Regulations of Jiangxi Province on Safeguarding Public Cultural Services

Chapter I General Provisions Article 1 In order to strengthen the construction of a strong cultural province and a modern public cultural service system, enrich people's spiritual and cultural life, inherit Chinese excellent traditional culture and red culture, carry forward socialist core values, strengthen cultural self-confidence, develop Socialism with Chinese characteristics culture, and improve people's civilized quality, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Public Cultural Services and other relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the provision, guarantee and corresponding management of public cultural services within the administrative area of this province.

The term "public cultural services" as mentioned in these Regulations refers to public cultural facilities, cultural products, cultural activities and other related services provided by the government with the participation of social forces to meet the basic cultural needs of citizens. Article 3 Public cultural services should adhere to the leadership of China, the orientation of advanced socialist culture, people-oriented, the guidance of socialist core values, the requirements of public welfare, basicity, equality and convenience, and build a modern public cultural service system with urban-rural integration, regional balance and equal population. Article 4 The people's governments at or above the county level shall incorporate public cultural services into the national economic and social development plan at the corresponding level, establish a comprehensive coordination mechanism for public cultural services, coordinate public cultural services within their respective administrative areas, and promote joint construction and sharing. Article 5 The relevant departments of the people's governments at or above the county level shall perform the duties of ensuring public cultural services in accordance with the following provisions:

(a) the competent department of culture and tourism is responsible for the development of public cultural undertakings, promote the construction of modern public cultural service system, implement the project of benefiting the people through culture, coordinate and promote the standardization and equalization of basic public cultural services, guide and organize mass cultural activities, and undertake specific responsibilities of comprehensive coordination.

(2) The competent department of press and publication shall be responsible for the public cultural services of press and publication, organize the construction of a public cultural service system of press and publication, make overall plans, guide and coordinate the development of public cultural undertakings of press and publication, promote the copyright protection of public cultural service products, and guide and organize the implementation of nationwide reading.

(three) the film department is responsible for the public cultural service of the film, organize the construction of the public cultural service system of the film, and guide and coordinate the promotion of the public welfare screening of the film.

(four) the competent department of radio and television is responsible for guiding and promoting the standardization and equalization of public cultural services of radio and television, and organizing and coordinating the implementation of public welfare projects and public welfare activities.

(five) the education department is responsible for organizing and guiding campus cultural activities, popularizing culture and art, and sharing school cultural and sports facilities.

(six) the sports authorities are responsible for promoting the construction of public sports service system, guiding the construction of public sports facilities, and supervising and managing sports facilities.

(seven) other departments are responsible for public cultural services within the scope of their respective duties. Article 6 People's organizations such as trade unions, the Communist Youth League, women's federations, Federation of Literary and Art Circles, Federation of Social Associations, Association for Science and Technology, and Disabled Persons' Federation shall give full play to their respective advantages and do a good job in public cultural services. Seventh Township People's governments and sub-district offices are responsible for the daily management of public cultural facilities such as grassroots comprehensive cultural service centers, organize mass cultural and sports activities, and cooperate with relevant departments to do a good job in public cultural services.

The village (neighborhood) committee shall organize mass cultural and sports activities according to the needs of the village (neighborhood) people and assist the local people's government to carry out public cultural services. Article 8 The people's governments at or above the county level shall strengthen the construction of grass-roots public cultural service system, guarantee it in terms of funding arrangement, facilities construction, service provision and staffing, and increase support for public cultural services in old revolutionary areas and poverty-stricken areas. Ninth people's governments at or above the county level shall strengthen the integration of public cultural service resources across departments, industries and regions, innovate the management and operation mechanism of public cultural services, and realize the interconnection of public cultural service networks.

The people's governments at or above the county level shall promote the integrated development of public cultural services and civilized practice in the new period, give full play to the advantages of public cultural facilities in resources, services and organizational systems, and carry out civilized practice activities. Article 10 People's governments at all levels should strengthen the protection and overall planning of red cultural resources, bring them into the public cultural service guarantee system, inherit the spirit of Jinggangshan, the spirit of Soviet area and the spirit of the Long March, improve the innovative communication system of red culture, and strengthen the brand building of red culture. Eleventh to encourage and support exchanges and cooperation in the field of public culture, improve the cultural influence of Jiangxi province. Chapter II Construction and Management of Public Cultural Facilities Article 12 The term "public cultural facilities" as mentioned in these Regulations refers to buildings, sites and equipment used to provide public cultural services. It mainly includes libraries, museums, cultural centers, art galleries, science and technology museums (youth science and technology centers), memorial halls, stadiums, workers' cultural palaces (staff clubs and staff service centers), youth palaces, women's and children's centers, elderly activity centers, intangible cultural heritage exhibition venues, towns (streets), village (community) comprehensive cultural service centers, farmer's (staff) bookstores, and public reading.

The people's governments at or above the county level shall publish the catalogue of public cultural facilities and related information within their respective administrative areas.
