Can professors recruit research assistants privately?

Professors are not allowed to recruit research assistants privately. Scientific research assistant refers to the personnel engaged in project research, experimental (engineering) technology and scientific research assistance in scientific research departments, scientific research institutions, scientific research institutes, universities and enterprises. It is an important part of the full-time scientific research team and is recruited by the personnel director. Professors only have the right to make suggestions, but not to make decisions.
