Legal analysis: the applicant applies for a mining license with the application registration book and the mining area map, the qualification certificate of the mining right applicant, the development and utilization plan of mineral resources, the approval documents for the establishment of mining enterprises according to law, the environmental impact assessment report of mining mineral resources and other materials required by the competent department of Geology and Mineral Resources of the State Council.

Legal basis: Article 4 of the Measures for the Administration of Mining Registration of Mineral Resources. Before applying for mining rights, the applicant for mining rights shall apply to the registration authority to delimit the mining area according to the approved geological exploration reserves report. If it is necessary to apply for the establishment of a mining enterprise, the relevant formalities shall be handled in accordance with the designated mining area and state regulations.
