Article 3: Education must adhere to the direction of socialist school running, fully implement the national education policy, deepen educational reform, comprehensively promote quality education, and cultivate builders and successors of the socialist cause with ideals, ethics, culture, and discipline. Article 4 Autonomous counties implement the separation of education and religion. Article 5: Autonomous counties implement an education management system in which the autonomous county people's government is responsible, hierarchical management is conducted, and the county is the mainstay.

The autonomous county education administrative department is responsible for the education work within its own administrative region. Article 6 Autonomous counties encourage social forces to run schools.

The education administrative departments of autonomous counties should strengthen the guidance and supervision of education and teaching in private primary and secondary schools and kindergartens, carefully review their school-running qualifications and conditions, standardize their school-running behaviors, and ensure that they fully implement the Party’s educational policies.

The autonomous county education administrative department, labor administrative department and other relevant departments should cooperate with the state-organized educational institutions in terms of enrollment, business guidance, teaching and research activities, teacher job evaluation, commendation and awards, etc. Educational institutions are treated equally. Chapter 2 Education Management Article 7 The people's government of the autonomous county shall gradually improve the conditions for running compulsory education schools and continuously improve the quality of education and the efficiency of running schools.

Vigorously develop and popularize high school education.

Article 12: Except for the fees levied by laws, regulations and the provincial people's government, no unit or organization may collect assessed fees from the school or through the school.

Non-compulsory education schools should collect tuition fees and miscellaneous fees in accordance with national regulations, fill out fee cards in accordance with regulations, and disclose them to the public. Article 15 The people's government of an autonomous county shall care about education workers, protect the legitimate rights and interests of teachers, gradually improve teachers' working and living conditions, and enhance teachers' social status. Implement the teacher qualification system and optimize the teaching team.

Chapter 3 Investment in Education Article 19 The people's government of the autonomous county shall provide standard campuses, school buildings, educational facilities, equipment, teachers, funds, etc., and gradually improve the conditions for running schools. Article 20 The people's government of the autonomous county shall ensure investment in education. The growth of financial allocations for education shall be higher than the growth of regular fiscal revenue, and the education expenses per student in school shall be gradually increased to ensure teacher salaries and public funds per student.
