1. Article 14 of "Several Provisions on the Management of Urban Housing Demolition in Changsha City" "For those who enjoy the minimum social security benefits in this city and have special difficulties in life, the demolished people will give compensation and resettlement to those who voluntarily choose the way of property right exchange. Article 2 These Measures shall apply to the compensation for land expropriation within the administrative area of this Municipality. Article 3 The Municipal People's Government shall exercise unified leadership over the compensation for land expropriation within the administrative area of this Municipality.
