for interview and physical examination within the specified time.

Fourth, military inspection.

Military examination includes interview and physical examination. Military inspections in Urumqi, Kashgar, Bazhou and Yili are scheduled to be held from June 20th to June 24th, and military inspectors will arrive at military checkpoints before June 19.

Candidates' local, state and city admissions offices should send staff to the military inspection site to be responsible for the management and coordination of candidates in the local area, state and city. Candidates should bring a letter of introduction, ID card, admission ticket and two recent two-inch bareheaded front photos from the county (city, district) Admissions Office during the military inspection. Candidates who did not participate in the political examination and failed the political examination shall not participate in the military inspection. The military examination will be conducted by interview first and then physical examination. The interview mainly examines the candidate's motivation, image temperament, logical thinking, language expression and physical foundation. The interview conclusion is divided into qualified and unqualified. Candidates who fail the interview will no longer accept the follow-up military inspection, and the interview elimination ratio will be strictly controlled within 20%. Candidates should be informed of the interview results on the spot. If the interview is unqualified, the reasons should be explained to the candidates. If the candidates have objections to the interview results and apply for reconsideration, the supervision and reconsideration group shall immediately organize reconsideration and inform the candidates of the reconsideration results. The conclusion of reconsideration is final and candidates must obey it. The person in charge of organizing the interview should sign the interview conclusion. The interview team is responsible for collecting candidates' political evaluation forms and interview forms, and sorting out the list of candidates who participate in political evaluation and interview. The physical examination work is organized by four military inspection leading groups at each checkpoint and implemented by the physical examination hospital. Physical examination is organized and implemented by the military academy enrollment physical examination information system. Autonomous Region Education Examinations Institute, relevant military divisions (garrison areas) and physical examination hospitals should designate technicians to participate in the installation and trial operation of the physical examination information system, and connect the system operation, use, data input and output formats, processes and other contents. Before June 17, the Education Examinations Institute of the Autonomous Region will provide the candidates' information in the necessary format to the Health Department of the Security Department of Xinjiang Military Region, which will be responsible for distributing it to the physical examination hospital. Each physical examination hospital shall designate 1 person with strong sense of responsibility to be responsible for the use and management of the physical examination system, and to receive candidates' data and submit military medical electronic data. Candidates' military inspection data and information should be handled in strict accordance with the relevant confidentiality regulations of the military and the land, and it is strictly forbidden to leak, spread or change. There are two kinds of military inspection conclusions: qualified command specialty, armored specialty, surveying and mapping specialty, radar specialty, diving specialty, airborne specialty, chemical defense specialty, medical specialty, oil specialty, submarine specialty, special operations specialty, surface warship specialty, music specialty, dance specialty and other majors. The conclusion of the physical examination shall be signed by the examiner, and if there are any mistakes or omissions, the examiner shall be responsible; If fraud and other fraudulent acts are found, it is necessary to seriously investigate and deal with the relevant responsible persons, cancel the admission qualifications and admission qualifications of candidates, and notify Xinjiang. It is strictly forbidden to lower the standards of military inspection without authorization, it is strictly forbidden for irrelevant personnel to interfere with the military inspection work or enter the military inspection site, it is resolutely forbidden to say hello and hand over notes to interfere with the military inspection work, and it is not allowed to charge military inspection fees to candidates and parents.

The handling of various disciplinary actions of examination staff in the examination shall be carried out in accordance with the Education Law of the People's Republic of China, the Criminal Law of People's Republic of China (PRC) and the Measures for Handling Disciplinary Actions in National Education Examination. Education system staff has one of the following acts, by the violator's unit or the competent department at a higher level to cancel the qualification of the examination staff, revoke their entrance examination positions, and give disciplinary sanctions such as transferring from their current jobs and expelling from public office; If a crime is constituted, criminal responsibility shall be investigated by judicial organs:

(a) in the issuance and review of candidates' registration qualification certificates, certificates, physical examinations, files and other materials (including supporting materials required for policy points, etc.), practicing fraud and practicing favoritism;

(2) Bribery, extortion, favoritism, abuse of power, failure to enroll students according to the enrollment regulations, or unauthorized enrollment of students who do not meet the admission standards, resulting in heavy losses in the enrollment work;

(three) to participate in the illegal enrollment activities of social intermediary institutions or individuals;

(four) in any name and reason, charge fees linked to enrollment;

(five) other acts that undermine the work of the entrance examination.

Other social personnel who commit one of the above acts shall be recommended by their units or higher authorities to refer to this article.

The conclusion of each item of the military inspection shall be notified to the candidates themselves on the spot. If there is any objection, candidates can apply for reconsideration on the spot, and the supervision and reconsideration team will conduct reconsideration on the spot. If you are still not satisfied with the reconsideration result, you can appeal to the Admissions Office of Xinjiang Military Region (099 1-4998539, contact person: Staff Pan). For physical examination items such as blood routine, urine and serum HIV antibody that cannot be concluded on the spot, the physical examination conclusions should be announced to the public within 2 days after the candidates' physical examination. Candidates can hold their ID cards and admission tickets to the medical examination hospital to inquire about the testing situation. After checking the relevant documents, the medical examination hospital will inform the candidates themselves of the inspection conclusions. Before June 25th, the physical examination hospital must provide the physical examination results of all candidates to the local, state and municipal admissions offices. The local, state and municipal admissions offices are responsible for notifying the relevant schools and candidates themselves of the medical examination results. Candidates who have objections to the conclusion of the medical examination may apply for re-examination within 3 days after the results of the medical examination are announced. After reconsideration, the project will not be re-examined unless it is formally accepted after the appeal. Candidates who need a second interview should submit a written application to the prefecture, state and city admissions offices, which will issue a letter of introduction. Before June 30th, each physical examination hospital will designate a special person to submit the electronic data information of candidates' physical examination (burned into a CD) to the Health Department of the Security Department of Xinjiang Military Region for summary review. Before July 1, the Health Department of the Security Department of Xinjiang Military Region provided all qualified candidates with electronic data of military examination to the Education Examinations Institute of the Autonomous Region and the Admissions Office of Xinjiang Military Region. During the transmission and use of military inspection electronic data information, it is strictly forbidden for anyone to change the data content, otherwise the responsibility will be seriously investigated according to law.

Candidates who have not been admitted to military academies continue to participate in the admission of other ordinary colleges and universities. The enrollment plan of military academies will not be adjusted in principle. In the process of admission, if the enrollment institution and the Autonomous Region Education Examinations Institute disagree on the withdrawal of candidates, the enrollment institution shall fill in the Application Form for Withdrawal, detailing the reasons and policy basis for withdrawal, and the Autonomous Region Education Examinations Institute shall put forward review opinions. Military colleges and universities must complete the file audit work on time, and must not delay the admission time without reason, so as to ensure the normal circulation of candidates' electronic files and the smooth admission. The Commission for Discipline Inspection of Xinjiang Military Region guides discipline inspection departments at all levels to supervise the whole process of enrollment.
