Article 2 Organs, organizations, enterprises, institutions and other organizations (including villagers' committees and community residents' committees) and individuals within the administrative area of this Municipality shall abide by these Measures. Article 3 The fire safety work shall follow the principle of putting prevention first and combining prevention with elimination, implement the responsibility system for fire safety, and establish and improve the socialized fire safety work network in accordance with the principles of unified leadership of the government, supervision by departments according to law, overall responsibility of units and active participation of citizens. Fourth people's governments at all levels and their departments are mainly responsible for fire safety in their own administrative areas and departments, and they are responsible for fire safety; The person in charge of fire safety work bears direct leadership responsibility for fire safety work; The person in charge of other work is responsible for the fire control work in the field in charge.

The legal representative or principal responsible person of an organ, organization, enterprise, institution and other units is the person in charge of fire safety of the unit, and takes the leadership responsibility for the fire safety work of the unit; The person in charge of fire safety shall bear direct leadership responsibility for the fire safety work of the unit; The person in charge of other work is responsible for the fire control work in the field in charge. The person in charge of each post of the unit is directly responsible for the fire safety of this post.

the operators of individual industrial and commercial households are the persons in charge of fire safety in their business premises and are directly responsible for the fire safety work in their business premises. Fifth people's governments at all levels shall lead the fire safety work within their respective administrative areas.

the public security organs of cities and counties (cities, districts) shall supervise, inspect and guide the implementation of the fire safety responsibility system in their respective administrative areas according to law, and the fire control institutions of the public security organs at the corresponding levels shall be responsible for the specific implementation.

relevant departments and units of the people's governments at all levels are responsible for the implementation of the fire safety responsibility system within their respective responsibilities. Article 6 the people's governments of cities and counties (cities, districts) shall do a good job in the organization and leadership of fire control work, the construction of public fire control facilities, the inspection and evaluation of fire control work, build a "firewall" of social fire control safety, and perform the following fire control safety duties:

(1) lead the fire control safety work in their respective administrative areas, establish and improve the coordination mechanism of fire control work, and set up a fire control safety committee led by the person in charge and attended by the heads of relevant departments. Supervise subordinate departments and people's governments at lower levels to implement fire safety responsibilities;

(2) incorporate fire control work into the national economic and social development plan to ensure that fire control work is compatible with economic construction and social development;

(3) Incorporate fire-fighting funds into the fiscal budget at the same level, ensure that fire-fighting funds are fully invested, and gradually improve with the development of the national economy and the growth of fiscal revenue, continuously strengthen the construction of public fire-fighting facilities and improve fire-fighting equipment;

(4) incorporate the fire safety layout, fire station, fire water supply, fire communication, fire truck passage and fire equipment into the overall urban and rural planning, and be responsible for organizing relevant departments to implement them;

(5) Organize urban and rural planning, construction, fire protection, water supply, power supply, communication and other departments to conduct the completion acceptance of fire truck passages, fire water supply facilities, fire communication and public fire protection facilities;

(6) Establish a scientific and effective social linkage mechanism for emergency rescue, organize the formulation of fire emergency plans for high-rise buildings, underground buildings, places with inflammable and explosive dangerous goods, and fire-fighting and evacuation plans for large-scale mass activities with fire hazards, and strengthen the construction of emergency rescue capabilities for dealing with major disasters and accidents and saving lives of personnel;

(7) establish public security fire brigade and full-time fire brigade according to the national fire brigade (station) standards, and equip them with fire fighting equipment that meets the national standards; Strengthen the construction of various forms of fire fighting forces and the training of fire fighting technical personnel, and ensure that public security fire brigades, full-time fire brigade members and fire fighting civilian personnel enjoy wages, social insurance and welfare benefits according to law;

(8) Organize regular fire prevention publicity and education, conscientiously implement fire prevention laws, regulations and rules, enhance citizens' awareness of fire prevention safety, and improve citizens' fire prevention safety quality;

(9) Organize special inspections on fire safety during key fire prevention periods, major holidays and major events, and combine urban transformation to focus on rectifying outstanding fire safety problems in urban-rural junctions, "villages in cities", rental houses and migrant workers' gathering places, so as to comprehensively improve the fire safety environment in urban and rural areas; Supervise and coordinate relevant departments to take timely measures to eliminate fire hazards;

(1) timely verify the situation of urban and rural fire safety layout, public fire facilities that do not meet fire safety requirements or major fire hazards that affect public safety, implement listing supervision and organize or instruct relevant departments and units to rectify;

(11) make a definite decision within 7 days according to law on the administrative punishment opinions submitted by the public security organs that have a great impact on economic and social life and order to stop production and business, and organize the public security organs and other departments to implement them;

(12) after the occurrence of a serious fire accident, it shall promptly organize the investigation of the fire accident; After the investigation, write an investigation report to the people's government at the next higher level, and promptly disclose the basic situation, losses, causes, lessons and treatment results of the fire; Organize the media to report objectively and accurately, correctly grasp the direction of public opinion, and enhance citizens' awareness of fire safety;
