Government's Policy on Graduates' Employment
1. Further develop market-oriented employment development actions. Colleges and universities across the country should carry out in-depth visits by college secretaries and presidents to enterprises to promote employment, and members of the leading bodies of secondary departments should also actively participate. Encourage universities to conduct centralized visits with docking enterprises and employers, and deepen school-enterprise cooperation in various fields.
The Ministry of Education has organized a series of activities nationwide, such as "Campus Recruitment Month" and "Employment Promotion Week", to promote employment development and match supply and demand. Give full play to the role of the National College Graduates' Employment and Entrepreneurship Steering Committee and Industry Association, and improve the working mechanism of "by industry, by committee and by industry association" to promote employment.
2. Implement the "All Enterprises on Campus Plan". Colleges and universities all over the country should give full play to the role of the main channel of campus recruitment, and actively hold offline campus recruitment activities under the premise of meeting the requirements of COVID-19 epidemic prevention and control, so as to ensure the orderly development of campus recruitment activities. Colleges and universities should create conditions to actively invite employers to recruit, and support departments to carry out small-scale special recruitment activities that are small, precise, specialized and excellent.
3. Comprehensively promote the use of the national employment service platform for college students. The Ministry of Education will further optimize and upgrade the functions and services of the national employment service platform for college students, and constantly improve the level of specialization, intelligence and convenience of the platform. The provincial college students' employment websites and college employment websites should be interconnected with the national college students' employment service platform before the end of February 2022 to realize job information sharing.
Encourage local and universities to jointly organize regional and industrial talent recruitment activities based on the platform. Colleges and universities around the country should guide the 2023 graduates, graduating class counselors and employment staff to register and use the platform in time to ensure that graduates in need can obtain employment information in time.
4. Give full play to the role of small and medium-sized enterprises in absorbing employment. Carry out special actions for private enterprises to recruit college graduates, and accurately collect and push job demand information. In conjunction with relevant departments, we will hold activities such as "National Matchmaking Meeting on Talent Supply and Demand of SMEs", "Private Enterprises and Universities Work Together to Promote Employment" and "Online Recruitment of College Graduates by SMEs in China" to build a platform for SMEs to recruit college graduates.
Local education departments should cooperate with relevant local departments to implement preferential policies for SMEs to attract college graduates, and support the development and creation of more jobs suitable for college graduates. Colleges and universities should strengthen the connection between supply and demand with small and medium-sized enterprises, provide convenience for the recruitment of small and medium-sized enterprises, and guide more college graduates to find jobs in small and medium-sized enterprises.
5. Support self-employment and flexible employment. Colleges and universities all over the country should actively encourage and support college graduates to start their own businesses, tilt towards graduate entrepreneurs in terms of funds and venues, and provide services for the innovation and entrepreneurship incubation and achievement transformation of college graduates. Promote the transformation of college students' entrepreneurial projects such as China International "internet plus" College Students' Innovation and Entrepreneurship Competition.
Local education departments should cooperate with relevant departments to implement the social security policy of flexible employment, provide support for graduates to engage in new forms of employment, promote the standardized development of flexible employment, and earnestly safeguard the legitimate rights and interests of college graduates.
6. Optimize the recruitment arrangements for policy positions. Local education departments should cooperate with relevant departments, co-ordinate the recruitment schedule of policy posts, and arrange the entrance examinations and various vocational qualification examinations for policy posts such as universities, civil servants, institutions and state-owned enterprises as soon as possible.
Give full play to the role of policy posts in stabilizing employment, and steadily and moderately expand the recruitment scale of college graduates. Give play to the exemplary role of state-owned enterprises and do a good job in the "full employment action" in the fourth quarter.
7. Actively broaden the employment space at the grassroots level. Local education departments should actively cooperate with relevant departments to explore employment opportunities such as primary health care, old-age care services, social work, judicial assistance, and scientific research assistants, organize the implementation of grassroots employment projects such as "Special Post Plan", "Three Supports and One Support" and "Western Plan", expand the "Special Plan for Urban and Rural Communities" and encourage the expansion of local grassroots projects.
Guide more graduates to the central and western regions, northeastern regions, hard and remote areas and grassroots front-line employment and entrepreneurship. We will improve the support and incentive system and implement preferential policies such as tuition compensation, loan compensation and extra points for postgraduate entrance examination.
8. Actively cooperate with the recruitment of college students. Colleges and universities all over the country should cooperate closely with the army and local governments, increase the propaganda of conscription into the campus, smooth the green channel of conscription, and cooperate with military service organs to do a good job in pre-conscription, pre-storage of soldiers and recruitment of college graduates.
Local education departments should study and formulate detailed plans and implementation measures, and implement preferential policies such as exemption for retired ordinary higher vocational (junior college) soldiers to participate in college enrollment and enrollment plans for retired college students.

We should provide students with personalized employment guidance and services through various forms, such as school-enterprise supply and demand docking, career planning competition, resume writing guidance, interview and job-seeking training, and one-on-one consultation.
It is necessary to build a team of complementary vocational guidance teachers inside and outside the school, and encourage employers and industry organizations to participate more in vocational education and vocational guidance in colleges and universities.
10. Further promote employment and education. Colleges and universities all over the country should take employment education and employment guidance as the important contents of the "three rounds of education", carry out employment education in depth, guide college graduates to maintain a normal mind, objectively look at personal conditions and social needs, and proceed from reality to choose a job and apply for a job.
We will carry out activities to create excellent cases of employment education, select a number of typical employment figures, and actively guide college graduates to make contributions where the motherland needs them.
